Even fewer have applied.Gov. Bob McDonnell issued an executive order that eliminated a two-year waiting period before an application could be filed to restore rights. Now, a nonviolent felon who has completed all court-ordered conditions can apply and be automatically approved.What this means is that eligible individuals need only register with the Secretary of the Commonwealth via mail, email or phone to have their rights to vote, serve on a jury and work as a notary public restored.Organizations that are spreading the word about the change say that reaching those who are eligible is easier said than done."Virginia only has the names of people currently incarcerated, but not those who have been released. They don't know where these people are," said Ladelle McWhorter of Virginia Organizing, a non-partisan grass-roots group. "The thing that [the governor's office needs] is for people to come forward."The state does not have a single comprehensive list of eligible nonviolent felons. So there is no efficient way to notify individuals of the rights-restoration process.Instead, Virginia Organizing and nearly a dozen other organizations have been hosting civil rights restoration workshops around the state to increase awareness.McWhorter, who is vice chair of Virginia Organizing's state governing board, said that the workshops outline how rights can be restored and assist eligible individuals in filling out the necessary paperwork.The workshops include testimonials from ex-felons like Fredericksburg resident Kevin Smith. He has yet to file his own rights restoration paperwork, but he has volunteered to get the word out to others.He said that the executive order allows ex-felons "to finally feel like we're a part of society again" without having to wait two years. Kimber reads like the pages of a chilling novel.A frustrated Nazi sympathizer, the 61-year-old Ulster County man collected weapons, child pornography and enemies. During his 36 years as a pharmacist he used drugs, stole needles, insulted co-workers about their race and weight and once kept a large knife in his locker.Finally, Kimber, furious over a medical bill in 2010, repeatedly spread mercury around Albany Medical Center Hospital in a bizarre scheme to close down the facility.Federal prosecutors call it the story of a domestic terrorist.And when Kimber is sentenced Thursday in U.S. District Court for possessing chemical weapons, they want his next chapter to include at least 19 years in federal prison. That was the recommendation from Assistant U.S. Attorney Craig Benedict as Kimber awaits his fate at 11 a.m. from Senior Judge Lawrence Kahn."If he was willing to lash out in such an extreme, dangerous, yet patient manner as a result of receiving a bill that he had the money to pay, how angry will he be if he is ever released from prison, having now forfeited his home and savings, and lost his pharmacy license, his chemicals, his guns, his child porn?" Benedict wrote in a presentencing memo to the judge. "His history of addiction suggests he will abuse again, and he cannot be reasonably expected to abandon his prejudiced and hateful thoughts."Benedict said Kimber was an "extremely odd, gun-hoarding, anti-government loner," adding: "He has Nazi, racist and terrorist proclivities."In late 2010, Kimber was treated twice at Albany Med. He wrote a letter to the hospital the next month to complain about having to pay for his medical care. The hospital wrote back explaining why it was necessary. The mercury attacks soon followed.Kimber's attorney, James Long, wrote a memo to the judge earlier this month saying Kimber was upset at being billed by the hospital for treatment he believed was not performed and was not thinking straight. He cast his client's crimes as a result of severe depression and alcoholism and what Long described as "delusions" that led him to retaliate while lost in a maze of health care bureaucracy."Martin Kimber has been labeled by the government and the media as a monster," Long stated. "He has been compared to a terrorist in the mold of Timothy McVeigh. Nothing could be further from the truth."Long said Kimber overcame an alcoholic father and insecurities because of a desire