賣貴價貨難拒金牛 商販醒定
香港文匯報訊(記者 陳廣盛)繼市面流出中銀2003年版「假金牛」後,mini storage警方日前又查獲匯豐2003年版「假金牛」,全城陷入「假金牛」恐慌。冬日美食節貴價貨商品商戶表示,一般交易金額都過千元,故沒法拒收「金牛」,唯有提高警覺。小商戶則由於未能肯定真偽,大都貼出「千元大鈔恕不接納」,避免蒙受損失。缺驗鈔機 交銀行查驗美食節會場內的貴貨商品商戶,大多配備驗鈔機及紫外光燈。「華泰海味」負責人黃先生表示,曾經收過一張中銀2003年版「假金牛」,幸好店內有配備驗鈔機及紫外光燈,發現後立刻要顧客換另一張「金牛」。迷你倉日鮮皇帝蟹專門店」負責人陳小姐表示,皇帝蟹是貴價貨品,買兩三隻已過千元,沒有理由拒收「金牛」。不過,店內沒有配備驗鈔機及紫外光燈,唯有要求員工提高警覺。她說,連日來收到不少「金牛」,十分擔心收到偽鈔,故昨晨特別把所有「金牛」帶到銀行查驗,確認沒有任何偽鈔後才鬆一口氣。小展商交易細拒收至於其他小型展商因為沒有相關設備,交易金額又不會過千元,所以由始至終都拒收「金牛」。部分小型展商貼出「千元大鈔恕不接納」告示,避免蒙受損失。警方呼籲市民切勿試圖使用偽鈔,否則有可能涉嫌「行使偽製紙幣」,最高判監14年。文件倉

春運火車票開售,12306串號 是否泄露用戶隱私?網站稱信息安全有保障 �多搶票軟件或被屏蔽
□2014年春運鐵路車票昨起網絡“搶票” /晨報記者 殷立勤□晨報記者 宋 傑“剛賣春運票,儲存12306就又不行了。”昨日“12306又癱瘓了”的抱怨見諸網絡,該網站的不給力也給昨日購買春運首日車票的旅客帶來諸多煩惱。而12306網站甚至在昨日15時左右還一度出現疑似“串號”的情況,被反映旅客賬號內出現別人的身份信息。為何一到春運售票的關鍵時刻就掉鏈子?12306客服人員表示,遇到問題旅客要多刷新幾次,信息安全也是有保障的。記者發現,昨日一些搶票軟件也無法登錄12306網站,可能受到屏蔽。12306關鍵時刻再掉鏈子昨日起網絡和電話售票方式率先發售春運首日(1月16日)的圖定列車車票,標誌春運“搶票”大戰開始。而無論是上午11時起售高鐵、動車車票,還是15時起售其他列車車票,12306網站都出現登錄難的問題,無法使用購票、查詢等各項功能。昨日上午10時50分左右,記者通過家庭網絡打開12306網站,雖然可以打開網站首頁,但購票(新舊版)、查詢等功能點擊後都無法打開。記者隨後多次嘗試,該購票網頁也無法顯示出來。記者注意到,網絡上很多購票旅客都反映:“搶票還沒開始,12306就已經崩潰了。”一直到12時多,記者再次嘗試才登錄成功。到了15時,類似的情景再次出現,這次癱瘓的時間稍微短一點,20分鐘後記者終於登錄成功。不過,此時上海至成都、西安等方向只剩下無座車票,不少旅客因12306的癱瘓錯失了購票良機。事實上,昨天還不是春運購票高峰,記者通過95105105和官方手機購票都能順利預訂車票。記者致電12306客服,客服人員表示,接到了不少旅客的反映,網站可能出現了技術問題,已向領導反饋該問題。高峰時段網站疑似串號今年春運購票依然推行網絡、電話優先售票,預售期比窗口早兩天,因此12306網站成為最主要的購票場所。春運購票來臨之前,鐵路方面推出了新版12306網站,並推出了“官方搶票”,使用這一功能,旅客在錄入乘車人、日期、車次、席別等信息後,網站即可為旅客提供自動搶票、動態刷新、自動提交等服務。但是由於昨日的癱瘓,新增便捷功能失去意義。此外,昨日不少旅客還反映,昨日15時左右,1230迷你倉網站出現大規模串號事故,�多旅客稱看到了他人的姓名和身份證號碼,甚至一些旅客的賬戶中出現“李春雨”的名字。在15時30分左右該故障被排除。記者再次咨詢12306客服,對方只是表示,遇到該問題時,旅客要多刷新幾次,而且信息安全是有保障的。由於12306不給力,各種第三方搶票軟件也越來越火,獵豹瀏覽器、360、搜狗、UC、百度等互聯網公司此前均推出了搶票軟件。但昨日不少搶票軟件也遇到麻煩,除個別搶票軟件外,多數搶票軟件昨日無法正常使用。記者昨日使用一種搶票軟件,多次嘗試購票都無法登錄。據瞭解,在搶票高峰時,12306網站很可能會對其他搶票軟件實施技術屏蔽。之前,鐵路方面也曾明確表示,2014年春運將繼續對搶票軟件進行屏蔽。[春運·高鐵]迎春運,上海站新增開19對直通動車上海至東北、珠三角、長三角主要城市間高鐵動車均開通□記者 宋 傑晨報訊 昨日零時起,鐵路上海站執行新運行圖迎接春運,新增開19對直通高鐵動車組列車,其中,上海虹橋至哈爾濱西、長春、沈陽北、大連北將首次開通7對高鐵動車組列車,上海虹橋至深圳北4對動車,上海虹橋至湖北武漢、宜昌方向加密7對高鐵動車。經過此輪調圖後,上海至東北、華北、華中、華南、東南沿海、長三角主要城市間均已開通高鐵動車,特別是東北幾大城市有了高鐵助力,往年春運緊張運能將得到較大緩解。上海虹橋至哈爾濱西、長春、沈陽北、大連北將首次開行朝發夕至的7對高鐵列車,運行時間普遍在10小時左右,相比普通列車在時間上縮短三分之二,長三角和東北三省兩大區域間的時空距離大幅縮短。據鐵路上海站相關負責人介紹,往年春運上海至東北方向往往都是最緊張的方向之一,今年隨著直通高鐵動車加盟,單日淨增加高鐵列車運能5500個左右。記者昨日15時多查詢上海至哈爾濱和上海至大連余票時發現,雖然普通列車已經只剩餘無坐車票,但是新開行的兩列高鐵都有餘票,可供旅客選擇。此外,昨日起,上海、深圳之間擁有了直達動車,新運行圖增開上海虹橋至深圳北4對動車,全程運行時間在12小時之內,較原先上海至深圳間最快的T211次列車縮短運行時間超過6個小時。上海市民去香港遊玩也將愈加方便,滬港列車不再是唯一選擇。儲存倉

市民金牛存戶 未能即時入帳
【本報訊】記者何朝財報道: 「高仿真假金牛」事件越鬧越大,儲存有�生銀行女客戶見不少店舖拒收千元面額鈔票,遂在前日假日急急透過櫃員機將「金牛」存入戶口,豈料雖未被「彈錢」,卻「存了錢未能即時入帳」,理財中心又無人留守,求助無門嚇得心緒不寧,乾等一天後昨日急急到銀行了解,並將家中的其餘千元大鈔經職員手全部存入戶口,方才安心。女事主姓羅,前晚透過存錢機將約4000元現金存入戶口(包括中銀「金牛」),雖無「彈錢」拒收,卻未能即時入帳,戶口帳面結餘與可用結餘,剛好出現約4000元差額。由於櫃員機中心夜間不設職員留守,羅女士雖然擔心中招誤收偽鈔,但又求助無門,唯有暫時回家。羅女士昨午再到銀行,銀行櫃位職員表示其戶口結餘出現誤差原因仍然有待了解,為免夜長夢多,羅女士立即迷你倉仍然持有的4張千元面額鈔票交職員存入銀行戶口,不再持有「金牛」。�生銀行發言人回應稱,羅女士用存錢機存放包括中銀「金牛」在內鈔票,未能即時入帳原因包括多種可能性,未必與偽鈔事件有關。發言人說: 「客人用自動存錢機存款後,發現戶口帳面結餘,與可用結餘出現差額原因眾多,包括系統運算出現時間誤差,存錢機機件故障等等。客戶如有疑問,可親身向銀行櫃位職員查詢,銀行會作出跟進。」發言人續稱,銀行有既定程序驗證偽鈔,若發現偽鈔將向監管機構通報,銀行旗下「存款快」機及多功能自動櫃員機已停止接收中銀2003年版( 附香港會議展覽中心圖像)1000元鈔票,客戶如有需要,可親身透過櫃�服務員,將同款鈔票存入戶口。至於昨日進一步發現�豐銀行的偽冒千元假鈔,�生稍後會再研究處理方法。self storage

The 2013 Dubious Dozen of the Sports Media as nice as we can deliver it
Source: Daily News, Los AngelesDec.