That would be tragic, because I think we're going to look like Detroit if that happens."Whaley argued the only people to complain about the tax credit move were Wagner and his campaign, two years after the fact. She said City Commission made the decision to end the credit after the state government cut $9 million in annual aid to the city. It was one of nearly 40 budget-cutting or revenue-raising ideas considered, with close to a dozen implemented."We brought the tax credit out just like the other 39 issues, and this was the one that most people said, save our services, save our ambulances, save our police and fire, save our public works, and we'll do this," Whaley said. It also would let Univision take advantage of a new appetite for IPOs on Wall Street as stock prices flirt with new records on a monthly basis.Reuters cited three unnamed sources in reporting the potential IPO plan, but said Univision's board has not made a final decision on whether to proceed. Buyout firms, including Madison Dearborn Partners, took Univision private in 2007 with a $12.3 billion stock purchase. Univision first went public in 1996.While headquartered in New York, Univision runs its national television operation out of Doral studios. Another candidate, Michael Pinkston, lost to Fowler in the 2011 election. The third candidate, Jimmy Holland Jr., is making his first run for office.The two top vote-getters in the Oct. 8 primary will advance to the general election in November. The winner will replace Fowler, who isn't seeking a second term because he said he wants to devote more time to business.Geographically, District 8 is the largest of the city's nine council districts and includes the westernmost neighborhoods of Fayetteville near Hoke County and Fort Bragg.Holland and Pinkston say dealing with crime would be their top priority if elected. Mohn says improving and supporting public safety is his top focus. Crime is a key part of that, Mohn said, but he also counts the Fire Department and sanitation services as public safety.All three candidates say they'd support hiring more police officers and promoting community watch programs. They also promise to focus on economic development and job creation.Jimmy HollandExcept for a 4 1/2-year stint in the Army, Holland doesn't remember a time when he hasn't lived in west Fayetteville.His parents moved to the city when he was 6 weeks old. He graduated from Seventy-First High School and took his only leave from the city then, joining the Army and serving in Operation Desert Storm. He now co-owns an 11-year-old civil engineering and land-surveying firm in Fayetteville called 4D Site Solutions."I plan to be here the rest of my life," Holland said.He serves on the planning board but is about to leave that post for a new one on the board of adjustment.Holland believes the city should find a way to give the Police Department the funding it needs for staff, equipment, programs and technology, even if the money has to be yanked from other areas."My belief is that local government's primary function is to provide security for its people, period," he said. "All other programs take a back seat."Holland said that before his neighborhood was annexed in 2005, a sheriff's deputy patrolled so regularly that Holland was on a first-name basis with him. Now, he said, "I rarely see a police officer in my neighborhood."Holland said he doesn't blame police, which he called understaffed."I blame the city," he said.He believes additional funding could be found by privatizing services such as landscaping and trash collection."It just burns me up when I see people on the side of the road doing landscaping when you could take that crew and hire a police officer for a whole year," he said.Holland said the city should also do whatever it can to promote economic growth. He said some portions of the city's Unified Development Ordinance, passed in 2011, are too constraining on developers and should be changed.Ted MohnThe Army brought Mohn and his two young children to Fayetteville for two years in 1997 and again in 2002. When the divorced single father retired from the Army in 2004 after a 21-year career, he decided to stay in Fayetteville. He now works on Fort Bragg as a civilian modeling and simulation specialist.Mohn got involved in local politics in 2004 when the city was preparing to annex 27 square miles and 42,000 people in the western part of the county, including Mohn's neighborhood. Through the group Cumberland County Citizens United, he fought the so-called Big Bang annexation. The annexation happened anyway, but Mohn decided "it was either sit