台北101購物中心周年慶日前落幕,儲存倉昨(7)日公布周年慶實績,年增超過20%,是營運十年以來最亮眼的周年慶成績。法人指出,直銷商克緹公司將招待3,000名大陸直銷人員10月來台旅遊,並造訪台北101,估計可貢獻營業額數千萬元,有助帶動台北101今年獲利衝9億元、年增二成。台北101發言人劉家豪表示,大陸《旅遊法》頒布,低價旅遊團來台大減,加上國內消費者保守以對,今年上半年台北101購物中心業績大受影響。但從第3季開始,除有暑假旺季,還湧現不少高消費力的自由行旅客,加上9月周年慶業績年增超過20%,表現優於預期,帶動台北101購物中心今年前九月業績年增超過一成。此外,本月還會有大陸直銷商克緹團3,000人來台,將台北101列入必訪景點,有助帶動台北101購物中心業績表現。根據以往經驗,高消費力的陸客至台北101最愛買的是手表,台北101也是唯一集結3P表店的商場,包括百達翡麗(Patek Philippe)、愛彼(Au迷你倉最平emars Piguet)、伯爵(Piaget),預期此大團將可貢獻數千萬元營收。台北101今年步入營運第十年,近幾年不斷優化體質,除調整購物中心4、5樓層,引進精品大店,也看好餐飲是未來趨勢,擴增餐飲比例,明年將陸續擴增餐廳,搶攻白領階層的用餐商機。台北101營收包括購物中心、觀景台門票收入及辦公大樓租金,今年上半年營收達59.65億元,年增11.7%,稅後純益4.41億元,年增一倍,每股稅後純益是0.3元。法人指出,台北101受惠於9月開跑的周年慶活動,下半年營運將優於上半年,估算在精品大店進駐下,帶動業績成長,今年可望連續三年獲利。今年台北101全年營收可望超過120億元,獲利逾9億元,年增二成,每股稅後純益逾0.6元。據了解,台北101從2010年起轉盈,受到不少外資機構青睞,包括摩根、高盛、瑞銀及德意志銀行等紛紛探詢營運方針及IPO進度。台北101已公開發行,預估最快明年在連續三年獲利後,有機會申請上市櫃。迷你倉

佳景目標價升至2.75元

香格里拉宰客旅行社被罰10萬執法人員粗口攆遊客被調離

Wright-Patt employees to be called back to work
Source: Dayton Daily News, OhioOct.儲存 06--WRIGHT-PATTERSON AIR FORCE BASE -- Most of the 8,700 Wright-Patterson civilian employees among the 350,000 Department of Defense workers sent home on emergency furlough will return to work this week, Secretary of Defense Chuck Hagel announced Saturday.The Pentagon did not have an estimate of how many, but in a conference call with reporters on Saturday, Department of Defense Comptroller Robert Hale said he expected 90 percent or more of the furloughed employees will be called back. "No more than a few tens of thousands will remain on furlough and it may be substantially less than that," he said."We'll do it just as quickly as we can," Hale told reporters. "We want them back."Wright-Patterson spokesman Daryl Mayer said Saturday work supervisors will need time time to determine which and how many employees would be recalled. He expected the number will be known Monday. "We have already started the process to identify eligible employees and hope to initiate the recall process soon," a base statement said. "While we believe all our employees should be brought back, this is welcome news and we are grateful to take this important step forward."Employees who contribute to the "morale, well-being, capabilities and readiness of service members" will be told to report to work, Hagel said in a statement. Also, workers whose long-term absence would cause undo harm, such as intelligence analysts and those who are involved in acquisition, contracting and logistics, will be called back, Hale said. Those are key areas of employment at Wright-Patterson at the National Air and Space Intelligence Center and Air Force Materiel Command headquarters.Hale said military commanders would decide when to recall reserve and Guard technicians, who are dual civilian and military personnel, back to the job.Pentagon officials worked with Department of Justice lawyers to interpret the "Pay Our Military Act," which Congress passed and President Barack Obama signed into law just prior to a partial federal government shutdown. The law allowed the Defense Department to bring back most but not all civilian employees while the shutdown continues, but does not apply to reservists and Guardsmen, defense officials said.'A good step forward'"It's clearly a good step forward for the Dayton economy and for national defense and we can only hope that the rest of the government can be put back to work as soon as possible," said Michael Gessel, Dayton Development Coalition vice president of federal programs in Washington, D.C.The furlough of the Wright-Patterson employees has had a $5 million economic impact based on the loss of $2.1 million in employees' wages daily, according to base officials."I'm grateful that this is resolved, and I'm glad that folks are back to work because we all know it would have had a significant economic impact if we let this continue in the direction it was going," Phillip L. Parker, president and chief executive officer of the Dayton Area Chamber of Commerce, said Saturday.Troy Tingey, president of American Federation of Government Employees Council 214, said he was glad many workers will return to their jobs, but disappointed everyone won't. His union represents thousands of employees at Air Force bases across the country, including Wright-Patterson."It's very disheartening that we're not getting everybody back to work and we're getting this budget passed and taken care of," he said.U.S. Rep. Mike Turner, R-Dayton and chairman of the House Armed Services Subcommittee on Tactical Air and Land Forces, said civilian employees should never have been furloughed under the "Pay Our Military Act." He had sent letters to Obama and Hagel asking why civilian workers had been kept off the job, and co-sponsored the "Support Our Armed Services Act," which would return to work all defense civilian and contractor employees."The