儲存 26--A dubious shadow seems to have been cast over how we're supposed to determine what is truly worthy of making our annual Dubious Dozen of the Sports Media list.Essentially, the innocence of blunderment feels as if it's almost been taken out of the equation. It's harder to laugh at our human selves if we're constantly looking over our shoulder for that snarky knife attack.In chronicling media miscues and comically ethical conundrums for the last 15-plus years, the process has gone from storing bits of information we've come across, letting it simmer, and eventually filtering it back, examining whether there are lessons learned. Those reading mean-spiritedness between the lines were missing the point.In '13, as bad luck would have it, it's taken on a different meanness. Meaning, if there's an instance where ESPN iconic anchor monster Chris Berman goes stumbling into something chaotic --caught on tape yelling at someone off camera, or pontificating about his place on the Hollywood Walk of Fame -- it's likely already been plucked, pulverized, diffused and reconstituted into a mini-scandal. Then replaced a couple hours later by something even more innocuous.You can cite websites such as Deadspin, TheBigLead or AwfulAnnouncing for setting the tone, but it's more catty copy-catting than that. Because as adept as they've become in providing meaningful information -- credit Deadspin for blowing the lid off the whole Manti Te'o fake girlfriend saga at the beginning of this year -- they're just as sophomoric in inflating a media muff out of context for the sake of, what, letting us all feel better about ourselves?"I think your premise is pretty solid on this," said Will Leitch, a founding editor at Deadspin.com in 2005, who has become senior editor at SportsOnEarth.com while also writing for Slate, New York Magazine, GQ and the New York Times."What was funny about a Berman thing (years ago) was that it was rare. It felt like it was saved specifically because it was unusually funny. We weren't waiting for Berman to screw up and then laughing and pointing when he did."It's part of the general outrage society now. I mean, mistakes now are always seen as diabolical, or some sort of 'gotcha!' contest. I don't think it's that Deadspin is any more mean now, it's that everything is."I don't actually think people are more mean than they used to be. I just think with everyone ??"- media, readers, commentators, everyone ??"- constantly looking for 'exclusives,' it turns into this dumb circle of combing for mistakes, and then amplifying them."People often aren't really upset and offended. It's this odd kabuki thing, where we all feel like we're all play-acting the cycle, endless. I'll confess, I find it discouraging."Dan Levy, the national lead writer for BleacherReport.com who has also written for SportingNews.com and WashingtonPost.com, says we could go to "any number of sites at this point and find the same thing. We're in the business of instant -- and usually over -- reaction, so it's in the best interest of any general sports site to give readers as much content as they can, especially when it's click bait like someone messing up on the job."I do think it's unfortunate when a simple chyron failure makes the rounds like it's breaking news. We probably celebrate typos a little too much these days."To the overall point of 'gotcha' media going too far, I think it's merely a product of the times in general. I don't think we're quicker to blow up a story for any reason but we're getting the story quicker. Years ago, a gaffe on a local telecast would have to make a blooper reel or be so bad it hit the network level for it to become a national gag. Now, it's on YouTube before the broadcast is even over."I do, however, wonder if our wide-open world may turn some people off to jobs they would have flocked to in the past. If you're a TV newsreader, do you want your personal life being an open book because you were good enough to get a national job? At what point is being in the spotlight worth it, when so many people are pointing theirs at you?"We get the point. Maybe. DENIALS ALL AROUNDThe culprit: ESPNThe crime: In August, the network made an awkward exit, ending a collaboration with PBS' "Frontline" in the production a multi-platform documentary