謹慎對待上市房企再融資
袁 元自8月1日新湖中寶明確表示計劃通過定增融資後,迷你倉價錢8月5日,北京城建發佈繼續停牌公告;8月6日,金科股份發佈停牌公告稱,公司正謀劃重大事項;8月7日,招商地產發佈停牌公告,公司正在籌劃發行股份購買資產事項。信達地產、冠城大通、宋都股份均相繼發佈了再融資案;而金豐投資、迪馬股份、中弘股份等房企均因重大事項停牌。有關房地產企業融資重�的預期不斷升溫。8月9日,證監會新聞發言人在例行新聞通氣會上表示,證監會對房地產上市公司再融資的審核仍將依據國土資源部等部門的意見來認定。表面上來看,證監會新聞發言人的此番表示與其以前的表達口徑相同。不過,不少業內人士認為,房企再融資或有條件放行。3年前,證監會叫停上市房企再融資之後,上市房企把再融資的希望寄托到了信托融資。中國信托業協會8月5日發佈的二季度信托公司主要業務數據及分析指出,今年二季度房地產信托規模為8118.63億元,比去年年迷你倉庫增長了17.99%。中原地產研究中心統計數據也顯示:今年上半年以來,十大標杆房企國內外融資額超過459.6億元,已經超過了2012年全年的413億元融資額。從這些數據來看,上市房企在丟掉再融資這根拐棍後,很快通過信托融資以及海外融資解決了資金缺口,並沒有“差錢”的味道。這從今年以來各大上市房企在國內各地爭搶“地王”的現象便可看出。房地產調控政策向何處去,不僅關係到公�切身利益,也直接關係到宏觀調控的成敗,關係到經濟結構調整的成敗。當下,應堅定不移地貫徹執行中央關於房地產市場的調控政策,堅決抑制投機投資性需求,切實防止房價反彈,增加普通商品房特別是中小套型住房供應,抓好保障性安居工程建設,滿足居民合理的自住性住房需求。對於那些一擲“億”金,爭搶“地王”的上市房地產公司而言,如果再能通過股市融資,勢必給不斷上升的房價推波助瀾,因此繼續凍結這部分融資需求應是房地產調控的應有之義。儲存

海歸港女辭銀行 廈門圓美麗之夢 34吋腰肥妹謝芬 變瘦變靚變出事業
7年前,迷你倉出租一個「將自己變瘦變美的經驗分享給其他人」的想法,徹底改變了謝芬(Fanny)原本安逸的人生。那一年,有英國海歸身份以及銀行界高薪工作的她,決定放棄這些令人艷羨的背景,從香港醫美連鎖電話銷售乃至技師學徒做起,最終北上廈門圓了自己的「美麗之夢」。 ■香港文匯報記者 葉臻瑜、陳艷芳 廈門報道 當記者見到高佻白皙的Fanny時,很難想像她說從小就是不被親友誇讚的對象,與漂亮又受寵的姐姐完全不同。「我在英國最肥的時候,腰有34吋啊!」愛美是少女的天性,回港後Fanny狠下心來瘦身。 「做不喜歡的事總覺得煩悶,自己喜歡的哪怕是再累也甘之如飴。」2006年的一個契機,Fanny認識了啟蒙導師甘先生,並開始利用銀行下班後空餘的時間,惡補美容知識及營養學。研習了一年半後,她終於鼓起勇氣辭去銀行工作,決心為自己的「美麗事業」打拚。 2009年3月,Fanny供職的美容公司亟需擴展內地市場,經人推薦,她第一次前往廈門考察,對當地印象頗佳:「論醫美行業的資訊,廈門比香港落後5年,但這裡有著不比香港遜色的消費群體,只是缺乏有效的開發。」慧眼識金的她,毅然決定在廈門扎根。 創業一腳踢 靠快餐醫肚 此後,從選址到談租約、簽合同,再到舖面設計、裝修、員工培訓,每件事Fanny都全力以赴。自認有些工作狂的她,平均每天工作近16個小時,以至於接下來的半年中,甚至抽不出時間回一趟香港:「那時我在當地認識的朋友又少,三餐只能靠關東煮、KFC果腹。」想起創業初期的艱辛,Fanny眼角不免有些濕潤,「但我堅信只要用心去做,不計較是否比別人付出更多」。 保服務水平 「獻身」任測試 Fanny坦言,一開始招收的美容師,技術水平參差不齊,有些美容師甚至是一張白紙,連儀器操作都有困難。為了保證服務水平,Fanny花了很長時間,甚至「以身試法」,讓9個美容師輪流在自己的臉上、身上作業,把自己的滿意度作為考核員工掌握技能的標準。 「你當時不怕漂亮儲存倉臉蛋被員工練壞了?」面對記者略為錯愕的表情,Fanny笑了:「坦白說,當時還會擔心,但是作為專業的培訓師,只有自己親身體驗才能讓顧客體會到『香港標準』。」 但並非十足的付出,就能收到滿意的回報。2010年11月試業時,由於會所所在的五星級酒店三樓人跡罕至,可謂門可羅雀,巨大的經營壓力愁壞了這位「北漂」港女。如何找到穩定的客源,成為了Fanny最頭疼的事。 「我們嘗試從銀行白金卡客戶,以及酒店VIP入手,辦了一場公司開業酒會。」為了這場酒會,Fanny傾注了全部心血,前一晚幾乎是徹夜未眠。令她欣慰的是,原定500人的酒會,當天竟出現爆滿的現象,「我們請到了香港總公司高層以及知名醫師站台,講述醫美文化並現場互動,收效頗好」。到正式開業時,會所的月營業額便一下子突破了60萬元人民幣。 儀器最嶄新 回頭客四成 如今,Fanny的美容會所已經擁有400名客戶,回頭客佔了四成,是廈門許多愛美人士青睞的會所,「有別於內地的美容院,大部分所用的醫美儀器已經是全球美容界的潮流」,許多顧客皆看重香港醫美專業性前來洽詢,並口口相傳,介紹身邊朋友前來體驗「變美」過程。 眼看會所漸漸步入正軌,員工也翻了一番增加至16名。但作為經營和管理者,內地的溝通模式又讓Fanny吃盡了苦頭。 內地人面薄 須穩固軍心 「香港人不僅語速快、愛加班、對員工的錯誤也直言不諱,但我們對事不對人的。」這種幹練作風讓下屬們頗有微言。資深員工私下找到Fanny諫言,指內地人面薄,應把大會上的指責改為私下教導,而加班也最好提前知會,讓大家早有準備,可令全員團結一心。這些意見讓Fanny意識到香港和內地的公司文化差異,管理者不僅要令大家荷包滿滿,更要穩固軍心,「只要對公司幫助,我都願意嘗試去改變」。 如今,Fanny在廈門的時間,已經從半年縮短至全年三分之一時間,店內大部分事務皆放手給店長負責,「但我會盡可能的通過視頻參與公司的早會,有店長在我很放心」。 迷你倉沙田

你的活期存款升級了嗎
□好買基金研究中心 曾令華通脹的存在,文件倉使得資產的收益率分外重要,持有活期存款更是每天都在虧錢。在理財工具發達的今天,是時候升級活期存款了。目前的貨幣基金、短期理財基金完全有能力作為活期存款的替代品,其收益率年化3%-4%,而活期只有0.35%,而流動性相差無幾,優勢不言而喻。回到本質,我們擁有活期存款的目的無非是兩個,一個是流動性,一個是安全性。就流動性而言,不少貨幣基金都可做到T+0;就安全性而言,貨幣型基金風險很小,幾乎可以忽略此種風險。剛好,在剛剛過去的一個月,市場給貨幣市場基金來了一次壓力測試。六月錢荒 貨基頂住壓力測試 在錢荒衝擊下的黑色6月,市場收益率直線飆升,銀行間市場的隔夜拆借一度達到近14%歷史最高水平,貨幣型和短期理財基金受到流動性短缺的襲擾。從事後二季報公佈的數據看,二季度貨幣型的份額相比一季度大幅縮水42.79%。之所以出現大面積的贖回現象主要有兩方面原因。首先,機構投資者在流動性缺失的情況下,短期急需資金,而貨幣型基金T+0至T+2的到賬時間能滿足其需求;其次,貨幣基金本是機構現金管理工具,當市場出現一天7%-10%,甚至更高的年化回購利率時,短期資金的流向自然也會改變。但從事後的結果來看,貨幣型基金都頂住了壓力,沒有一隻基金因為流動性問題而採取特別措施暫停贖回的,也沒有貨幣型基金的收益為負。貨幣基金成功地頂住了錢荒的壓力測試。這一結果其實也是可以預見的,我們只要看看貨幣基金的投資構成就明白了。貨幣型基金有50%左右的資產投資在協議存款,所謂協議存款通俗地講,你可以看成向銀行的團購,只不過標的是存款,基金就是團購的聯絡人。協議存款可以商定利率,商定期限,方式比較靈活。這部分資金保持了很好的流動性。一些大型的貨幣型基金在這上面的份額近70%。其二是短期的債券。這類資產久期短,一般持有至到期,都能收回本息;其三,是做回購。