台灣占地面積最大國際機場─台中清泉崗國際機場，未來對外門戶，將有新風貌！交通部民航局計畫共斥資10.迷你倉旺角16億元，分別進行「機場聯絡滑行道2」，及既有國內航廈整建等兩大工程；另台中市政府最近也著手進行機場門戶整體開發可行性評估，期中報告預定上半年出爐。清泉崗國際機場繼去年4月10日落成啟用新的國際航廈之後，今年起將興建機場北側的「聯絡滑行道2」，全長1,082公尺，建設經費約3.08億元，預計105年底完成。目前清泉崗機場規畫年旅運量，包括既有航站（國內線）120萬人次，及新增的國際航廈170萬人次。民航局初步規畫既有航廈（國內航廈）整建後，將與國際航廈結合一體，使機場整體航廈年旅客服務總容量，可由目前的290萬人次，再提高至305萬人次（含國際線205萬人次；國內線100萬人次），規畫整建經費7.08億元，建設期程約5年，一旦行政院核定後，即可推動。至於台中清泉崗國際機場門戶整體開發可行性評估，是由台中mini storage政府都市發展局主導，並委外辦理期中、期末可行性評估報告。市府都發局長沐桂新表示，機場門戶整體開發土地面積範圍約70公頃。其中，私有土地約200多戶，他曾親自與當地里長及相關單位開會，了解地主的意願。以聯絡道路為例，未來機場的聯外道路寬度，將由目前的30公尺，再拓寬至60公尺，以疏解機場的車流。沐桂新說，全案可採取區段徵收或市地重劃方式進行，但因機場門戶的整體開發，有利於當地繁榮與發展，當地支持此案的地主，則傾向以市地重劃方式進行。除硬體外，清泉崗國際機場航班也將逐月增加。遠東航空預定2月22日開闢台中─金門航線，粗估每周共計來回5∼6個班次，遠東已向台中航空站租用櫃台，未來運務，由遠東自理；地勤則委由台勤辦理。韓國廉價航空─德威航空，去年12月27日起，首度開闢台中─首爾包機航班；另越南航空今年農曆春節特地開闢台中─胡志明市的加班包機，來回共計4班次。此外，在華信、長榮及復興，已先後開闢台中─澳門航線。迷你倉

Source: Montgomery Advertiser, Ala.迷你倉Jan. 26--More than 20 years after contaminated groundwater was first discovered under Montgomery's downtown area, the city has developed an action plan that involves 13 downtown businesses, the city, Montgomery County and the state of Alabama combining resources to pay for the remediation of the site.City leaders sent letters to 12 downtown businesses last week, asking them to attend a meeting on Wednesday where they will be encouraged to join the Downtown Environmental Alliance. Under the proposed plan, that alliance would split the costs of investigating and cleaning the Capitol City Plume site, which encompasses a 55-block area downtown, and refunding the EPA nearly $3.5 million that the agency has spent so far investigating the site.Mayor Todd Strange said the formation of the alliance is the first step in a plan that would hopefully see the Alabama Department of Environmental Management take over management of the plume site and allow the businesses -- all of which have been identified by the EPA as a potential responsibility party at one point or another -- to avoid potential future litigation."We feel like this is the best course of action for all involved," Mayor Todd Strange said. "This has gone on for quite some time and action needs to be taken. The city was never identified as a potential responsible party in this, but because it affects all of us, we felt an obligation to try offer a solution."That solution, Strange said, was to bring all potentially liable entities to the table in an effort to split the costs. Last week, the city sent letters to Alabama Power Company, Capital Motor Lines, Chevron, USA Inc., Colonial Trailways, Davis Cleaners Inc., Harper-Lee Machine Works, Hormel Foods Corporation, Knox Kershaw Inc./Kershaw Manufacturing Company, Retirement Systems of Alabama, Shell Oil Company, Standard-Taylor Industries Inc., and Swift & Company to invite representatives to attend a meeting Wednesday at the County Commissioners' Court.In that meeting, Strange said the city would provide details on its plan forward and on what the businesses might face should they elect not to participate in the alliance."Basically, (the choice) is participating in this, where there is a known cost, versus going through litigation down the road that could be much more costly," Strange said.A spokesperson for Gov. Robert Bentley's office confirmed that the state is working with the city of Montgomery on this alliance and said representatives from the state will be at Wednesday's meeting. According to Strange, the three state agencies named as potential responsible parties are the attorney general's office, the Department of Education and the Department of Transportation.History of the siteThe contamination at the site was first discovered in 1993 during construction of the RSA Tower on the corner of