called "League of Denial," which probed some scandalous research on the long-term effects of NFL concussions. ESPN said it didn't have the editorial control it was promised.The aftermath: The assumption, based on previous experiences with the plug pulled on a scripted series years ago called "Playmakers," was the network got cold feet because it worried about its financial relationship with the NFL.As perception felt more and more like realty, it wasn't until earlier this month when ESPN senior vice president and director of news Vince Doria told ShermanReport.com editor Ed Sherman that the network didn't get too queezy about the process."People either didn't do their homework as well as they could have, or maybe didn't want to do their homework as well as they could have," Doria said. "It is an easy enough story if you wanted to connect some dots to it and say, 'Look, they kowtowed to the NFL.' But if you looked slightly further, and look at what the on??'air product was and what we delivered and the volume of what we delivered, the platforms over which we delivered it and so forth, show me somebody else that comes anywhere near giving that kind of exposure to the concussion issue as it relates to the NFL. I don't think there is anybody."2. MORE HEAD BANGINGThe culprit: NFL Network analyst Deion SandersThe crime: During a Super Bowl pregame show February, the Pro Football Hall of Famer called out players trying to sue the league for issues related to concussions. As more than 2,400 retired players had already been named in litigation, Sanders exclaimed: "The game is a safe game, the equipment is better. I don't buy all these guys coming back with these concussions. I'm not buying all that. Half these guys are trying to make money off the deal. That's real talk. That's really how it is. I wish they'd be honest and tell the truth because it's keeping kids away from our game."The aftermath: In September, it was discovered that Sanders filed a head injury claim in 2010 under the California workers' compensation system against his former team, the Dallas Cowboys, whom he played for from 1995 to 1999. The claim said four independent doctors found Sanders to be 86 percent impaired. Maybe that explains his selective memory?3. ANYONE GOT A FLASHLIGHT?The culprit: CBSThe crime: During an extended power outage at Super Bowl XLVII in New Orleans, the network broadcast team went into a scramble mode that didn't play very well on the TV screen. As communication connections were cut off, there was little to no information given about what was going on, nor was an NFL official brought on to explain things.Sideline reporter Steve Tasker was eventually thrown on the air to explain what he knew. Which wasn't that much. The horrifying result was watching Shannon Sharpe, from the network pregame show, vamp to no end.The aftermath: Will Leitch wrote at SportsOnEarth.com: "As embarrassing as it was for the NFL and the city of New Orleans that the power went out for 34 minutes during Super Bowl XLVII, it's not even close to how humiliated CBS should feel. ... That was the worst display of broadcasting I've seen in my entire life. CBS probably would have been better off if it had just kept the screen blank for the whole half hour. We are all stupider for having witnessed it. ... never has the vapidity of NFL commentators been more painfully in evidence."Wrote Brian Lowry in Daily Variety: "If the delay showed anything, it's how ill-equipped sportscasters often are when it comes to dealing with anything that isn't about the game."4. FROM MUSBURGER TO BUFFALO BLUE CHEESE BURGERThe culprit: Brent MusburgerThe crime: From the tail end of Alabama's 42-12 win over Notre Dame in the BCS national championship football