一般也有抵押券,而且相比于借出出去的錢,抵押券是打折的,因此安全性也很高。在這次的錢荒中,貨基大量的撤回了協議存款成功應對了危機。錢荒過後 貨幣基金反轉逆襲在錢荒過後的7月,一度被資金暫棄的貨幣和短期理財基金開始反轉逆襲。進入7月,納入好買統計的67只貨幣型基金(只計算A)的平均7日年化收益率多日維持在4%以上。其中像南方現金增利、工銀存倉信貨幣等長期業績穩健的品種,7日年化收益均在5%以上。短期理財基金的收益率相比貨幣型基金更高。如果按照7月1日至12日的數據做統計,43只短期理財基金的平均年化收益率可以超過5%,多數遠超銀行的短期理財產品。華安月月鑫A的年化收益甚至高達8.82%。為何貨幣和短期理財基金的收益率會在市場資金利率下跌時反而有所提升。一方面,在面對投資人的大額贖回時,多數貨幣基金用資產組合中占比較大的協議存款來應對,而保留了一些質地好,收益更高的債券。另一方面,對於理財基金如14天、30天等,短期由於沒有流動性的擾動,反而可以利用資金利率較高的機遇,適時操作,提高收益。進入8月後,貨幣基金和短期理財基金的收益率也沒有顯著下行,仍維持在原位附近。 8月以來,貨基和短期理財基金的區間7日年化收益平均是4.12%,10%左右的基金7日年化收益率的區間均值在5%以上,像匯添富理財60天在7%左右,寶盈貨幣A為5.45%,光大添利B在5.44%等。活期升級 貨幣、短期基金是首選對於投資者而言,是時候把活期存款進行升級,用貨幣型基金和短期理財來代替。在配置時候,要根據自己的流動性作一個大致的安排。流動性很強的,可以選擇一些T+0的貨幣型基金,但要注意一般會有限額,要保證這些限額夠用。流動性不太強的,可以漸次配在7天、14天、30天等期限的短期理財上面來。如何選擇績優的產品,我們提供以下幾個參考建議。 1. 從規模上選擇較大的產品。這樣在協議存款上會有較強的議價能力。同時,面臨贖回壓力時,對基金的整體操作不至於帶來太大的影響。2. 較強的固定收益團隊,核心人員穩定。3. 中長期業績穩健。除了7日年化收益率這個指標外,較為可取的另一個判斷標準是日萬份收益。7日年化收益率只代表買入前7日的收益表現不錯,並不意味著買之後也能保持這個收益率水平。因此,投資者在選擇貨幣基金的時候,應更注重收益的穩定性,選擇日萬份收益持續穩定在較高狀態的產品更為可靠。展望三季度,好買基金研究中心認為貨幣型和短期理財基金的收益較歷史均值有望上移。今年前5個月資金面超預期寬鬆的局面較難出現。外匯占款的回落,以及貨幣政策面的偏緊均會對市場的流動性造成壓力。尤其是月末、季末的時間點,流動性緊張或將成為常態,這將給貨幣和短期理財基金提供做高收益的機會。自存倉

Source: Winston-Salem Journal, N.迷你倉沙田C.Aug. 13--We love to eat pies, but we don't always love to make them.To many people, pies are lot of work, requiring a fair amount of skill -- or least regular practice.But people might enjoy making them more if they took a cue from France or Italy.Both countries have all manner of fancy desserts, but they also have galettes and crostatas.Galettes can be many kinds of flat cakes or tarts, but they also are a lot like pies. Crostatas are similar, and can even get fancy with a latticed top.They can be made with various types of dough. They can be sweet or savory. They can have fruit, jam, nuts -- even meat and cheese.Crostatas and galettes are all over the map. But at their most basic they are pies pared down to their essence.They are free-form rounds: simple, rustic and far from fussy -- a basic dough baked with a bunch of fresh fruit.It still involves making dough, but if that's too much trouble I recommend buying frozen puff pastry and baking that with a fruit topping.But once the dough is made, this is a dessert that can be thrown together in about 30 minutes.One way to think of these is as dessert pizzas. Or call them free-form pies.But they don't use a cooked filling -- the fresh fruit is put on the pie raw -- which saves time. And galettes and crostatas tend to use much less sugar than regular pies, so they are lighter and less caloric.I think of them as a simple way to make a great dessert that highlights summer fruit.The dough is usually soft. It typically is somewhat low in butter and slightly sweetened with sugar, which makes it easy to roll and less likely to fall apart. It doesn't have to be pre-baked before adding fruit.This kind of dough also keeps its shapes pretty well once it's baked.The dough is often brushed with an egg wash and sprinkled with sugar. Often the dough, the fruit or both get a light glaze from preserves or jam.The fruit for the filling can be almost any type, though it's best to avoid extremely juicy fruit. To avoid juicy messes, often the sweetened fruit will be tossed with a small amount of flour or cornstarch -- the latter