to help people as a pharmacist."This is a point that has been largely ignored by the U.S. attorney and the media," Long stated. "Mr. Kimber is a caring and concerned man who has struggled for so long with his thoughts and fear -- since early childhood -- and finally lost hismini storagejudgment. He essentially lost his mind."Long asked for a sentence of between 57 and 71 months, which would land his client in prison for less than six years. Albany Med has requested that Kimber be locked up far away from Albany so he cannot be treated there under any circumstances.Prosecutors acknowledge Kimber was fired from his most recent job as a pharmacist in 2010 after he was found unconscious on a bathroom floor with his socks off. He had injected Versaid, a powerful drug, between his toes.Benedict, however, scoffed at the notion that alcohol was an excuse for Kimber's crimes."Excessive drinking, drug use, and medical bills, do not lead to chemical weapon attacks," Benedict stated. "Rather, the defendant's attacks seem more likely the culmination of a lifetime of profound dysfunction and pent-up frustration at his largely failed social and professional life."Benedict also argued that Long could have argued an insanity defense if his client was truly experiencing "delusions."Kimber struck the hospital four times: March 28, April 11 and June 23 in 2011, and on March 2, 2012.From his home in Ruby, Ulster County, Kimber trekked more than 100 miles to drop mercury in strategically designated areas of the hospital: the emergency room, central elevators, a bathroom, a main hallway and in the cafeteria, where he sprinkled the potentially deadly neurotoxin in a salad bowl and toaster.On Nov. 29, 2012, Kimber pleaded guilty to possessing chemical weapons and tampering with consumer products with extreme indifference to risks of bodily harm or death to others. He did so in the face of evidence that included surveillance footage of him at the hospital and E-ZPass travel records that placed him at the scene of the crime.Canisters of mercury were found in Kimber's car and home, where he lived alone. At the home investigators found Nazi memorabilia and child pornography, the latter of which could have itself landed Kimber in federal prison. He was not charged only because he already faced a possible life sentence. 根據中國電子商務研究中心發布的報告顯示，迷你倉今年上半年，大陸電子商務市場繼續高速增長，截至6月，大陸電子商務交易額達人民幣4.35兆元（約新台幣21兆元），比去年同期增長24.3%。其中，B2B交易額達3.4兆元，年增率達15%。網路零售市場交易規模達人民幣7,542億元，年增率達47%，預計今年有望達到人民幣1.7兆元（約新台幣8兆元）。報告顯示，今年上半年大陸網路零售市場交易規模，占社會消費品零售總額的6.8%，這一比例還將保持擴大態勢，今年年底有望突破7%。網購已成為拉動消費的重要管道。中國電子商務研究中心主任曹磊認為，儘管上半年大陸外貿疲軟態勢持續，但中小企業紛紛變外銷為內銷，拓展國內市場。加之各地方政府陸續推出扶持政策措施，吸引更多企業加入儲存倉商行業，這些都一定程度上推動電商行業總體看好。中國電子商務研究中心高級分析師張周平分析，電子商務的發展與地方經濟發展水準密切相關，沿海及經濟發達地區，發展電子商務的基礎設施完善、消費者對新興事物的接受程度較高、相關政策、融資等環境良好，這些因素都使得經濟發達地區電商企業密集。報告顯示，在電商企業區域分佈上，排在前十的省市依次為：廣東、浙江、北京、上海、江蘇、四川、山東、河北、福建、湖北。在人員規模上，截至今年6月，電子商務服務企業直接從業人員超過220萬人，由電子商務間接帶動的就業人數已超過1,600萬人。專家認為，隨著大陸電子商務發展，除了直接帶動從業人員規模增長；同時也帶動如物流快遞業、網路模特兒、網站裝修師、專職網站賣家等產業鏈相關行業的發展。迷你倉

　　本報記者 莫利萍　　吃喝玩樂過假期，迷你倉要找一個地方能把這些事情都搞定，商場是個不錯的選擇。浙江金秋購物節遇到的第一個小長假就是中秋節。昨天是中秋小長假第一天，記者從杭城一些商場瞭解到，趁著假期來商場購物的消費者明顯增加，和其他假期相比，在中秋節這個注重團圓的節日，舉家前來的消費者占了相當大的比例，由此帶動了童裝、休閒運動等商品銷售。　　全家出動　　逛商場　　商場還沒開門，門口卻有不少顧客等著了。在昨天的杭州大廈、銀泰、百大、解百等商場門口，這些“等等族”多了不少。在杭州大廈的天橋上，等待商場開門營業的消費者幾乎擠滿了整個天橋。　　除了客流量的增加，和平常相比，昨天全家出動逛商場的顧客特別多。有年輕的爸媽帶著剛剛學會走路的小孩，也有年輕人帶著自己的爸媽，甚至還有不少是一家三代一起來逛街的。家住文二西路的王小姐昨天一早就帶著父母去逛印象城，順便在外婆家吃飯，巧合的是，在她邊上吃飯的食客，很多都是和父母一起的。“平常忙於工作，家里需要父母照料，難得放假帶他們一起出來放鬆一下。”王小姐告訴記者。　　記者從一些商場瞭解到，中秋小長假天氣不錯，不少顧客舉家出門逛街覓食，商場里的家庭型顧客至少占到六七成。　　親子店鋪　　很火爆　　一些年輕的三口之家，也成了昨天商場消費的主力。在銀泰城，這一現場特別明顯。“前段時間試營業，店里一天來客在2000人左右，今天估計要過萬。”開設在銀泰城地下一樓的孩子王，昨天成了自存倉個購物中心中客流密集度最高的點之一。據該門店總經理劉王軍介紹，昨天是該店正式營業第一天，不少顧客早早趕來排隊，店鋪不得不提早開門，讓迫不及待的小朋友們提前玩起來。　　別小看了這些專注母嬰童生意的商家，和孩子有關的生意已經成為眼下發展勢頭最好的。在很多中國家庭，一個孩子帶動六個大人錢包的現象比比皆是。像孩子王的定位是滿足嬰幼兒童及准媽媽的一站式購物需要，內設潮流、時尚的衣櫃、美味的廚房、夢幻的客廳以及來了不想走的玩耍區4大主題館，其實，只要能讓孩子們來了不想走，爸爸媽媽都樂意在這裡進行其他消費。　　“小朋友在這裡玩耍，單次收費是50元。”劉王軍說，但顧客的購物需求還有很多，所以孩子王的客單價能達到四五百元也不稀奇了。　　小長假帶動　　家庭型消費　　對國人來說，中秋節講究的是團圓，所以中秋小長假不失為一個舉家團聚的好時候，在忙碌的工作之餘，有充裕的時間陪陪家人。這也在昨天的消費中體現了出來。昨天的商場，童裝、休閒運動、黃金珠寶等都是銷售表現較好的品類。　　比如童裝的銷售增幅就很明顯。“平常童裝的銷售占比在2%~2.5%，今天占總銷售額的4%。”杭州大廈相關負責人表示，這就是受到了家庭型消費的帶動。運動品牌、數碼產品的銷售也很強勁，到昨天下午三點左右，這些品牌已經完成了平時一天的銷售額。　　記者從銀泰西湖店、蘇寧等商家瞭解到，由於蘋果新款手機5S、5C將在今天上市，這個小長假，數碼產品的銷售將更強勁。迷你倉