game came ESPN's 73-year-old play-by-play man's comments when the cameras spotted Katherine Webb, the girlfriend of Tide quarterback AJ McCarron, sitting in the stands."Now, when you are a quarterback at Alabama, you see that lovely lady there, she goes to Auburn -- I want to admit that -- but she's also Miss Alabama and that's AJ McCarron's girlfriend, OK? Wow. I'm telling you --quarterbacks, you get all the good-looking women. What a beautiful woman. ... So if you're a youngster in Alabama, start getting a football out and throwing around the backyard with Pop!"The aftermath: From "CBS This Morning" co-anchor Gayle King: "I think it's so unbecoming when a grown man slobbers and drools. You wanted to say to Brent, 'Down boy, down'."ESPN actually issued an apology on his behalf.As Webb's Twitter followers went from about 2,300 to more than 109,000 by the next morning, the attention gained was cashed in.Before the next college football season in September, she starred in a fast-foot chain's hamburger ad, dripping Buffalo sauce on herself while a Musburger sound-alike narrated it.5. NOT SO BLACK AND WHITEThe culprit: Doug GottliebThe crime: The CBS basketball analyst, merged into the NCAA tournament studio show with TNT talent, found himself sitting next to Charles Barkley, Kenny Smith, Greg Gumbel and Greg Anthony. All of whom, by the way, are black.As Gottlieb was迷你倉introduced on the first day of coverage, he joked: "I don't know why you guys ask me, I'm just here to bring diversity to this set, give kind of the white man's perspective."The aftermath: As Twitter backlash heightened, Gottlieb not only apologized, but he needed Barkley came to hose down the flames: "I want to say something about Doug Gottlieb. He made a joke earlier tonight and people are going crazy, all those idiots on Twitter, which I would never, ever do. Listen -- me, Kenny, Greg Anthony and Greg Gumbel did not take that personally, so all you people at home who got no life who are talking bad about Doug Gottlieb, get a life. It's over with and it's no big deal."6. FROM THE BLIND SIDEThe culprit: Hugh DouglasThe crime: In August, ESPN's NFL studio analyst since 2011 was fired after a confusing confrontation with Michael Smith, ESPN's "Numbers Never Lie" co-host, at the National Association of Black Journalists Convention and Career Fair in Orlando.The aftermath: The 10-year NFL defensive end Douglas tweeted: "I am very disappointed to be leaving ESPN and will have more to say about this situation and my future at the appropriate time."No other explanation has come out since then.Six weeks later, Douglas was arrested on charges of third-degree assault and second-degree strangulation involving his girlfriend at a Hartford, Conn., hotel. He pleaded not guilty in October. He told police that her neck injuries were from rough sex. The case is waiting to be heard.7. THE AWARD FOR MISDISTRIBUTION OF WEALTH GOES TO ...The culprit: The 21st ESPY AwardsThe crime: It took place, again, at the Nokia Theatre in L.A. Live.The aftermath: In a year where ESPN had to lay employees off to meet bottom lines, Deadspin.com's John Koblin reported the event has become "a sore spot for a bunch of folks in Bristol for two reasons: 1) Symbolically, it's weird for ESPN to be so comfortably palling around with the athletes it covers (not to mention willfully ignoring some strange exploits that its reporters may or may not see in the hotel); and 2) Why not spend that money elsewhere?"As the cost of the show was going north of $7 million, Koblin cited that ESPN executive John Walsh and longtime show producer Maura Mandt re-selling it to the company based on this reasoning: Do you want Fox Sports or CBS or NBC to start a sports awards show if we