will help thicken the juices.Also, to contain any drips most recipes call for folding up the edges. Otherwise, form any kind of edge you want -- crimp it, flute it or leave it plain.The trick is to not add too much fruit that can overwhelm the crust.Then the galette or crostata is baked quickly at a high temperature, which helps preserve the fresh taste of the fruit and make the pastry flaky.This is the kind of summer dessert you can pull off on a weeknight. And a warm wedge of summer fruit and pastry, served with some whipped cream or vanilla ice cream, is heaven, indeed.Galette/Crostata DoughMakes enough for 1 10-inch galette or crostata1 cup all-purpose flour2 tablespoons sugar1/2 teaspoon saltGrated zest of 1 lemon (optional)5 tablespoons butter, chilled (preferably frozen), cut into pieces1 large egg1 to 2 tablespoons milk or water1 teaspoon vanilla extract (optional)1. Place flour, sugar, salt and lemon zest, if using, in a food processor and pulse to combine. Add butter pieces and pulse until mixture resembles coarse meal, about 5 or 6 quick pulses. Beat the egg and add 1 tablespoon milk or water. Stir in vanilla if using. With the machine running, add the egg mixture and process a few seconds, just until combined. Squeeze it with your hand. If it is moist and holds together, it's done. If it is dry and crumbly, add up to 1 tablespoon more milk or water and pulse to combine.3. Remove the dough from the processor and briefly knead until smooth, about 20 seconds. Shape into a 5-inch disc, cover with plastic wrap and refrigerate until firm, preferably 1 to 2 hours.Note: This dough works well for most free-form galettes and crostatas. Once rolled and topped with sweetened fruit, just bake at 400 to 425 degrees for about 30 minutes, or until the crust is golden and crisp.Recipe from Michael HastingsApple GaletteMakes 6 servingsGalette/crostata dough (recipe above)2 to 3 applesJuice of 1/2 lemon1 tablespoon brown, raw or granulated sugar1/4 cup apricot preserves, slightly warmed2 tablespoons butter, melted1 egg beaten with 1 teaspoon milk or water (optional)Vanilla ice cream or whipped cream (optional)1. Flour the top of the dough and a rolling pin and out the dough into an approximate 10-inch circle, turning it slightly after each roll to help maintain a circular shape. Fill in the center with remaining slices. Brush the tops with melted butter.3. Bake on middle rack of oven until dough is crisp and golden and apples are tender, 20 to 30 minutes. Check after 15 minutes. If bottom is browning quickly, move to upper rack. If top is browning quickly, move to lower rack and reduce oven temperature to 375.5. Serve galette warm, cut into wedges, topped with ice cream or whipped cream.Note: This recipe works equally well with fresh pears, such as Bosc.Recipe from Michael HastingsFruit CrostataMakes 8servingsGalette/crostata dough (recipe above)1/4 cup raspberry or other jam4 medium unpeeled plums or 3 peeled peaches or 2 peeled nectarines, cut into 1/2 -inch pieces1/2 cup raspberries, blackberries or blueberries (optional)2 tablespoons sugar1 tablespoon plus 1 teaspoon all-purpose flour or cornstarch1. Dough should be chilled 30 minutes to 1 hour, until firm but malleable.2. Position rack in lower third of oven. Heat