president should not have furloughed anyone at the Department of Defense," he said Saturday. "The law that we passed said that all civilians that work in support of the armed forces" were exempt.Repeated attempts were made Friday and Saturday to reach White House officials for comment.Todd Harrison, a Center for Strategic and Budgetary Assessments in Washington, said some federal officials had complained the law wasn't clear on who could and could not be furloughed.Hale said federal employee pay freezes, six unpaid furlough days this summer and the partial shutdown have "seriously damaged civilian morale," adversely impacted military readiness and disrupted planning for a round of sequester budget cuts.The shutdown has been felt immediately at Wright-Patterson. The National Museum of the U.S. Air Force was temporally closed. Classes at the Air Force Institute of Technology were suspended. "Even a little thing like all of the domestic commissaries closing has an impact on morale."The shutdown arrived just weeks after an unpaid furlough of six days for 10,000 civil service workers at Wright-Patterson and more than 600,000 within the Department of Defense. Those were caused by billions of dollars in automatic cuts under budget sequestration. The shutdown has come as Republicans in the House have refused to pass a federal budget that does not delay or de-fund the Affordable Care Act, and Democrats in the Senate have rejected any budget proposals that cripple the ACA.National security at risk?U.S. Sen. Dianne Feinstein, D-Calif., chairman of the Senate Intelligence Committee, claimed this week the furlough of thousands of intelligence agency workers, such as those at NASIC, put the nation at greater risk of a terrorist attack.In a statement to Congress, Feinstein said a total of 72 percent of the civilian intelligence workforce throughout several federal government agencies was sent home because of the government shutdown. The figure was based on a report from National Intelligence Director James Clapper."Simply stated, this is unacceptable," Feinstein said in a statement. "The failure of this Congress to perform its most basic functions means that our country is at heightened risk of terrorist attack."The lack of intelligence analysts could put soldiers in the field and diplomats in embassies overseas at risk, Feinstein said.As with theself storagesequester this year, the shutdown had adversely affected Air Force readiness while the service has struggled to replace an aging fleet, Thompson said. Air Combat Command, which flies fighter jet and bomber operations, had curtailed flights because of the shutdown."I think you need to look at the shutdown as just the latest installment in a series of budget setbacks that are really damaging the Air Force," Thompson said. "You can't do this to a military service without it having a negative impact on readiness.Defense industry waitsThe defense industry could have faced "tens of thousands" of furloughs if the shutdown continued, according to the Aerospace Industries Association.But that concern was apparently averted Saturday when defense officials said Defense Contract Management Agency inspectors, who audit and approve parts and production of military equipment, would be brought back on the job. The AIA had warned many production lines may have had to shut down without the inspectors.Without them, for example, United Technologies' Sikorsky Aircraft announced it would layoff 2,000 workers Monday in three states working on production lines for the Black Hawk helicopter. That number could have doubled a week later and exceed 5,000 workers by next month, the company said.GE Aviation spokesman Matt Benvie said in an email government contracts awarded prior to the shutdown were unaffected."In the short term, we may see a decrease in productivity in working with our government customers who are furloughed," he said in an email last week. "Employment remains stable at GE Aviation and that's driven by strong domestic and international demand for our products."The government shutdown would cause 29 percent of contractors to delay hiring, according to an Oct. 1 survey of 925 members of the National Association of Government Contractors. Fifty-eight percent of respondents reported the shutdown would have negative effect on their business.Deborah Gross, executive director of the Dayton Area Defense Contractors Association, said many defense contractors have waited to find out the future of government contracts and depend on answers from bureaucrats who were furloughed."All that just sits because the government is not there to do (its) job," she said.The "haphazard" way politicians have dealt with the federal budget has hurt the defense industry, she said."We are at a point in America where we need to be as productive as we