canceled it? Because they will."It's dubious logic," wrote Koblin, "and surely sounds worse than that to the hundreds of ESPN employees were let go earlier this year and are now looking for jobs with those competitors."One of them, longtime research guru Howie Schwab, explained his fate on a Facebook post when ESPN let him go suddenly after 26 years: "I am extremely disappointed to say farewell. ... I always did everything asked of me and more. What did I get in return today ... word that I should get lost. The only thing that mattered was my salary, which in my view was the lone reason I lost my job."8. JACK TRIPPERThe culprit: WGNU-AM radio co-host Jack ClarkThe crime: The former St. Louis Cardinals slugger and one-time Dodgers batting coach was fired from the station one week into his new job in August on a show called "The King and the Ripper Show." (Clark was known as "Jack the Ripper" when he played). Clark intimated several times while on the air that former Cardinals All-Star and current Angels first baseman Albert Pujols took performance enhancing drugs, based on what a former team trainer "basically told me."The aftermath: In October, Pujols filed a defamation lawsuit seeking damages that would be donated to charity, and asked for an apology.Clark challenged Pujols to a lie-detector test. The case is pending.9. A SICK JOKEThe culprits: Atlanta radio hosts Nick Cellini, Steven Shapiro and Chris Dimino.The crime: The team called "Mayhem In The AM" on 790 The Zone did a bit on their show in June. Shapiro and Dimino took a "call" from Cellini, pretending to be Steve Gleason, the former New Orleans Saints safety suffering from amyotrophic lateral sclerosis, or Lou Gehrig's Disease. Gleason is unable to speak, move or eat because of the condition. Cellini used an automated voice, sounding like another ALS victim, physicist Stephen Hawking, and told a series of jokes. He eventually asked the two others to do him a favor by smothering him.The aftermath: The three hosts were fired. But earlier this month, Shapiro and Dimino were hired by another Atlanta station, 680 The Fan."I wonder if it sends the message that even the most deplorable and misguided attempts at humor and jockularity can be easily forgotten if you just have name recognition," wrote Matt Yoder on AwfulAnnouncing.com.10. DARN THE DAGGERThe culprit: Steve BuckhantzThe crime: The Washington Wizards' play-by-play man screamed "Dagger!" after it looked to him that Wizards forward Trevor Ariza hit a game-winning 3-pointer from the corner against visiting Detroit in February. Except Ariza's shot was an air ball. The Wizards lost, 96-95.The aftermath: How did Buckhantz blow the call in his own arena? It all depends on your perspective. He explained to the Washington Post that he and analyst Phil Chenier were moved to a spot 20 rows up across from the Wizards bench during the 2012-13 season. They had been courtside the previous 15 seasons. "Where you're at a disadvantage are certain angles, and also the disassociation with the game," Buckhantz said. "What I'm learning is, which I didn't offer very much last night, is that you have to try to be a little bit more patient, because there are times when you see something that you thought you saw but you didn't see it. ... I'm not making an excuse. I'm just saying from where we were, it looked like it went in. You know, you live by the dagger and you die by it."11. AT PRESS TIME ...The culprits: Mistakes will always find their way into newspapers. God love 'em. And enough people still read them to call 'em on it.Like the Columbus Dispatch in September. In a story about Denver's win over Baltimore, the headline read: "Elway Throws Seven Touchdown Passes." Actually, it was Peyton Manning