oven to 400 degrees.3. Lightly flour the dough, place between 2 pieces of parchment paper, then roll it out to roughly a 10-inch round. Peel off the top sheet of paper. Lift dough by the bottom piece of paper onto a large baking sheet. Spread the jam over the crust, leaving a 1-inch border at the edge. Fold over the border to form a rim.4. Toss together the fruit, sugar and flour. Distribute fruit over the jam. Bake until crust is golden brown and the fruit juices have thickened, 25 to 30 minutes. For the crust, mix flour and salt in processor. Add shortening and butter. Using on/off turns, process until mixture resembles coarse meal. Mix in water 1 tablespoon at a time just until moist clumps form. Gather dough into ball; flatten into disk. Wrap in plastic and refrigerate 30 minutes.2. Preheat oven to 425 degrees. Roll out dough between 2 layers of plastic wrap to 12-inch round. Remove top layer of plastic. Invert dough onto unrimmed baking sheet. Remove top layer of plastic.3. For the filling, combine figs and 3 tablespoons sugar in large bowl; toss to coat. Toss raspberries with 1/2 tablespoon sugar in medium bowl. Arrange figs in concentric rows over dough on baking sheet, leaving 2-inch border around edges. Sprinkle raspberries over figs. Fold dough border over fruit, pleating loosely and pinching to seal any cracks. Brush dough border with egg mixture. Sprinkle border with 1/2 tablespoon sugar.4. Bake galette until crust is brown and filling bubbles, about 35 minutes. Transfer baking sheet to rack and cool galette slightly, about 20 minutes. Slide spatula under all sides of crust to free galette from baking sheet. Using large tart pan bottom as aid, transfer galette to platter. Food bank in Charles City temporarily closes after it runs out of food
Source: Waterloo-Cedar Falls Courier, IowaAug.迷你倉出租 13--CHARLES CITY, Iowa -- Families in need in Charles City have to look elsewhere for food as Messiah's Food Pantry is temporarily closed with bare shelves.The food bank has been serving more residents lately, and when supplies started to run low it was unable to coordinate a food delivery from Northeast Iowa Food Bank of Waterloo."We had a call about a week ago that they needed more food, but we weren't able to get anything up to them because our truck was in the shop," said Barbara Prather, executive director of Northeast Iowa Food Bank. "We offered to pull an order for them to pick up, but they couldn't send anyone. They're getting their scheduled delivery this Wednesday."The Northeast Iowa Food Bank delivers to 107 agencies outside of Black Hawk County once a month, along with providing food for other local programs. If agencies run out of food before their scheduled delivery, they can place an order online with the Northeast Iowa Food Bank and pick it up after three days.The food bank has four trucks, but deliveries to various agencies are scheduled a month in advance.The Rev. Debra Lincoln of Jordan River Church, which operates Messiah's Food Pantry, said it serves 800 to 900 people. Lincoln, who couldn't be reached for comment, told the Mason City Globe Gazette that those numbers are increasing.Prather said this is a trend everywhere.In June alone, Northeast Iowa Food Bank and the agencies it serves