possibly can be and our elected officials have thrown roadblocks in front of us making us nonproductive," she said. "It's pretty absurd."She's concerned the retention of a skilled workforce could become an issue. "I think we're going to lose huge talent and I think our region just cannot afford to tolerate losing that kind of talent," she said.At Modern Technology Solutions Inc., the shutdown could have had a mixed impact depending on when defense contracts expire, said Scott Coale, director of operations of MTSI's Beavercreek office of 55 employees. The company offers consulting and professional services, such as modeling simulation, to Wright-Patterson.Prior to Saturday's announcement by the Pentagon, company officials were "having to go through contract to contract" to determine the status of contracted work, said Coale, a retired vice commander of the Air Force Research Laboratory.The company has not laid off any employees in Beavercreek, but if the partial shutdown became prolonged it may have had to ask employees to take vacation time or go on unpaid leave, he said.The months of budget uncertainty has led defense companies to curb hiring and slow or stop investment in research and development on projects that could benefit national defense, he said."We're not hiring or willing to take the risk we have in the past," he said. "I think there's a reluctance right now in companies to invest because they don't know what the future holds."Wright-Patt impactThe Air Force Materiel Command, headquartered at Wright-Patterson, furloughed 24,000 civilian workers at nine bases across the country, including 1,000 within the AFMC headquarters building, according to spokesman Ron Fry."Every one of these people supports our mission in some way and their absence is being felt," Fry said in an email Friday. He did not have additional information Saturday after the Defense Department announcement on ending most furloughs.AFMC, which manages roughly $50 billion in Air Force accounts, has the core missions of science and technology research and development, "cradle to grave" life cycle management of aircraft and equipment, and test and evaluation.The Air Force Research Laboratory fared better than most other defense agencies during the partial shutdown. AFRL kept most of its 4,000 civilian employees off furlough time with money from the previous fiscal year, said Ricky Peters, AFRL executive director."On the heels of six days of furlough this summer, even though the workforce is still here, this is still another hit to morale," he said.Because of the shutdown, the agency stopped awarding small business contracts temporarily, he said.Col. Cassie B. Barlow, 88th Air Base Wing commander at Wright-Patterson, said in an interview last week while the base has continued to send airmen "down range" on wartime operations to Afghanistan and elsewhere, the wide-ranging impact of the shutdown postponed all but emergency maintenance and closed some base facilities.It's also raised questions among the 3,200 "excepted" civilian employees concerned about whether they will be paid while they continue to work in jobs deemed critical, she said. LAUSD unearths suspected misconduct in search of old personnel files
Source: Daily News, Los AngelesOct.迷利倉 06--A review of 40 years' worth of Los Angeles Unified personnel files that cost $400,000 over the past 20 months led to the resignations of two teachers and the recommendation that two more be fired for misconduct, according to district officials.Two additional teachers remain under investigation for inappropriate behavior with students, officials said, and two others were cleared of wrongdoing and returned to the classroom.Those eight cases are the result of what officials call simply "the file project" -- a search through four decades of school-site records for letters, complaints or other reports of inappropriate behavior that may have been ignored or mishandled. Officials said they flagged 8,972 files for further review, but ultimately found just eight that warranted a full-fledged investigation.Superintendent John Deasy ordered the file search in February 2012, after the Miramonte sex-abuse scandal sparked concerns about the prior handling of misconduct allegations."I didn't know what we would find, but I didn't want any more surprises when it came to misconduct," Deasy said in an interview last week. "I've now taken all the steps that I know of to make sure there's no misconduct that should have been acted on that wasn't."District General Counsel David Holmquist declined to provide any details of the allegations contained in the eight files."I don't think we're prepared to say whether they were sexual or physical," Holmquist said. "The common denominator is that we felt that -- consistent with our practice and policy -- it put students