Monroe and McDonough streets. The EPA got involved in the late 1990s and started its own investigation and proposed the Capitol City Plume for inclusion on the National Priorities List in 2000.It has remained a proposed site since that time, as the EPA and United States Geological Survey conducted a number of tests in an effort to determine the source of the contaminants. At one point, Strange said he viewed a potential responsible parties list with as many as "25 different businesses on it," including the 13 businesses and three state entities invited to Wednesday's meeting.In 2011, the USGS announced that tree core testing around the area led them to believe that the Advertiser and the Alabama Department of Education were the two primarily responsible parties. The EPA has since broadened that to include the AG's office and the Department of Transportation, and also states on its website that other parties could also be found liable.The city and the EPA do mostly agree on one thing: The site doesn't currently pose a health risk to people working and living in the downtown area. The city abandoned drinking wells in the area, and city engineer Chris Conway said there are no pathways that would allow the contaminated water out of its isolated area."There's simply no place for it to go, no way for the average person to come in contact with it," Conway said.As evidence of the safety, Strange said the Waffle House recently contacted the EPA prior to building in the downtown area and was told there were no safety issues or extra precautions required.However, Scott Miller, who is the EPA's s自存倉te manager for the Capitol City Plume, said he couldn't call the area safe, since it's still being listed as potential NPL site. "We're not in a position to agree with that assessment of the site," Miller said. "It's still an active management area."DisagreementDisagreements between the EPA and potential responsible parties are not uncommon, and the Advertiser has taken special exception to some of the agency's findings. The Advertiser has hired its own experts to conduct testing and review the work of the EPA and USGS.While neither company officials nor attorney Gary Gengel would comment on specifics of the case, numerous documents related to the case have been placed online. Among those documents was a letter Gengel wrote on June 8, 2012, to David Keefer, a branch chief at the EPA, that outlined the Advertiser's problems with the EPA's conclusions.The most notable problems, Gengel pointed out, were that any potential waste released by the Advertiser had no viable way of traveling to the pollution sites and that the Advertiser used just one product -- in aerosol form, so it couldn't have contributed to the plume -- that contained a small amount of the contaminants."... there simply is no sewer, stormwater or groundwater pathway from The Advertiser Company's former properties to the (plume sites)," Gengel wrote. "The Advertiser Company is not the source of any contamination, let alone the contamination found in multiple, distinct locations across downtown Montgomery."Gengel's letter also references a report produced by an EPA project manager that tied the pollutants to multiple dry cleaners and gas stations in the downtown area. Gengel wrote that that is still the most likely scenario, since the contaminants are present in multiple locations and not traceable to a single source.Reached for comment, Gengel said he stands behind any response he has provided, including that letter.Asked why, given the Advertiser's stance presented in the letter, the company would be willing to join an alliance of businesses and pay for the cleanup, Gengel said it was in the best interest