Jessup III, 39, on three counts of aggravated sexual battery, and one count each of object sexual penetration and forcible sodomy, recommending a 120-year sentence during his June trial.During Tuesday's sentencing hearing, Nelson County Circuit Court Judge J. Michael Gamble upheld the jury's recommendation, which included the maximum sentence of 20 years each on the aggravated sexual battery convictions, and 30 years each on the counts of object sexual penetration and forcible sodomy. The terms will be served consecutively with no time suspended.Gamble said he is not always inclined to affirm a jury's verdict, but felt it was appropriate in this case."This case is a case that has, I think, at least to say, unpleasant facts," he said.The victim claimed when she moved to Nelson County in 2009 at the age of 15, Jessup began a pattern of sexual behavior toward and with her.During her testimony at the trial, she claimed he made sexual comments, which progressed to inappropriate touching, eventually to sexual acts and intercourse.The girl, now 19, claimed all the contact was against her will, adding she was intimidated by Jessup and believed he could hurt people.Her mother, who lives out of state, testified at the trial she contacted deputies in 2012 after her daughter accused Jessup of the abuse.Defense attorney Lloyd Snook asked Gamble to set aside the verdict, claiming it "makes very little sense."He noted the jury acquitted on multiple charges that included the element of force, threat or intimidation, while convicting on charge that incorporated the element. 本報駐泰國特派記者 王 慧 暨佩娟英國渣打銀行日前發佈最新《美國和中國——誰對亞洲更重要》研究報告，存倉《環球時報》記者收到的這份報告顯示，近年來，中國經濟影響力與日俱增，在東北亞地區和新加坡等地已超過美國。中國香港是受中國內地影響最多的經濟體，其次分別為中國台灣、新加坡、韓國、澳大利亞和馬來西亞，美國對印度、菲律賓、印尼和泰國的經濟影響力則超過中國。美國經濟分析與咨詢機構“環球透視”亞太區首席經濟學家拉吉夫·比斯瓦斯在接受《環球時報》記者採訪時表示，美國和歐盟對亞太地區的貿易、投資重要性下降，中國重要性上升。這將對全球經濟治理產生深遠影響，中國將在世界和亞太多邊合作機構中發揮更大作用。亞洲國家也將更多進行區域內投資和貿易，而不是像過去那樣依賴歐美。中國重要性顯著上升報告針對過去10年美國及中國內地的經濟數據，用回歸分析法分析了各自對中國香港、中國台灣、印度、印尼、馬來西亞、菲律賓、新加坡、韓國、泰國及澳大利亞等亞洲10個國家及地區的經濟影響力。報告顯示，過去10年來，美國的經濟增長對亞洲地區的經濟影響力比中國更強。但從2008年到2013年，中國經濟增長對亞洲的經濟影響力日益增大，已經超過美國。