at risk and so they (the teachers) were pulled (from the classroom)."Officials said some of the files had only one document while others were much more extensive. In one instance, the alleged abuse occurred "many years ago." In some cases, the records showed the teacher had been verbally reprimanded for past misconduct, then allowed to return to the classroom.Since Miramonte, however, teachers accused of misconduct are pulled from their classroom and "housed" in administrative offices during investigations that typically take months. Those found to have endangered the well-being of students are put on the track for dismissal.Officials said one teacher identified in the file project resigned as soon as the investigation was opened, and the seven others were housed while their cases were reviewed. Only the two cleared of the allegations returned to class.When Deasy launched the file project, he ordered the principals at more than 900 campuses to comb the file of every teacher or classified employee who'd ever worked at the school. He later narrowed the focus to 40 years because some schools are more than a century old and the task proved overwhelming.The nearly 9,000 files with records of inappropriate activity were digitized, then reviewed by 20 retired administrators who were temporarily brought back to pore through the records.Human Resources Executive Director Vivian Ekchian said the retirees worked in two-person teams and had to agree whether or not a case warranted further scrutiny. If the partners disagreed, a third administrator was brought in to make the final decision.Focusing only on employees who still worked for the district, the review teams came up with eight cases that自存倉warranted full-fledged investigations. For that, the district created teams made up of school-site administrators, experts from the district's Inspector General's Office and retired investigators brought back from LAUSD's own police department.They were tasked with tracking down former principals, co-workers and students -- some found to be living in Riverside or San Bernardino counties -- so they could be asked about alleged incidents that took place years earlier."It was very difficult," Ekchian said. "These are student witnesses or adults who are no longer working for us. The investigators had to check multiple addresses and look at yearbooks and ask for individuals who might recognize or know about them."Since February 2012, officials said, the retired administrators and investigative teams spent roughly 5,600 man-hours on the file project.The district had budgeted $400,000 for the effort and spent nearly that -- $122,600 for the administrative review and $272,000 for the investigation.That cost doesn't factor in the hundreds of hours that Ekchian's Human Resources team spent on the file project or the efforts of principals who had to rummage through school basements and storage sheds for files dating back to the year Richard Nixon was elected president."When I think about the immense effort, I question whether it was worth going back that many years," said Judith Perez, president of Associated Administrators of Los Angeles, the union representing the district's principals."Our top priority is the safety of children. We agree with that, no question. But the huge amount of time and energy I think was over the top."But district officials say it was worth the cost and effort to ensure the safety of the district's students.They do not want a recurrence of Miramonte, the Los Angeles school where former teacher Mark Berndt of Torrance is accused of molesting 23 students. He has pleaded not guilty to criminal charges and is awaiting a preliminary hearing.The district, meanwhile, has agreed to pay about $30 million to settle claims filed by 63 alleged victims of Berndt. An additional 65 claims have yet to be resolved."If the district has in its power the ability to go through files and make sure that child abusers aren't in our current employment, we need to do that," said school board member Tamar Galatzan, who has pushed efforts to hire professional investigators to handle misconduct cases.The Miramonte scandal prompted a number of reforms, including one that requires parents to be notified within 72 hours if an employee at their child's school is housed for misconduct.Officials also plan to hire a team of professional investigators by December to look into allegations of teacher misconduct. They're also working to create a centralized database of personnel records -- including the 9,000 in the file project -- so they can better track employee discipline."This was worthwhile," Holmquist said. "We can say we've gone back and reviewed all the files in the district and found just a very small number that warranted some teachers for a further look. Source: Cape Cod Times, Hyannis, Mass.