who threw the TDs. John Elway, of course, has been retired since 1998.The aftermath: If not for the corrections and retractions that occasionally run, we may never really know what we were missing. The New York Times had to include this at the end of a story on March 26:"An article in some editions on Saturday about second-seeded Georgetown's loss in the first round of the N.C.A.A. men's basketball tournament contained a number of errors in some copies."The team that defeated Georgetown, 78-68, is Florida Gulf Coast University -- not Gulf Coast College, as noted in several instances."Georgetown's record is 25-7, not 25-6. Florida Gulf Coast's record in the Atlantic Sun Conference was 13-5, not 17-1."Florida Gulf Coast became the seventh No. 15 seed, not the sixth, to beat a No. 2 seed."Georgetown has made it to the N.C.A.A. tournament five times in the past six seasons -- not the past seven seasons -- and all five of those times it failed to advance past the Round of 16. (Seven seasons ago the team not only made it past the Round of 16, but also went on to the Final Four.)"And the Florida Gulf Coast forward who said, "We just all have a good time together," is Eddie Murray, not Murphy."Otherwise, the story stands.12. VOTE FOR SALEThe culprit: Deadspin.comThe crime: In November, the website posted an item headlined:: "Are you a Hall of Fame voter? We'd like to buy your vote." The premise was that the year before, 15 candidates were up for Baseball Hall of Fame election, and no one was voted in, because of PED assumptions in many cases that likely enhanced their statistics."What was meant as a way to honor great ballplayers is now an annual exercise in vigorously insulting them, and thereby asserting the power of the baseball writer," wrote Deadspin's Tim Marchman.By the end of the month, Deadspin announced it had found a voter who "sold us" his/her vote, willing to fill in whatever names the website's readers wanted.Michael Bradley, who teaches sports journalism at Saint Joseph's, Villanova and Neumann Universities, wrote for Indiana University's SportsJournalism.org: "Secrets are tough to keep these days, and the identity of the offending party will eventually become known. When it does, the person should be banned from press boxes around the country. He should find it impossible to get a credential to cover a grade school track meet, much less a World Series game. His decision ... is an affront to the process and to the field of journalism. ... He may consider his actions a protest about how things are done, but they seem more like a middle-school cafeteria practical joke, the journalistic equivalent of loosening the lids on all the salt shakers."Deadspin has some culpability in this, for helping to denigrate the process in exchange for some publicity. It is a prime example of today's collision between journalism and commerce --and how the business side of thing is winning. No matter how some regard the site, it will gain plenty of interest (notoriety?) and attract new eyes to its content. Like a 4-year old who cares not how he gets noticed, Deadspin will embrace positive and negative attention and love it all."It's the circle of media life playing out. 小微金融發力高效輸血實體經濟 2013 直擊金融亮點:

Cards with higher credit limits and those that won't soon expire fetch the higher prices.Cyber crooks will even give you your money back if you buy a stolen card and it is canceled before you have a chance to ring up fraudulent charges.They also can provide zip codes so you are able to buy a stolen credit or debit card that was issued where you live. That will help you avoid triggering security systems that flag unusual activity, such as use of an out-of-state card, when you make your purchases at your neighborhood store.There is also a new worry. Reuters reported on Christmas Day that the hackers were able to steal encrypted personal identification numbers along with debit card information. If hackers can crack the encryption code, they can withdraw money from consumers' debit card accounts.In response, a spokeswoman for Target said the company has "no reason to believe" that PINs were compromised, though it is "very early in an ongoing forensic and criminal investigation."But the nation's largest bank, Chase, did something that security experts are calling unprecedented. On Dec. 21, Chase contacted about 2 million of its customers who were affected by the Target thefts to tell them that, until their cards were replaced, they were limited to daily cash withdrawals of no more than $100, and daily purchases of no more than $300.That means banks are worried that cyber crooks have the PINs, security expert Avivah Litan told Reuters, saying Chase's move was "really extreme" and that banks had "found something in the data that showed there was something happening with cash withdrawals."It could be weeks or months before anyone knows. The U.S. Secret Service and Justice Department are investigating.Beyond the concern about debit card accounts, consumers usually are not liable for fraudulent purchases charged to their credit cards. But about a dozen consumers are pursuing class-action lawsuits anyway, claiming Target was negligent in guarding their information.Among the claims are that even though the cyber attack occurred from Nov. 27 to Dec. 15, banks that issue credit and debit cards weren't notified until Dec. 18, and Target didn't let consumers know until the day after that.Target has admitted that the stolen data included names, credit card and debit card numbers, expiration dates and the security codes embedded in the magnetic strips on the backs of cards. Target officials have said there is "no indication" that the stolen data included birth dates, Social Security numbers or the three- or four-digit security numbers printed on the backs of cards.Online purchases were not 儲存倉ffected; only customers at Target's 1,800 U.S. stores, the retailer has said.A consumer victimized in a security breach may not have to pay for a fraudulently purchased 60-inch flatscreen TV, but could pay in another way. Having your credit or debit card stolen increases the risk that your identity will be stolen, too. A thief with your card information possesses a profile of who you are, and can build on it using research from social networking sites and elsewhere. The thief then has a better chance of taking over your identity, according to Bankrate.com.The security breach at Target was the second-worst in U.S. retail history. The worst one came to light in 2007, when it was found that, over 18 months, 90 million credit cards had been stolen at TJX Cos., which owns T.J. Maxx, Marshalls and HomeGoods.Among the more disturbing aspects of the Target attack is what happened behind the scenes, as reported by Brian Krebs, a former Washington Post reporter who investigates cyber crime on his website, Krebsonsecurity.com. Krebs broke the story of the Target hacking.He has reported that fraud analysts at a major bank visited a "card shop" -- one of hundreds of online stores where thieves buy credit and debit information from hackers who steal it from the magnetic strips on the backs of the cards. Thieves then use the information to create counterfeit cards.In the cyber-crime "card shop," the fraud analysts bought back hundreds of the bank's own card accounts from the hackers. All of the cards they bought had been used at Target stores between Nov. 27 and Dec. 15, Krebs reported.Krebs reported that one of the hackers involved