在貿易方面，自美國爆發次貸危機以來，中國為亞洲地區出口提供重要支撐。2005年以來，亞洲10個國家和地區對中國的出口都在增加。2012年，除菲律賓和印度，其他8個國家和地區對中國內地的出口都超過對美出口，其中，東北亞地區和澳大利亞對中國內地出口遠超對美出口。報告還強調，亞洲出口到中國的大部分是中間商品，而亞洲出口到美國的以消費品居多。“環球透視”提供給記者的數據顯示，過去10年中，美國（也包括歐盟）作為亞洲出口市場的重要性相對下降，而中國的重要性顯著上升。例如，從2001年到2012年，美國占澳大利亞出口的比重從9.9％下降到3.8%，中國則從5.7％猛增到29.5％。美國占泰國出口的比重從23.3％下降為9.9%，中國則從4.4％上升到11.7%。美國占馬來西亞出口的比重從25％下降為8.7%，中國則從4.3％上升到12.6％。報告還顯示，在外商直接投資方面，美國是亞洲地區主要的投資者，中國內地對中國香港以外的亞洲其他地區的投資目前還比較有限，但亞洲經濟體對中國的投資卻超過亞洲經濟體對美國的投資。另外，自存倉2009年6月到2013年6月，中國投資者占新加坡房地產市場外國買家的比重從3.7%上升到7.2%，而美國只從0.4%微升到0.8%。在跨境旅遊方面，在印度和菲律賓以外的亞洲其他地區，尤其是在中國台灣和韓國，中國內地遊客都超過美國遊客。在澳大利亞，中國遊客人均旅遊支出超過美國遊客。中國市場對歐美形成有力補充“中國在地區內的經濟影響力超過美國，只是時間問題。”泰國開泰銀行第一副總裁蔡偉才對《環球時報》記者舉例說，“美國經濟近年來比較低迷，在泰國的直接投資逐年減少。去年中國已經超過美國，成為泰國第二大貿易伙伴，僅次于日本。”比斯瓦斯表示，中國將在2021年超過美國，成為世界第一大經濟體。中國對亞洲的影響力將繼續增大，並將成為大多數亞太國家最大貿易伙伴。專家們強調，中國巨大的市場規模和快速增加的消費需求，將對疲軟的歐美市場形成有力補充，有助于推動亞洲國家與中國的貿易和投資持續增長。蔡偉才表示，泰國盤穀銀行和開泰銀行已在中國設立多家分行。盤古銀行的年收入中，近20%都來自海外市場，其中，50%的海外市場收入又來自中國。中國崛起改變亞洲經濟格局專家們認為，中美經濟影響力的此消彼長，使亞洲國家對中國更加期待。比斯瓦斯認為，中國應該幫助地區內的其他國家發展關鍵的電力、水利、公路、鐵路和港口等基礎設施建設項目，並提供技術支援。蔡偉才建議，中國不僅要繼續加大中國與東盟的雙邊貿易量，還要繼續增加對這個地區的直接投資，尤其在鐵路、公路等基礎設施以及食品、化工、機械、可再生能源等領域。中國也能從亞洲發展中獲益。蔡偉才舉例說：“泰國政府在一些特區提供‘關稅8年全免、5年減半’等優惠政策，中國企業在泰國投資生產的商品出口到歐美和印度，更不易遭遇反傾銷訴訟，近年來許多中國企業來泰投資設廠，並為即將實現的東盟經濟一體化布局。”中國經濟崛起也在改變亞洲地區的金融體系。蔡偉才表示，用人民幣進行貿易結算的需求也在日益上升。他笑著說：“很多客戶都在咨詢說想用人民幣進行貿易結算，這樣就不用被美元剝去兩層皮了！”“這是亞洲的世紀，亞洲國家應該抓住機遇，在貿易、投資和金融等領域建立強有力的區域合作關係，尋求建立只有亞太國家參與的新的地區經濟合作機構，探索本地區自我治理和合作的途徑。中國應該在其中發揮領導和關鍵作用！”比斯瓦斯說到此處十分感慨。▲迷你倉新蒲崗

【本報訊】澳電表示，文件倉向政府申請於舊區安裝八個戶外變壓房選址大部份已獲首肯，待批准後三個月內可建成，並考慮於同善堂附近建變壓房，應付新馬路一帶的發展需求。 澳電昨於旅遊塔舉行第六屆電力客戶諮詢委員會第六次會議，議題包括舊區戶外變壓房選址及申請、橫琴澳大新校區安排和新賑單設計最終方案等。 會後電諮會副主席、澳電執行委員會顧問阮毓明表示，去年澳電向政府相關部門遞交安裝八個戶外變壓房的申請進行中，選址位於舊區內供電緊張的公共空地位置，分別在河邊新街、康公廟前地、酒潭巷、營地大街、渡船街、�仔街市、地堡街以及路環打纜巷。 現時八個選址已得政府方面同意，當中五個的具體位置亦已首肯，餘下三個則還須進一步了解街坊反映才確定。阮毓明說，待政府作最後批准，相信三個存倉內可完成施工。 去年約有五千個加大電錶的申請，其中三十三個不獲接受（集中在新馬路、大三巴和渡船街一帶），原因主要是受到申請地點中低壓電網容量的限制或用電量超出其建築總安裝容量等。阮毓明指，若八個變壓房全部落成，應可回應目前的申請需要，但若情況持續就會有壓力，須另想辦法應付。 阮毓明稱，會上有委員關心新馬路舊城區商鋪較多，建議選點在同善堂增加變壓房，如附近的平線巷就有空間，相信選址會較易被接納，澳電對此會予以考慮。他補充，未來設站會透過地區社團和坊會接觸選址附近居民，與之溝通說明。 來季電費有望減一仙 另外，被問到今年都沒有天然氣供應發電會否有電費調升壓力，阮則謂，按現時國際油價走勢，他們的發電成本壓力不大，相信來季的每度電費還能較上一季度減少一仙。 自存倉