provided food for almost 25,000 people."I think it's a combination of our services changing, people having a harder time making ends meet and higher grocery prices," Prather said.Northeast Iowa Food Bank's up儲存倉ated facility, with more refrigerator and freezer space, has allowed it to take on more perishable items. Food pantry programs also have changed from a system of workers giving out food to one where residents come in and choose their food. It supplements donations with purchases, and has had to buy a lot more food lately.Another issue for food banks is a trend toward "just in time" manufacturing by food companies."Manufacturers are leaner in how they produce food now," Prather said. "They don't manufacture things until right before they go on shelves. The excess inventories we used to get aren't there anymore."Donations also slow down during summer months, while families' need for food increases when children aren't in school. The food bank is looking for more ways to bring in food."I don't like to see anyone run out of food. A weaker euro to help a weakened Europe
WHAT can be done to help the "crisis economies" of southern Europe reduce their external deficits? The debate is often presented as a conflict between the deficit-burdened PIIGS - Portugal, Italy, Ireland, Greece and Spain - and the eurozone's current-account-surplus countries, particularly Germany.文件倉 But a new and more important imbalance has emerged in recent years: the PIIGS countries' trade and services deficits with China, which suggest a possible solution to southern Europe's economic malaise - a stronger renminbi.Until 2004, their biggest trade and services deficits were with the rest of the eurozone. But in 2005, their combined deficit with the rest of the world, at 37.2 billion euros (S$62.5 billion), exceeded their combined deficit with other euro members by more than €4 billion. Then, in 2008, before the worst of the global financial crisis hit, the PIIGS' global deficit reached a record-high €116.5 billion, of which €34.8 billion was with China, surpassing their deficit with Germany for the first time - by more than €2 billionCrucially, though the PIIGS' combined deficit with Germany, the eurozone, and the world narrowed substantially over the next four years, their deficit with China remained huge - at €33 billion in 2010 and €29 billion in 2011.Two key factors help to explain how this situation came about. The first was the euro's rapid appreciation against the renminbi in the early 2000s. The euro rose from an average rate of 7.4 yuan in 2001 to 10.4 yuan in 2007, before depreciating to 7.8 yuan by August 2012. This happened in part because the renminbi was tracking the US dollar, which had fallen dramatically against the euro in 2002-2004.As a result of the euro's sharp nominal appreciation, the eurozone as a whole became less competitive. The impact was felt particularly strongly in the PIIGS, whose booming economies were attracting huge capital inflows that drove up inflation and wages.The adverse effect on competitiveness was compounded by a second development. Southern European economies, heavily dependent on their textiles, clothing and footwear sectors, began to face intense competition from cheaper Chinese imports. According