in the Target attack is a contributor to a Russian- and English-language online crime forum and may live in the city of Odessa in Ukraine.If so, it's no surprise the hacker attacked stores in the United States, the world's credit card fraud capital. A big reason is that retailers, credit card companies and banks don't want to spend the money to switch from magnetic strips to computer chips, which is what most other countries use.The chip technology makes it difficult for thieves to steal and replicate data, but the cards cost four times more than magnetic-strip cards to produce. Retailers would have to replace about 10 million payment terminals with ones that are more costly to buy and maintain. 金行女職員存十假鈔助查
千元偽鈔近日再次襲港,self storage除了連日來出現的中銀香港(2388)假「金牛」外,�豐銀行千元假鈔亦流入市面。永隆銀行發言人表示,一名客戶昨早再在北角英皇道一間分行櫃�存入30萬元,職員於點算鈔票時懷疑其中3張中銀香港及7張�豐2003年版的千元鈔票屬偽鈔,警方接報到場後以涉嫌行使偽鈔拘捕該名女子,而警方檢驗有關鈔票後證實為偽鈔。永隆存款時被捕有消息指出,該名涉案女子為上述銀行分行附近一間金行的女職員。是次警方拘捕行動,為自12 月24 日以來首次。期內本港共檢獲29張千元偽鈔。案迷利倉已交由警方商業罪案調查科跟進調查,暫時未知道被捕女子對存入偽鈔是否知情。警方商業罪案調查科(情報及支援組)總督察鄭家偉昨天表示,目前案件尚處於初步調查階段,警方將循各個方向調查,並與其他部門繼續交流,警方現階段不排除任何可能,若有確實進展再作公布。警方指出,市民可從五大防偽特徵辨別真假鈔票。千元偽鈔的圖案模糊,且層次感不分明,水印也不明顯,變色銀碼亦不會如真鈔般由金色轉為綠色 ,而是由啞金啡色轉為灰綠色;另外,開窗式安全線切口較整齊;螢光特徵在紫外光燈下呈淡黃色,而非鮮黃色。迷你倉

中國證券監督管理委員會公告〔2013〕54號為了規範股東人數超過200人的未上市股份有限公司申請公開發行並在證券交易所上市、在全國中小企業股份轉讓系統掛牌公開轉讓等行政許可事項,迷你倉現公佈《非上市公�公司監管指引第4號——股東人數超過200人的未上市股份有限公司申請行政許可有關問題的審核指引》,自公佈之日起施行。中國證監會2013年12月26日《證券法》第十條明確規定“向特定對象發行證券累計超過二百人的”屬於公開發行,需依法報經中國證監會核准。對於股東人數已經超過200人的未上市股份有限公司(以下簡稱200人公司),符合本指引規定的,可申請公開發行並在證券交易所上市、在全國中小企業股份轉讓系統(以下簡稱全國股份轉讓系統)掛牌公開轉讓等行政許可。對200人公司合規性的審核納入行政許可過程中一併審核,不再單獨審核。現將200人公司的審核標準、申請文件、股份代持及間接持股處理等事項的監管要求明確如下:一、審核標準200人公司申請行政許可的合規性應當符合本指引規定的下列要求:(一)公司依法設立且合法存續200人公司的設立、增資等行為不違反當時法律明確的禁止性規定,目前處於合法存續狀態。城市商業銀行、農村商業銀行等銀行業股份公司應當符合《關於規範金融企業內部職工持股的通知》(財金〔2010〕97 號)。200人公司的設立、歷次增資依法需要批准的,應當經過有權部門的批准。存在不規範情形的,應當經過規範整改,並經當地省級人民政府確認。200人公司在股份形成及轉讓過程中不存在虛假陳述、出資不實、股權管理混亂等情形,不存在重大訴訟、糾紛以及重大風險隱患。(二)股權清晰200人公司的股權清晰,是指股權形成真實、有效,權屬清晰及股權結構清晰。具體要求包括:1.股權權屬明確。200人公司應當設置股東名冊並進行有序管理,股東、公司及相關方對股份歸屬、股份數量及持股比例無異議。股權結構中存在工會或職工持股會代持、委托持股、信托持股、以及通過“持股平台”間接持股等情形的,應當按照本指引的相關規定進行規範。本指引所稱“持股平台”是指單純以持股為目的的合伙企業、公司等持股主體。2.股東與公司之間、股東之間、股東與第三方之間不存在重大股份權屬爭議、糾紛或潛在糾紛。3.股東出資行為真實,不存在重大法律瑕疵,或者相關行為已經得到有效規範,不存在風險隱患。申請行政許可的200人公司應當對股份進行確權,通過公證、律師見證等方式明確股份的權屬。申請公開發行並在證券交易所上市的,經過確權的股份數量應當達到股份總數的90%以上(含90%);申請在全國股份轉讓系統掛牌公開轉讓的,經過確權的股份數量應當達到股份總數的80%以上(含80%)。未確權的部分應當設立股份托管賬戶,專戶管理,並明確披露有關責任的承擔主體。(三)經營規範200人公司持續規範經營,不存在資不抵債或者明顯缺乏清償能力等破產風險的情形。(四)公司治理與信息披露制度健全200人公司按照中國證監會的相關規定,已經建立健全了公司治理機制和履行信息披露義務的各項制度。二、mini storage請文件(一) 200人公司申請行政許可,應當提交下列文件:1.企業法人營業執照2.公司關於股權形成過程的專項說明;3.設立、歷次增資的批准文件;4.證券公司出具的專項核查報告;5.律師事務所出具的專項法律意見書,或者在提交行政許可的法律意見書中出具專項法律意見。以上各項文件如已在申請公開發行並在證券交易所上市或者在全國股份轉讓系統掛牌公開轉讓的申請文件中提交,可不重複提交。(二)存在下列情形之一的,應當報送省級人民政府出具的確認函:1.1994年7月1日《公司法》實施前,經過體改部門批准設立,但存在內部職工股超範圍或超比例發行、法人股向社會個人發行等不規範情形的定向募集公司。2.1994年7月1日《公司法》實施前,依法批准向社會公開發行股票的公司。3.按照《國務院辦公廳轉發證監會關於清理整頓場外非法股票交易方案的通知》(國辦發〔1998〕10號),清理整頓證券交易場所後“下櫃”形成的股東超過200人的公司。4.中國證監會認為需要省級人民政府出具確認函的其他情形。省級人民政府出具的確認函應當說明公司股份形成、規範的過程以及存在的問題,並明確承擔相應責任。(三)股份已經委托股份托管機構進行集中托管的,應當由股份托管機構出具股份托管情況的證明。股份未進行集中托管的,應當按照前款規定提供省級人民政府的確認函。(四)屬於200人公司的城市商業銀行、農村商業銀行等銀行業股份公司應當提供中國銀行業監督管理機構出具的監管意見。三、關於股份代持及間接持股的處理(一)一般規定股份公司股權結構中存在工會代持、職工持股會代持、委托持股或信托持股等股份代持關係,或者存在通過“持股平台”間接持股的安排以致實際股東超過200人的,在依據本指引申請行政許可時,應當已經將代持股份還原至實際股東、將間接持股轉為直接持股,並依法履行了相應的法律程序。(二)特別規定以私募股權基金、資產管理計劃以及其他金融計劃進行持股的,如果該金融計劃是依據相關法律法規設立並規範運作,且已經接受證券監督管理機構監管的,可不進行股份還原或轉為直接持股。四、相關各方的責任(一)公司及其相關人員的責任在申請文件製作及申報過程中,公司及其控股股東、實際控制人、董事、監事及高級管理人員應當在申請文件中簽名保證內容真實、準確、完整。公司控股股東、實際控制人、董事、監事及高級管理人員應當積極配合相關證券公司、律師事務所、會計師事務所開展盡職調查。(二)中介機構的職責證券公司、律師事務所應當勤勉盡責,對公司股份形成、經營情況、公司治理及信息披露等方面進行充分核查驗證,確保所出具的文件無虛假記載、誤導性陳述或者重大遺漏。五、附則(一)申請行政許可的200人公司的控股股東、實際控制人或者重要控股子公司也屬於200人公司的,應當依照本指引的要求進行規範。(二)2006年1月1日《證券法》修訂實施後,未上市股份有限公司股東人數超過200人的,應當符合《證券法》和《非上市公�公司監督管理辦法》的有關規定。國家另有規定的,從其規定。(三)本指引自公佈之日起施行。儲存