存倉Oct. 06--What began as a hobby for Bob Tucker in 1973 has turned into a full-fledged photography business that has spanned four decades.With just one location, Focalpoint Studio in Orleans, offers business photography, modeling and acting portfolios as well as personal and family portraits and restoration projects.Tucker, who manages to pull in business from all over the Cape -- and beyond -- believes his longevity has much to do with staying current with technology and diversifying customers' options while staying consistent with product and delivery.While he said that keeping up with technology is always a challenge in his field, if you "know your stuff" and have fun while you are shooting, the perfect picture will always develop just right.What's the most important thing your business does?In terms of the bread and butter of this business, it's the family portraits. And I think that giving people a good product -- especially when they are happy about the pictures -- is the best thing that we do. It's a time when people are together -- and usually a happy time, generally speaking. Even with weddings, it's great to be around people when they are having all this fun, and providing them with a lasting portrait is great. Also, when it comes to restoration, I see works from 100 years ago that we are fixing. And when you think about it, the piece was important back then and it is important now. I have been doing this a long time and I love what I do. I feel that when I'm posing people on the beach and getting things in place, I almost feel like I'm on stage and performing. I know it sounds kind of weird, but I love giving people a good product and making them happy.How long have you been in business?I started Focalpoint in January of 1973. Photography was a hobby at one point. And then, as I saw professional photographers around at venues or weddings, I thought to myself that I would really like to do that. A friend of mine started the business with me -- his name was Peter Blatz -- but he left after about a year, and I decided to continue on. At the beginning I just did family portraits and weddings, and then when I moved into a storefront I started diversifying into doing passport photos, photo restoration, business headshots, modeling portfolios, and acting headshots. Now we have diversified further and we do photo restoration work, we do printing, digital imaging, and also lot of printing for artists that is called giclee printing. We also photograph a lot of artwork and we have artists that come from Pocasset and Sandwich because they like the quality -- and we also work hard to get the color right for them.What did you do before?Well, I am currently also a part of a Realtor team with my wife, Sally, at Kinlin Grover. And I've also done a lot of local community-theater acting. But besides that, it has always been photography. I wasn't even supposed to be a photographer. I went to Worcester Polytechnic Institute for problem-solving, but the photography business has always just caught my eye. But I guess, when I think about it, you never know what's going to cross your path. When I first opened my storefront, I did work with Jim Giberti. We had a recording studio here in addition to the photography studio. I was more of an executive producer. He had the talent and I provided the space. Somehow, he expanded it into advertising and we had some things on the radio. (That entity, the Imagination Co., is now in Bethel, Vt.) We did jingles for Sundancers, Goucho's, and he wrote the jingle for the Lobster Claw restaurant. We recorded that in this building and it was fun. We even did the jingle for Barbo's. They wanted to re-record their jingle and all Jim had to work from was from was a 16-millimeter movie soundtrack. So he wrote the arrangement from listening to the soundtrack and we re-recorded the original. And I believe they still use it to this day. That was a lot of fun.How big is your staff? Has your staff grown since starting out?Right now, it's just me here. At the peak of my business ,I had one full-time worker and one part-time person. I have always had a small shop and having computers is almost like having another employee. While one computer is crunching something, I can be working on another. When I started, I was a one-man operation and now I have reverted back to that. It makes the day interesting and I am able to move from one thing to the next with ease.How has the market changed since your business started?In 2008, we definitely saw a drop in sittings. Family portraits are pure disposable income and you can always put off a family portrait. So we definitely struggled a bit. I tried to fill the gaps and diversify what I offered here and I really pushed re儲存torations and printing for artists. But I did see a bump in business