□本報記者金文蓮劉輝通訊員王怡然李嘉凝地道的民間味八年來，迷你倉每年的8月18日至21日，在武夷山景區北次入口的廣場上，都有這樣的場景：茶桌分行排開，遮陽傘下滿是攢動的人頭，來自四面八方的不同口音，很是熱鬧。這，便是天心村鬥茶賽。天心村鄰近武夷山景區的北次入口。一直以來，天心村所產的茶都是武夷茶葉中的佼佼者。全村530戶1780人，90%都種茶、制茶、賣茶，但舉辦鬥茶賽之前，村里有近一半的茶農因沒客戶，好茶賣不出好價。“當初舉辦鬥茶賽，就是為了讓村民的茶好賣。”村支部書記蘇德發說。鬥茶風在天心村自古就有，從2006年開始，天心村開始舉辦每年一屆的鬥茶賽，通過這種形式賽出精品，讓天心村茶品質得以進一步提高。“村里專門成立鬥茶賽組委會，成員全是本村村民，參賽者也僅限本村村民。從茶葉收樣、編號、發樣、發評分表，甚至比賽現場燒開水、洗杯子等工作，都由村里的人完成。”村主任韓錦清說。雖然是地道的村民自辦賽事，但鬥茶賽的規模一屆比一屆大，人數一屆比一屆多，影響一屆比一屆廣。今年，天心村鬥茶賽每天的人流量有三四千人，來自全國20多個省市。選茶的好平台不僅吸引大量參賽者和遊客，天心村鬥茶賽還獲得茶企的青睞。鬥茶賽中，狀元獎金8萬元、金獎4萬元、銀獎1.6萬元、優質獎1.4萬元，比賽中獲獎率不低於20％，獎金全來源於贊助企業。今年的贊助企業是武夷山超越茶業有限公司，這已是其第二次與天心村鬥茶賽合作。“雖然要拿出數額較大的獎金，但所有獲獎茶都歸我們。這可是雲集了武夷山核心景區的好茶呢！”超越茶業股東劉蕓說。原來，天心村村民在參賽時，每個系列只能選送一個茶樣，每個茶樣需送11.5公斤。如獲獎，10公斤歸贊助企業，未獲獎則歸還茶農，0.5公斤作為現場品鑒使用，1公斤歸組委會。鬥茶賽的費用也來自這1公斤茶葉。“每年的獎金數不同，要根據所收的茶樣數量而定，今年送的茶樣創新高達669個，意味著獎金總額也高。所以，我們通常要選擇一家有足夠實力的贊助企業。”韓錦清說。沖著鬥茶賽評選出的都是茶中精品，從鬥茶賽創辦伊始，很多茶企就表達了合作意願。此前與天心村鬥茶賽合作的企業去年退出後，超越茶業就馬上加入進來。“我們之所以加入，就是看中賽事公開公平公正，評選出的絕對是好茶。”劉蕓說，儲存這是我們簡單輕鬆獲得好茶的平台。”雙贏的高收益的確，公平公開公正的比賽規則，也是天心村鬥茶賽越辦越旺盛的一個重要原因。鬥茶賽評委由特邀茶葉專家評審、送樣者和茶友茶商遊客等大�評審組成。每個茶樣按標準對其外形、湯色、滋味、香氣等評分。其中，專家評審打分占總分的70%，大�評審打分占30%。在鬥茶賽上，來自全國各地的茶商、遊客，既可免費品茶，也能以大�評委的身份打分。“鬥茶賽能獲得全體村民的積極參與和全力支持，還在於這個平台給茶農帶來了高收益。”村支書蘇德發說。每年的鬥茶賽也是天心村茶葉銷售的“黃金期”，茶農的參賽積極性日益高漲。這從每年收到的茶樣數量中就可看出，第一屆賽事只收到100多個茶樣，去年達493個，今年升至669個。現在，天心村的鬥茶賽每年都會吸引不少國內外採購商爭相搶購狀元、金獎的茶葉。而在比賽中一炮而紅的茶企，生產的茶葉更是“皇帝的女兒不愁嫁”。“對我們茶農來說，參賽不僅能得到學習機會，還能免費宣傳天心村的茶葉。沒獲獎，也就貢獻1.5公斤茶葉。”茶農陳僅武說。他是天心村一名普通茶農，2010年獲得水仙狀元後，他家的茶葉好賣多了，因此參賽熱情高漲，今年他選送了肉桂、水仙、大紅袍等3個茶樣。鬥茶賽的持續開展，讓許多原先沒客戶的天心村茶農嘗到買主上門的好處。隨著鬥茶賽影響力的不斷擴大，天心村有了一個響當當的稱號——“岩茶第一村”。茶葉越來越好賣，價格更是一路走高。現在的天心村，茶會所和精美別墅一棟接一棟，全村有小車400多輛，村民戶均年收入超過50萬元。記者手記>>>賽事“造血”天心村鬥茶賽雖沒政府參與，卻起著明顯的引導作用。賽後街道給予一定獎金以示鼓勵，當地政府還將賽事結果作為評選大紅袍傳統制作技藝這項非遺傳承人的參考依據之一。武夷山市希望更多的鄉鎮村通過舉辦這樣的賽事，在提升茶葉品牌影響力的同時，讓村民得到實實在在的好處，把武夷山茶產業做強做大。如何實現“生態美”和“百姓富”，每個地方走的路子不一樣。以茶為生的天心村通過辦賽事給村民致富“造血”的辦法，做品牌、增影響、提技藝、賣好價、百姓富，每一次鬥茶就是一場技藝的對對碰、思想的大交流、營銷的大舞台。如今，天心村被稱為“岩茶第一村”，一年一度鬥茶賽的作用不言而喻。 本報記者金文蓮劉輝新蒲崗迷你倉

Rybak said. "In the meantime, we're open for business."He is expected to unveil a small-scale advertising campaign inviting same-sex couples to marry in his city during a news conference Thursday morning in Chicago's Boystown area in the Lakeview neighborhood."Hey Chicago! The rest of the surplus went toward school improvements, teachers aides and teachers, textbooks and Common Core State Standards implementation."It's been completely reimbursed," said Board of Estimate Chairman Fred Wilms. "That was announced last night and certainly a major cause for celebration."In April 2012, then-schools Chief Operating Officer Elio Longo found a $4 million deficit in schools insurance accounts. The city had to step in to help, giving the Board of Education until 2014-15 to pay $3.1 million into the city's insurance trust fund.Wilms said the early repayment was especially heartening and the result of "unprecedented cooperation" between the city's finance department and the schools'."It's a huge burden that's been lifted off all our shoulders, taxpayers, everyone," he said. "Going forward the (Board of文件倉Education) can use the funds for school programs, moving the school system forward."But not everyone is celebrating. The terms for the school board to repay the $3.1 million has been the cause of some consternation for members. In June, board Finance Committee Chairman Mike Barbis requested a written agreement with the city on how and when the money should be paid back.Schools officials said a week before the close of the fiscal year, the city called the school's tab, $400,000 that officials said would have otherwise gone into the schools.Wednesday evening, Barbis again expressed concerns that the board and city had no formal agreement. We've got a CFO, we have different systems and we are hoping to never have the kind of turnover we had there for a few years," Barbis said.