to research publish存倉d by the International Monetary Fund, China's textile exports were largely responsible for huge trade deficits in Portugal, Italy, Greece and Spain. By contrast, the current accounts of Germany, Finland, Austria and France were far less affected, owing to their greater strength in export sectors, such as machinery, in which China was relatively weak.Other IMF research has also noted that, in addition to the rise of China, the integration of Central and Eastern Europe and higher oil prices affected eurozone economies' trading positions in different ways, with the PIIGS among the hardest hit.The worst has been avoided, because the eurozone's current-account-surplus countries have financed the PIIGS' external deficits, despite their significant trade imbalances with the rest of the world. Investors from outside the eurozone simply increased their claims on Germany, France and other surplus economies.But what can eurozone policymakers do to help? Low interest rates, high debts and wide deficits leave little margin for further monetary or fiscal expansion. Pressure to moderate wages can go only so far; indeed, it can be counterproductive insofar as it dampens domestic demand and thus raises the risk of recession.The crisis economies might, however, find it easier to make the necessary external adjustments under three conditions: stronger external demand, a less onerous financing environment, and a weaker euro. Much of this could be achieved with a revaluation of the renminbi against the euro and the currencies of other major trading partners.This would provide southern Europe's economies with an essential boost to external demand while leaving them room to shrink their fiscal and external deficits. Indeed, it was stronger external demand that allowed Germany to reduce its fiscal deficit in recent years.It may make sense for eurozone policymakers to focus on the difficulties that weak external demand and Chinese exports have created for southern Europe. Source: The Record, Stockton, Calif.新蒲崗迷你倉Aug. 13--Even with the unseasonably tolerable weather of late, it's hard not to look at the front lawn and wonder if it might need a little extra water.The lawn represents a never-ending battle: the desire to make it the envy of the neighborhood vs. the necessary attention to detail.The frustration led me to wish I could replace it with turf lawn, the oh-so-real looking artificial surfaces now used in football stadiums. One friend said, "You can. My daughter's family used it around their pool."What? Turns out you can get the stuff on a smaller scale, and a reader called last week to say she'd heard about a rebate program offered in one city for people who actually made the switch and thus cut down on water use.An Internet search didn't turn up the Northern California city the reader referenced, but the City of Riverside has a rebate program of up to $1,000 for homeowners who make the switch in a water-saving effort, and other cities in parched Southern California have programs.Financially strapped Stockton doesn't have one, and isn't likely to, nor has there been demand for one.Neither the City of Stockton's water committee nor Concerned Citizens Coalition of Stockton, which fought the water privatization