last summer -- and this summer was definitely busier and portrait orders were bigger. Even restoration business was bigger and we have been busier this fall.What are your plans for your business' future?In this business, because of ever-changing technology, you really just never know. Things have changed so much over the last 40 years. Back in '73 we were using film and the cameras were all manual. There wasn't a battery then. You really had to just know your stuff. You had to trust what you were shooting, and that you were exposing the film properly. You had to trust your knowledge and really get the job done. The camera stayed the same for decades. I used a Hasselblad, a large-negative camera. Over time, the film slowly got better, got more sensitive for low light, but it was never like it is now. In 2001, all of a sudden there was digital photography and it changed the whole game. When I first started digital, I didn't trust it. By 2002, 2003, I began to give in and trust a little more. For the future, I think customers will be more interested in increasing amounts of digital products and that will be a challenge. I think the method of delivery of a product may change also. When you think in terms of digital frames I think we will see more of that: big wall frames that people can change the image when they want to. It has always been a challenge keeping up with technology. Even when digital technology came along for the first few years, I think we bought new cameras every year because they kept getting cheaper. And now its settled down a bit but, hey, in a few years you just never know.What's the best thing about having a business on the Cape?The best thing about having a business on Cape Cod is that I love the Cape. I have spent every summer of my life here and I have been here year-round since 1972. Plus, for my business, I can't imagine doing what I'm doing in an urban setting or even suburban Boston. Not every photographer in the United States has beaches to shoot at. When I first started photography, we weren't doing beach portraits -- we did photos in the home and the yard early on. But at the beach, there's something about the light here. The morning light at Nauset Beach is different than the afternoon light at Skaket Beach.What's the biggest challenge to having a business on the Cape?There's a limited geographic area that I can draw from. Inland photography has a decent radius and population base that they can work off of. We have this little sandbar that doesn't have the population area. I think that's also a reason why a lot of the family-portrait business we have consists of visitors. Most of them want to do shoots here so they can remember their time here. Other challenges are that there are too many photographers here. When I started in this business, there were about 10 photographers on the Cape. Now there are around 60. With equipment being reasonably priced and at a good quality, it enables more people to get into this business. When I started, the equipment was so expensive. Also, you were shooting film and it was expensive getting it processed. Now you can just upload it onto the computer.What's your most memorable moment with this business?I've shot Kevin McHale, Dermot Mulroney, but I think one of the most ultimate thrills was shooting Julie Harris. Back in '94, I started doing shoots at the Academy of Performing Arts, Wellfleet Harbor Actors Theater, Chatham Drama Guild, Harwich Junior Theater, Cape Rep Theatre, Eventide, and Cape Cod Community College. So at one time, I was working for seven theaters, but that has dwindled -- again, because with digital photography, some of them feel they can now do it on their own. So anyway, one of the thrills was when Julie Harris did "The Beauty Queen of Leenane" up at WHAT. I was shooting her dress rehearsal and, with those kinds of shoots, I can move around the way I want, and I can anticipate entrances sometimes and know where to be. For this shoot, I was able to get so close to her when she was doing just full-on acting, and that was definitely a thrill for me. There was so much going on and the lighting was so cool.What advice do you have for someone starting out in business on the Cape?First off, take business courses. I don't think going to a photography school is necessary, although there are some good ones like Hallmark in Turners Falls. But they are good because half of their courses are business courses. 景區逢節必“爆棚” 國內旅遊供需緊張如何破題?