of the community."We believe what the mayor is trying to do is the right thing for the community and the downtown area," Gengel said. "The Advertiser has been a part of that community for a number of years and this is something that affects all the businesses, regardless of who is ultimately responsible for (the plume)."Risk/RewardAnother possible reason the Advertiser, along with the state agencies, is willing to enter into an agreement to pay for the cleanup is because litigation with the EPA is a dangerous game.If a party deemed liable by the EPA enters into litigation and loses, the automatic penalty is "treble damages," or three times the stated cost."So right now, $3.5 million becomes $10 million," Strange said. "And that doesn't count the cost of cleanup."Additionally, should the attempt at an alliance fail, the EPA is likely to place the site on the Superfund National Priorities List. That could potentially bring construction and financing hangups for new businesses and would be a black eye for the city."You never want any part of your city to be labeled a superfund site," Strange said. "We want to avoid that at all costs. It could seriously harm our downtown development and the businesses already in place, much less those looking to build."The price tag won't be a small one, no matter what. Already well into seven figures, there is no prediction on what it will take to adequately remediate the site nor how much it might cost.Strange said he's certain that the cost will be lower with ADEM handling it instead of the EPA."Because they're local and they know the area and the people involved, we believe it will be easier to get the job done," Strange said. "They're not the state. They're the regulatory agency for this here, so they'll handle it right."ADEM won't be handling the cleanup alone.According to a letter the EPA sent the city in September, in order for the EPA to approve the site management plan and allow ADEM to be the primary monitor, an agreement must be presented that addresses a number of key issues, including a schedule of performance so the EPA can track progress. 迷你倉　　一向在社交媒體上互相插科打諢的兩位“損友”，這次卻延伸到線下，在卜蜂蓮花超市當眾互相“貶損”。　　潘石屹為了推銷家鄉甘肅天水的蘋果——潘蘋果，拉來損友任志強捧場，任志強也不忘在媒體面前預告自己將為內蒙古阿拉善的小米代言，取名為“任小米”。而此前，聯想佳沃也推出了“褚橙柳桃”組合裝，柳桃第一次浮出水面。　　潘蘋果是繼褚橙、柳桃之後的第三個名人水果品牌，除了在卜蜂蓮花的各大超市銷售外，還登陸本來生活等電商平台。不過，潘石屹表示，自己只是代言，並沒有參與到農業產業中，未來也不打算進軍農業產業。任志強代言的“任小米”大致也是這個模式，據其說連代言都是義務的。打破農業品牌發展瓶頸　　作為從甘肅天水走出來的成功商人，潘石屹還保持著每年都回家鄉兩三次的習慣。天水雖然工業基礎薄弱，但是這裡的氣候、土壤、地理位置等條件與美國蛇果的主產地華盛頓地區非常相似，是公認的蘋果最佳產區。而天水出產的三個品種紅富士、花牛和黃元帥都是蘋果界中的優質產品。　　作為天水蘋果的公益代言人，潘石屹希望憑借自己的力量，為家鄉搭建一座橋樑，讓更多的人嘗到來自家鄉的味道，同時希望以此帶動農民的生產和市場的發展。因此，潘蘋果這個名人水果品牌主打的是“家鄉的味道”這張情感牌，與褚橙主打企業家褚時健75歲二次創業、荒山種橙子的勵志故事異曲同工。　　在營銷專家志起未來營銷咨詢公司董事長李志起看來，2013年可以算是中國農業品牌化的元年，以褚橙登陸全國市場作為一個標誌性的事件。事實上，此前的十年，褚時健在雲南已經默默種植冰糖橙十年，但直到最近才隨著在社交媒體上的傳播，被一些大V名人推崇，目前，褚橙已經在生鮮類電商平台本來生活上被賣斷貨。　　近兩年，聯想控股也開始涉足農業項目，成立了佳沃集團。“根據集團的發展戰略，佳沃首先進入水果行業進行全球化、全產業鏈布局，構建以藍莓、獼猴桃為拳頭品類的高端水果業務。我們在水果及茶葉、葡萄酒領域探索並形成成功模式後，將循序漸進地進入其他現代農業相關領域。”聯想控股高級副總裁、佳沃集團總裁陳紹鵬表示。　　在李志起看來，褚橙的品牌化運作是一個全產業的思維，從上游的種植到銷售、品牌運作，產業鏈更全；而柳桃作為聯想集團的農業品牌，其實是資本運作的思維，通過購買現成的農業項目，注入資金和現代管理方式，做大做強；而潘石屹做的潘蘋果則只是一個商業化的代言和推廣，本身並不涉足農業產業，相對層次淺一些。　　盡管市場上一下子出現了褚橙、柳桃、潘蘋果這些價格昂貴的品牌水果，但是農業的品牌化顯然還處於初級階段，市場競爭並不激烈，市場機會還很多，如何嫁接資源，用現代的營銷和品牌化手段去打造一個農業品牌，還有很長的路要走。　　最近幾年，李志起更多的涉足到農業產業中，對中國的農業品牌化也有更多的認識。在他看來，制約中國農業企業的品牌化最大的瓶頸還是資金，農業項目投入周期長，產能普遍不大，利潤低，農業企業的負債率普遍比較高，因此很難拿出大把的資金用來打造品牌；受到種植面積和mini storage家土地政策的限制，農業項目的規模普遍也不是很大，一般呈現區域性、品種單一性的特點，這樣就很難去做農業品牌。　　“隨著消費結構的升級，消費者的需求從吃飽轉變成吃好。作為改善型食品的果蔬消費快速上升，在食品消費結構中所占比重越來越高是這個階段的一個必然趨勢。在現階段，國內現代果業的發展有些滯後，我國居民人均水果消費量與歐美等發達國家相比差距較大，市場還存在很大的發展空間。”陳紹鵬說。　　以聯想為代表的IT企業進軍農業產業，說明農業產業未來的前景其實很好，發展空間很大，而且這些瓶頸也正在消除。首先，資金的瓶頸已經不存在了，國家對農業產業的政策支持，各種補貼比較多，尤其是好的項目，國家會給予各種對口資金補貼，而且好的農業項目也會受到風投和PE的投資；另外，三中全會之後，土地流轉也在嘗試，種植規模可以進一步的集中化了；更為重要的是，市場的需求變得越來越剛性，消費者對於食品安全的剛性需求，迫切需要農業產品的品牌化，如何讓消費者吃得放心，吃得營養，品牌化是一個不可扭轉的趨勢。