initiative, has addressed artificial lawn as a water saver, according to Bill Loyko, a member of both."From a municipal utility department, the focus has been on anything that would reduce water consumption in order to meet former Gov. Schwarzenegger's 20x2020 plan (to achieve 20 percent per capita reduction in urban water demand by 2020)," Loyko said. "Artificial lawns automatically eliminate hundreds of gallons of water a week. ... I don't think anything's been said about it, though."Part of the silence may be the city's ordinance, which requires 50 percent of front yard space be devoted to live plants, shrubs or lawns.The local Master Gardeners haven't suggested artificial lawn either, instead recommending native plants that require less water, and turning lawns into gardens that combine perennials, shrubs and fruits and vegetables.David Stagnaro, a planning manager with the City of Stockton whose work includes long-range planning on water and green energy issues, knows of people installing it."It wasn't in the city, but in the county," Stagnaro said. "They installed completely non-natural artificial turf. They had a very big yard and decided to do that, not so much because of watering but because of maintenance. I know it's happening and landscaping companies are doing that."One is Tri Valley Turf N More, based in Jamestown, which has been installing patio covers and building sun rooms for 40 years and began installing artificial lawn eight years ago."It's mostly those that can afford the luxury, older people for sure," said owner Jim Reville. "It's more established people. I dimini storage (the yard of) an 80-year-old couple and they had a huge yard. It was a $15,000 job, but they said they couldn't (care for the lawn) anymore."Besides, since the couple's water meter had been annexed by another district, their $100 monthly water bill had risen to $500 in a few months' time."For them, it paid off rapidly," Reville said.The initial outlay is costly, though, averaging $6 to $10 a square foot. At Home Depot on Hammer Lane, prices range from $3.68 to $4.17 a square foot, depending on which of the several grass types you choose, but there's an additional charge for installation. Store employees tell of few sales.A drive through the Morada area yielded a lot of lawn envy on my part, but not a single artificial blade.A couple who regularly walks through their neighborhood said they had not seen any artificial lawn. When they lived in Dublin, though, there were several homeowners making the switch, they said, because the price of water there was so high. With water prices more reasonable in the valley, residents are able to keep it real.In Lincoln Village West, where, as in Morada, one beautiful yard after another features lush, green, manicured lawn, they were all real. A tiny brown spot, sprinkler head or occasional weed were the giveaways, although weeds aren't necessarily a sign of real lawn. Those dastardly buggers can make their way up through artificial turf, Reville said. Their determination to ruin a good thing knows no bounds.You won't find an artificial lawn in Quail Lakes or Brookside, either, although Reville has put them on golf course properties in other areas.In Stockton, though, homeowners associations will keep the artificial turf business from booming."We prefer natural lawn," said a woman at Landmark Limited, which manages 20 different homeowners associations in Stockton.The bias against artificial lawn is puzzling. The stuff looks real. 凱恩斯主義藥方的君臣佐使