10月4日,迷利倉鳳凰古城內的“人海”。新華社發新華社“新華視點”記者 周 蕊 王 蔚這個國慶長假,國內多地景區遊客爆棚,再度上演“步步驚心”。業內人士分析認為,帶薪休假在我國還沒有全面落實的情況下,黃金周旅遊景區出現擁堵將會是常態,對此,各地政府以及旅遊主管部門應加快旅遊配套設施建設,提高公共服務水平以及提升旅遊服務質量。黃金周又成黃金“粥”景區逢節必“爆棚”九寨溝滯留了,西湖擠爆了,故宮“超限”了……不是堵在路上就是癱在景區里,這個國慶長假,超負荷運行的景區成為最大的熱點。10月2日,四川九寨溝景區入園人數超載,上下山通道陷入癱瘓,4000余遊客滯留在山上。同日,杭州西湖風景區各個景點單日累計客流量首次超過100萬,故宮接待遊客17.5萬,超過測算的遊客量上限一倍多。全國假日辦公告顯示,從3日下午開始,各地陸續發生景區容量超載問題,接到遊客投訴反映河南雲台山、湖南張家界、山東嶗山、貴州梵淨山等景區接待人數超載、遊客滯留問題。事實上,無論是今年的“五一”小長假還是去年國慶“黃金周”,熱門景區都曾經遭遇過“爆棚”。聯合國世界旅遊組織咨詢專家、上海財經大學旅遊管理系主任何建民指出,熱門景區在自然、人文資源方面往往具有不可替代性,正是由於這種不可替代性,才導致在居民出游意願集中釋放的時段里,熱門景區出現“爆棚”的現象,在短期內國內休假制度難以改觀的情況下,節假日集中爆發的遊客需求與有限的熱門景區承載能力之間的供需不平衡將長期存在。承載量計算存“灰色空間”供給不足可管理需求10月1日正式實施的《旅遊法》第四十五條明確規定:景區接待旅遊者不得超過景區主管部門核定的最大承載量。景區應當公佈景區主管部門核定的最大承載量,制定和實施旅遊者流量控制方案,並可以採取門票預約等方式,對自存倉區接待旅遊者的數量進行控制。然而,記者調查發現,由於計算方式不盡明確、景區門票依賴心理嚴重、核定景區承載量的主管部門多頭等原因,公佈最大承載量在實施效果上存疑。北京旅遊委在其官網上推出的“北京景區舒適度指數播報”就對包括故宮、頤和園等數十個景區的實時客流和景區舒適度每小時進行公佈,為出行的遊客提供參考。何建民認為,關鍵是做到供需平衡,在供給不足的情況下,可以對需求進行管理。一方面,熱門景區加強研究,對以往黃金周曆年數據進行分析,計算最大承載量,節前預測,及時通告。同時,在預訂基礎上,留有機動量,以便應對大客流。另一方面,在國內應推行預訂方式,遊客提前預約門票,以便景區及時掌握客流情況。要預警更要推預約國內休假待“擴容”專家認為,要終結景區逢節必“爆”,首先需要旅遊管理部門加強建設預警體系和門票預約系統,便於遊客規劃和及時調整出行方案,同時,完善協調機制。此外,還應著手填補國內休假體制與景區有限的資源之間的供需不平衡,加強頂層設計,落實保障帶薪休假制度。何建民指出,旅遊管理部門應建設和完善門票預約系統和風險預警體系,根據節前門票的預約情況倡導團隊旅遊分時段、分路線進入景區,同時,將景區客流信息借助電視、廣播、官方微博、微信、短信平台等方式,實時公佈,傳遞到遊客,便於遊客規劃和及時調整出行方案。華東師範大學旅遊系主任樓嘉軍指出,應對大客流,景區內部各單元、單元與單元之間的線路組織和安排應更加精細化。“日本迪斯尼樂園面積不大,一天卻能夠容納3萬至5萬人,遊客平均可停留6到8小時,秩序井然,2010年上海世界博覽會時期疏導遊客的可行經驗也很寶貴,如何將這樣的經驗‘移植’到景區,設計多條交集少、不對沖、易分流的遊覽線路,是景區管理者需要研究的問題。”(據新華社上海10月6日電)mini storage

DNC registry alone will not stop spam, fraud: Cloudmark
COME Dec 2, the Do Not Call (DNC) registry - part of Singapore's Personal Data Protection Act - will be open for consumers here to register their names so that telemarketers cannot call them without permission; security software vendor Cloudmark, however, believes the development will have minimal impact on mobile spam and fraud.儲存Cloudmark chief technology officer Neil Cook says that the DNC registry is a step in the right direction, but that it will not be able to stop the illegal companies from sending out spam."The measure also depends on telemarketers to enforce, but this is not possible (to effect) with illegal establishments," Mr Cook said.The DNC registry will allow consumers to opt out of getting marketing messages by SMS, voice call and fax. Messages that are sent out via apps linked to phone numbers, such as WhatsApp, are also covered, but not the apps linked only by email addresses.Mr Cook predicts that despite the advent of this registry and the tightening regulations not just in Singapore but across the region, the problem of mobile spam and fraud is very likely to increase instead of decrease. This is because currently there are not many operators in the region which have implemented network filtering for their mobile networks, resulting in almost unfettered access for spammers to get their malware-laden messages across to consumers.It is also more economical for cybercriminals to send SMS spam using prepaid SIM accounts than it is to send out email spam, since most of their messages on the latter platform are caught and filtered out. "Mobile phones are simply a more trusted medium," Mr Cook said, adding that spammers are getting more joy here.In an internal study backing his views, Cloudmark said mobile spam rates for Singapore and Malaysia hover in the rangemini storageof one per cent of every SMS sent; the Philippines has 2 per cent, while Indonesia has one of the highest in the region with 3 per cent."The rate at which consumers in Asia-Pacific receive and send emails and text messages is increasing every minute. With the rapid expansion of 4G across the region, there is an even greater need to ensure that checks and systems are in place to meet customer demands for a secure environment and a clean network," he stated.Regional operators, in particular, have a strong incentive to engage vendors such as Cloudmark to implement mobile network monitoring and filtering for spam.The SMS platform is being increasingly overlooked by consumers in favour of services such as WhatsApp, Line and KakaoTalk, which have the added advantage of being relatively spam-free. In order to win people back to SMS, operators will need to offer better safeguards over the types of messages their subscribers are receiving or face further erosion of their once-lucrative messaging service, Mr Cook said.Cloudmark announced in September it had inked a deal with Australia's Optus to protect its network from mobile and email spam, while other regional customers include NTT Docomo in Japan, Vodafone in New Zealand and India's Bharti Airtel. It has also partnered India's TeleDNA to offer anti-spam tools to operators such as Tata, Uninor, Idea and Aircel, Mr Cook said. India's telecom regulator had issued a directive to all operators to put in anti-spam controls by the end of 2013's third quarter in order to reduce the level of mobile spam, which the executive said amounted to 40 per cent of all mobile messages sent to consumers there.As for Singapore, the vendor continues to be in talks with the three mobile operators, but no partnerships have yet been signed, Mr Cook said.self storage