農業品牌：功夫還得在詩外　　以往幾元一斤的寧夏枸杞，在推出小包裝後，單價可以賣到幾十元一斤，現在頂級的枸杞可以賣到2000元一斤。事實上，水果市場，按照消費結構看，也呈現出立體化的格局，有基本需求型的，也有追求品牌和概念型的消費需求。以頂級的枸杞為例，其產地的稀缺性、無公害、品種好等概念迎合了市場上的部分高端需求。　　在李志起看來，農業品牌的打造，表面上營銷很重要，但其實是“功夫在詩外”，這是因為打造農業品牌與普通消費品存在很大的差異。對於一款普通的消費品，成本、價格、生產規模都是可以調整的，營銷手段也相對比較多，而農業產品則完全不是。“農產品很難改變，從種植下去其實就很難改變了，除非到下一年，或者下一個季節，因此，一開始就可能決定了一個農業產品未來的市場表現，很難做出調整，可控性比較少。”　　李志起認為，農業的品牌化不僅僅是用傳統的營銷方式去給農業企業建立品牌，新瓶裝舊酒，也不是為農業品牌打造一個高知名度那麼簡單，其實更多的是借助現代營銷思維和戰略化的手段，為農業企業指明發展方向，搭建一個新的模式，和其他行業不同的是，更多的需要進行前端的規劃和產品設計。　　除了做大規模，農產品的創新也尤為重要，後期加工、粗加工、深加工、精加工都是農業企業不能迴避的，農產品的創新對於提升產品檔次、增加毛利都是非常重要的。此外，農業經營模式的創新勢在必行，如今，1+2+3的產業組合模式成為很多創新的方向，也就是說，將第一產業、第二產業和第三產業組合在一起，經營模式就會實現跨界和突破。例如，現代化農業和旅遊以及文化產業的嫁接，就會帶來很多新的發展機遇。　　“我們進入農業領域短短兩年多，已將IT行業很多先進的管理理念引入其中，並從國外引進先進農業技術，這也正是佳沃做現代農業的優勢之一。中國的現代農業大有可為，可以通過先進科技和管理改造升級傳統農業，為消費者奉獻安全、高品質的食品。”陳紹鵬說。self storage

Source: The Record, Stockton, Calif.儲存Jan. 24--SAN ANDREAS -- California's new drought is already making life interesting for archaeologists, treasure hunters and the various agencies that try to prevent vandalism of historic sites that are normally below the waters of major lakes.At Folsom Lake near Sacramento, the U.S. Bureau of Reclamation recently advised metal-detector enthusiasts that it is illegal to take artifacts they find at the recently exposed site of the town of Mormon Island.Judith Marvin, a Murphys-based historian who works on surveys of archaeological sites, is busy this winter at a major foothills reservoir whose name she can't disclose documenting the location of recently exposed rock-crushing mills and other Gold Rush-era structures.And Leah Hesseltine, 101, whose family ranch was inundated in 1962 by the waters of Camanche Reservoir, said that if the drought goes on long enough, she's going to get to visit the old ranch again."Once before, we were able to go down there in a jeep and with horses, and we saw the foundation of our ranch," Hesseltine said. She didn't recall the year, but it might have been 1987, when low water exposed the town for the first time since 1963, according to media accounts.Other towns beneath area lakes include Jacksonville, below the surface of Don Pedro Reservoir, and Petersburg, under the waters of New Hogan Reservoir.If the drought goes on long enough to take New Hogan down, however, there probably won't be much to see."There would be nothing there," Burson-based historian Sal Manna said of Petersburg. The problem: The buildings were mostly wooden.Robert Kidd, a spokesman for the U.S. Army Corps of Engineers, which manages Hogan, said at most, the old road to Petersburg might be visible, but only if the lake drops quite a bit more.At Camanche and Melones, in contrast, low water could expose the remains of foundations and possibly more. That time, the mountain towns won, and the minimum pool remained.The Gold Rush heritage of the inundated towns combined with the widespread use today of metal detectors can be a set-up for conflicts once they are again accessible by foot.U.S. Bureau of Reclamation spokesman Louis Moore said staff with his agency have already had a number of contacts with people using metal detectors at Mormon Island, a former town in the bed of Folsom Lake that is now exposed.Removing objects from archaeological sites is illegal, whether they are on public or private land.Even Marvin, who is hired by agencies and private property owners to examine and document historical sites, doesn't carry anything away, she said."If you find something interesting, look at it and put it back. Don't remove it," Marvin said."These are important cultural resources that should be preserved in perpetuity for future generations.