——經濟學思路辨偽之二張曉暉凱恩斯主義的問題究竟出在哪裡呢?筆者以為,mini storage一是從凱恩斯學說變成主義時出了問題;二是凱恩斯主義有其適用的環境和條件,並非放之四海而皆准。凱恩斯提出的只是學說,不是主義。凱恩斯學說是凱恩斯的,而凱恩斯主義是凱恩斯主義者的。凱恩斯這人很有意思,盡管他主張政府干預經濟以應對危機,但他始終保持經濟學家的獨立和超然,從事經濟研究考察從不收企業的錢,也不接受研究項目資助,他花的錢,都是他炒股賺來的。他甚至還為情人買下了一座歌劇院!成名後的凱恩斯沒有端誰的飯碗,但後人卻以凱恩斯主義的名義找到了飯碗。既然是飯碗,就要天天端著。於是凱恩斯的應急學說演變成了時刻奉行的凱恩斯主義,成了生意。當感冒藥被長期服用的時候,就暴露出兩個掩蓋不住的軟肋:第一,政府真的知道有效需求在哪裡麼?投資拉動會有效麼?基礎設施建設一開始可能會刺激經濟,但在一個很長的建設周期內,對經濟的影響究竟怎樣?如果政府確實知道在經濟危機時如何拉動經濟,那還要市場這個無形之手幹什麼?第二,投資拉動,錢從哪裡來?政府只能征稅,或者發國債,但征稅會影響民間創業的積極性,會影響就業,國債項目對民營部門又有擠出作用,還會影響就業。且時間長了,巨大的赤字如何應對?除了印鈔票,好像沒有別的辦法。能印鈔票的只有美國,只有它的借條被全世界認可。即便是印鈔票,也只能緩解美國政府赤字的增加速度,卻不能抑制赤字數額的絕對增加,美國的赤字鐘不是時時刻刻在蹦字兒麼?這一點在可行性上要打一個大大的問號。除了美國,實行凱恩斯主義的國家少有成功的,有玩兒大了政府瀕臨破產的,也有貨幣超發到紙幣上放不下一連串的0,雖然都號稱凱恩斯主義,但從其經濟調控的思路來看,都是猴兒吃麻花,滿擰。看來,在美國成為經濟學主流的凱恩斯主義(包括後凱恩斯主義)未必普適於全世界。而美國吃的感冒藥呢,那可是全世界花錢的。寬鬆貨幣政策稀釋了美元,稀釋了各國持有的美元國債,感冒藥的副作用被全世界分擔了。對於不能印刷世界貨幣的國家而言,副作用就只能由本國承擔了。超發貨幣的惡果,比比皆是。不管怎麼說,反正感冒藥已長期吃上了,如果服用方法再不對,那就更錯上加錯。什麼東西都有其適用環境。就好像中藥,一定由多種藥材組成,所謂君臣佐使,溫補的self storage里也有一些清熱的,各有其用,而藥效是各種藥材的合力。如果一劑中藥只有石膏、巴豆、瀉葉、砒霜,那非出事兒不可。首先,凱恩斯主義必須在較健全的法治基礎上才適用。即使在政府應對危機的關鍵時刻,經濟措施也不能不受約束。比如說,政府要修一條路,如果要穿越幾萬戶人家,阻力可能很大,若無法完成拆遷,那就該放棄這個項目。一來,在法治社會,產權受法律保護;二來,從經濟效益角度分析,顯然這條路也不經濟,前期拆遷成本投入過大,後邊如何產生利潤來填平投入呢?再往深處想,如果一條路急需修,修了收益豐厚,早就有人修了。等到危機爆發,為拉動經濟,突然想到修條路,這條路有多大的經濟意義?有些觀點認為,法治和民生權利會妨礙經濟效率,比如某國多少年都無法修一條高速,整天在那兒扯皮。但讓人納悶的是,沒有形成共識的高速真的該建麼?再說,人家不會因為扯皮,就建出鬼城吧?須知,一個良好有序的法治體系,必定是有利於提高經濟效率的,而不受法治和產權約束的經濟行為很可能會破壞經濟。其次,凱恩斯主義要在合適的混合經濟狀態下才有效。混合經濟,就是國有經濟和民營經濟達到一種合適的權重和對等地位。在數量上要合適,國有不能太大,民營不能太小。而且,地位也要對等。這樣,在政府搞投資拉動時,民營企業會權衡風險收益,有利可圖,爭先恐後,無利可圖,袖手旁觀。政府也能通過民營經濟的反應來審視項目是否合適,或者乾脆下撥投資計劃,貼息撬動投資杠杆,至於修哪條路,則由企業去籌劃;反之,如果投資拉動的主要承擔者是國有企業,可能對效益、現金流回收、投資風險相對遲鈍。所以,不能總想著由國有控制上游資源,民營去做下游加工業,那會鬧笑話,高位買國外資源,低位賣銀行股權,不都是?前車之鑒,足以為後事之師。而毋庸置疑,用自己的身家投資的人,一定會更小心,更明智,更努力,更負責任。所有的政策都是一個系統工程,都要有兩只手來平衡,凱恩斯主義需要法治來平衡,政府拉動經濟需要民營部門來平衡,這個邏輯很簡單,兩手抓,兩手都要硬,辯證法麼。可見,建立一個多監管、少調控,多備案、少審批,逐漸自由的市場經濟環境是多麼重要。中醫講究治本,講究調動人體自身的生命力,一旦調動起民間的活力,那中國經濟將會打開一片怎樣的新天地!(作者系知名財經專欄作者)迷你倉

基金子公司涉足房地產融資
□本報記者 常仙鶴公開信息顯示,迷你倉沙田目前有近半數的基金公司已經或者即將成立專戶子公司,而其管理的資產規模已達1500億元。在已成立基金子公司所發的產品中,房地產融資業務備受基金子公司青睞。近半基金公司涉足專戶子公司根據證監會公佈的信息,截至目前已公告獲批或者已經成立的基金子公司達到38家,也就是說82家基金公司中已有近半數已經或將要涉足子公司業務。截至6月底,證監會已經核准設立基金子公司管理賬戶達368個,管理資產規模1500億元,占基金公司非公募業務的15.5%。在目前規模前十大基金公司中,南方、富國、華安3家尚未披露子公司信息,其他均已成立,大部分已開展業務。子公司高管人員大部分由母公司高管兼任,但也有中小基金公司從外部聘請業內資深人士擔任總經理。金鷹基金子公司深圳前海金鷹資產管理有限公司總經理宋宏宇就是原新華信托的總經理。該公司將在主動型資產管理的行業專項基金、並購基金、私募股權基金、地產融資等方向推進。被寄予廣闊想象空間的基金子公司被視為基金公司的“萬能牌照”,除了不能辦理銀行結算、不能直接發行保險類產品、不能開設證券營業部以外,其它多項業務均可涉足。因此,以傳統公募業務為主的基金公司尤為重視。廣州一基金公司如此向記者表示,“只要不違規,風險可控、價格合理都會涉足,迷你倉價錢托類的業務都能做。”房地產融資業務受青睞基金公司子公司自去年年底開閘以來,業務類型主要涉及類信托領域,包括房地產融資、保障房建設、基建、委托貸款、租賃、小額貸款等�多業務。“由於此前房地產再融資被限制,房地產融資只能走信托、基金子公司渠道。”有業內人士表示,市場需求旺盛是基金公司開展房地產融資業務的主要原因。據瞭解,目前已有多家基金子公司涉足房地產類信托業務,但涉及均為商業地產項目。匯添富旗下子公司匯添富資本推出的專項資產管理計劃所募集的資金用于天津團泊新城的保障房建設,此新城是經國務院批准的天津市“十一五”規劃里11個新城中距離天津市區最近的新城。項目預計投資期限為1年,認購門檻100萬元起步。廣發基金旗下子公司瑞元資本管理有限公司也在日前推出首只保障房債權項目北京通州保障房1號專戶理財,瑞元資本將不超過5億元通過委托貸款放給北京通州區建築集團公司,貸款資金專項用于北京市通州區範莊公租房項目後續建設。認購門檻也是100萬元起,以10萬元的整數倍遞增。目前該項目土地使用權進行質押,政府回購合同已簽,提前鎖定銷售。另外,東吳基金旗下子公司上海新東吳優勝資產管理公司,4月募集成立一隻“新東吳優勝-晉江開發1號專項資產管理計劃”的基建類信托。工銀瑞信子公司則已有數單基建類項目。迷你倉庫