back and complain ormini storagetry to get on City Council and make a positive impact." He was elected to two terms in District 8 but declined to run again in 2011 so he could fully enjoy his son's senior year in high school.Now with his children out of high school, he said he can devote his time to serving the city."I didn't want to get off," he said. "But family comes first. Now I have the time to dedicate to it."Mohn said he supports the hiring of more police officers. He said city leaders and police need to work with county, state and federal agencies and with citizens on strategies and solutions to get tougher on serious criminals, to protect people and to guide children away from lives of crime."I think it's a joint effort," he said. "You have to engage the judicial system and the magistrates."Other key issues for Mohn include smart growth and planning, encouraging economic development through local policies and safe routes for pedestrians.During his time on the council, he said, he attended community meetings to learn people's concerns. He said he enjoyed the interaction and was happy to try to help people, even if they lived outside his district. He said he still got calls from people seeking his help after leaving office."If you can help somebody, why not?" he said. "It's all fun."Michael PinkstonIn the late 1960s, Michael Pinkston said he was "the quintessential long-haired tree-hugging hippie."He opposed the Vietnam War and burned his draft card, though he still was drafted in 1970. Pinkston said he considered fleeing to Canada, but his girlfriend warned she'd never marry him if he did. So he joined the Army -- and liked it so much he stayed for 21 years. He also married his girlfriend; 41 years later, they're still together.When Pinkston retired in the early '90s, he and his family were living in Fayetteville, and they decided to stay. In 1994, Pinkston, who in the Army had taught mountain and rock climbing, opened an indoor rock-climbing gym downtown. He said The Climbing Place, now in its 19th year, is the largest such gym in the state.Pinkston has worked on local campaigns for Republicans and Democrats but says partisan politics have no place at the municipal level. In 2011, he ran for the District 8 seat but lost to Fowler, 409-221. He said then that he'd run again."I feel like the gift I have is for municipal politics," he said. "That's where I feel like I am called. I have no desire to be county commissioner or to run for a state office or to move to another level. The council could do that, he said, because "we set the police agenda. We say, 'It's time to take the gloves off. It's time to be tough on crime.' If the Police Department has the backing of council, they're going to be more determined to wipe out crime."Like the other candidates, he says the city should work with the county and other levels of government to address the issue. 南國早報記者 謝奎 實習生 雷奧琳9月19日，迷你倉欽州籍農民工班先生仍躺在醫院重症監護室里治療。5天前，他和兩名工友在一家民房4樓施工時，不慎觸碰到樓頂上空的高壓電線，被電流擊傷。據瞭解，類似在建民房因施工安全措施不到位導致的事故，在南寧市時有發生。私宅建設為何安全事故頻發？記者調查發現，這與施工現場未採取必要的安全措施有關遭遇樓上掉下建築模板擦頭而過因為大意，班先生和兩名工友手中的木棒觸碰到樓頂上空的高壓電線，導致三人一同被電流擊傷。9月13日中午，這起發生在南寧市淡村路城中村李某家4樓樓頂上的事，導致班先生身受重傷，至今仍無法康複。醫生稱，還要10天左右才能轉到普通病房。南寧市的覃先生也有過一次驚魂經歷。9月10日上午10時左右，他行經南寧市江濱大道一路口時，忽然從新興村一座在建私宅上飛下一塊約1米長的建築模板，從離他頭部不到30厘米處擦過！類似的遭遇，市民葉女士也有過，她差點被一座在建私宅上掉下來的長凳砸中。而女農民工孫某則很不幸。8月26日上午10時左右，她在南寧市良慶區榮光南路光明街施工時，不慎從7樓墜落，當場死亡。調查在建民房多數沒有安全措施記者調查發現頻頻發生的安全事故，均與施工現場未採取必要的安全措施有關。9月17日上午，南國早報記者對南寧市多條路段進行走訪，發現在建民房中，未採取安全措施或毫無防護措施的十分普遍。在可利科園大道路口附近，3座在建的民房均有5層以上。其中一棟樓房的外牆上，3名農民工正站在腳手架上，一邊給外牆抹灰漿，一邊用工具剝離碎屑。他們未戴安全帽，腰間也未系安全繩。隨著他們手中的鐵錘不停敲擊，牆體的碎屑不斷撒落下來，令人不禁為他們捏一把汗。在中興大橋南端附近，多座在建民房也未見安裝防護網。許多農民工在這些樓房忙上忙下，但沒有人戴安全帽。從地上起吊沙漿、磚塊等重物，均通過安裝在樓上的簡易提升機完成。現場四周也未見安全監督員。至於安全與否，全看他們的“運氣”了。記者沿清川大橋往白沙大道轉了一圈，發現只有少數在建私宅搭有安全網，絕大部分未採取任何安全措施。在問及自存倉何未採取安全措施時，房東們要麼不置可否，要麼稱“已經提醒過農民工”。一名房東說，他們也想請正規的建築隊，可那樣會增加建設成本。而請馬路建築隊，可節省不少開支。他們的樓層又不高，應該不會出問題。說法每個社區5名安全員仍“不夠用”一邊是私宅“帶病”建設，一邊是官方疲于應對。青秀區中山街道辦事處副書記慕哲隆對此有深刻的體會。在新興村掉模板險砸中路人的事例中，該樓房東李某所請的農民工是沒有資質的野馬建築隊，不知道如何採取安全措施。事發後，經該街道辦督促，房東在安全通道上空安裝了安全防護網。但該街道辦認為仍不安全，建議用堅硬的竹排頂替，以確保過往行人安全。同時責令該樓暫停施工，補辦手續。慕哲隆說，安全事故頻出的建築大多為私人樓房。由於受利益驅動，一些人紛紛搶建或未批先建。為此，該辦在轄區14個社區中，每個社區設置5名安全技術巡視員，對本社區違建民房進行巡查，發現安全隱患及時報告。但巡查速度仍然比不上偷建搶建樓房的速度，往往巡視員前腳剛走，已“停工”的違章建築後腳就恢複施工。目前，僅中山社區就查出100多處違章建築（包括非法搭建的鐵棚），該街道辦已將情況向上級主管部門匯報。“對一些影響大的違章建築，政府部門將採取強制拆除處理。對其他建章建築，先做思想工作，動員他們自行拆除。”慕哲隆說。回應在建私宅安全監管確是難題 南寧市安全生產監督局相關人士說，對私宅建設的事前管理，辦理建設施工許可證、建設用地許可證等，由建設部門負責，用地規劃許可證則由規劃部門處理。安監部門只是事後對違章建築業主或施工方進行處罰。他表示，在建私宅的安全監管的確是個難題，因為這些房東聘請的工人多為野馬建築隊，有的也有村民之間的互助性質。這些工人多為未取得資質的農民工。一旦發生意外，工頭擔心挨賠償或被處罰，往往逃逸，導致處罰難以落實。該人士建議，農民工在施工時一定要採取相應的防護措施，如戴安全帽、腰系安全繩，建築物周圍應架設安全防護網。出事後，農民工千萬不要跟老闆私了，而應立即向安監部門報告，以便政府部門查處。（讀者陳先生 稿酬60元）迷你倉
