增設一兩個“黃金周”緩解擁堵
真正在黃金周期間擁堵、火爆的,迷利倉實際上主要是100多家5A級景區。如果把全國最頂尖景區的擁堵“放大”為全國景區的擁堵,就是典型的以偏概全;假若再據此做出通過取消黃金周解決擁堵問題的決策,就更是荒謬的因噎廢食了。無論媒體還是公�,似乎都對黃金周達成了一個普遍共識,那就是——堵!一滴水的確可以見太陽,但一滴水畢竟不是太陽,其實,所謂黃金周擁堵就是被誇大了的局部現象,那麼它的背後,是否還有一些深層次的東西,是我們沒有注意到但可能更應該也更值得注意的呢?黃金周的擁堵其實具有相對性、局部性黃金周擁堵“盛名之下,其實難副”,全國數萬家景區,門庭冷落的不在少數,真正在黃金周期間擁堵、火爆的,實際上主要是100多家5A級景區。即使是公路的擁堵,也主要發生在長三角、珠三角等經濟發展超前、汽車保有量較大的地區以及那些與核心景區、熱門景區的連接線上。放眼全國,西部絕大多數地區不堵,名氣小的景區也不堵,除了像八達嶺、故宮、頤和園這些外地遊客比較集中的地方以外,北京城區都是暢通無阻,道路交通非常之好。筆者十一期間去了黑龍江佳木斯的大亮子河國家森林公園,人少、景美、空氣好,到那裡的人都享受到了難得的愜意。因此,擁堵,只是相對而言,是“點”,而不是“面”。如果把全國最頂尖景區的擁堵“放大”為全國景區的擁堵,就是典型的以偏概全;假若再據此做出通過取消黃金周解決擁堵問題的決策,就更是荒謬的因噎廢食了。根治擁堵是一種不切實際的幻想黃金周集中旅遊特別是擁堵確實不可避免地導致社會資源的浪費,也影響了公�的出游體驗。但是,不管對於自然界還是人類社會,這種周期性的不均衡運動,如農曆每月十五的錢塘潮、城市交通的早晚高峰,都是一種正常現象,很難人為消除。黃金周擁堵也是一樣,伴隨著生活水平的提高、旅遊需求的旺盛以及人們對自我價值的追求,加上假日等社會條件、氣候、地理、文化傳統、消費習慣等因素,必然存在於一個周期性不均衡的動態過程之中。既然這種不均自存倉現象是必然的,怎麼可能根治得了呢?春節滿足的是民�關於家庭團聚、文化傳承的傳統精神需求,黃金周滿足的是日益增長的以旅遊消費為載體的現代精神需求,同樣都是具有一定剛性的需求。而且旅遊這種現代精神需求在與日俱增。因此不難想象,假如取消黃金周,只能增大出行、出游需求的“堰塞湖”,其破壞性不可低估,也嚴重影響民�的幸福感提升。緩解黃金周擁堵的現實之道對於擁堵問題,只能通過一些方式來緩解,不可能根治。根據國際經驗,帶薪休假確實是發達國家普遍採用的一種比較理想的休假模式(當然並非這些國家就沒有事實上的集中休假現象,如歐美的聖誕長假和日本的黃金周),但是國務院辦公廳印發的《國民旅遊休閒綱要(2013-2020年)》對職工帶薪休假制度的落實提出的明確目標也只是“到2020年,職工帶薪年休假制度基本得到落實。”帶薪休假能夠逐步落到實處固然是好,但在帶薪休假尚未基本落實、且已明確七年之內無法“基本落實”的情況下,面對現實,切實緩解長假需求與長假短缺的尖銳衝突,疏通公�出行、出游需求的“堰塞湖”,進一步改革假日制度,增設一個或兩個黃金周長假則不僅必要,甚至可謂當務之急。現階段解決出行“擁堵”問題的根本之道是,在推進帶薪休假制度的基礎上,增加兩個法定假日到五一,直接恢複五一黃金周;或者增加3個法定假日,通過前挪後借雙休日,增設一個黃金周(在中國旅遊日前後放假3天增設春夏黃金周或在8月上旬增設避暑黃金周);或者將春節黃金周延長到10至14天,現有的清明、端午、中秋三個傳統節日可以採取新的放假辦法——在節日當天放假一天,原則上不調休,若節日恰逢雙休日,則固定在雙休日之後的周一(或之前的周五)補假,形成固定、可預期的小連休(或者不再另行補假)。這樣就既能保證傳統節日可以處於休假狀態,又不至於因為頻繁的雙休日調休嚴重打亂生活與工作節奏,同時由於三天與兩天相比,其功能難以產生質變,因此也不至於影響休假的質量。□劉思敏(旅遊社會學者)迷你倉

Local food production resolution bogs down
Source: The Arizona Daily Sun, FlagstaffOct.迷你倉 10--The Flagstaff City Council discussed during a work session Tuesday the language of three versions of a local food production resolution.Ultimately, Mayor Jerry Nabours asked Councilmember Jeff Oravits and Vice Mayor Coral Evans to work together to find common ground between their two versions to bring back to the public for input.Basically, the proposed nonbinding resolutions seek city support for efforts by its citizens to raise food, including food derived from agricultural animals, for consumption by themselves and their families.The newer versions of the resolution addressed some concern that the original resolution might somehow leave the door open or imply food producers did not have to comply with existing laws.Oravits' and Evans' resolutions, the second and third versions, added language to the effect that producers must abide by the law.Several residents commented to the council."There is no more fundamental right than the right to grow our own food" and control the quality of the food, Jonathan Allen said.Jim Burton said: "We are about civil rights; growing food for your family is a fundamental right. Times are changing. There are companies that may not have our best interests" in mind.Oravits said he was "disappointed" the resolution discussion had become "so political. It's really disappointing."Councilmember Scott Overton said: "I don't feel we are disallowing this. I am not interested in the resolution. It's not a very useful resolution in any of its three forms."Oravits said: "I would like to work on a compromise of our two resolutions (his and Evans')," proposing that he and Evans get more feedback from interested people before coming back for a council vote.VENDING CARTS AT ISSUEThe Council also discussed proposed amendments to the city statmini storagetes having to do with sidewalk cafes and vending carts.Roger Eastman, zoning code administrator for the city of Flagstaff, said the biggest issues related to an update of the code are: An inequity in the use fee, whether to apply the code outside the downtown area, and whether to make it easier for vending carts to get approval from nearby business owners.The mayor said he would like to see a prohibition of liquor before "say, 11 a.m. in the morning."Several residents offered their comment to the Council.Mark Lamberson, owner of Mountain Sports Flagstaff, said: "I feel this is a solution in search of a problem. So many people are trying to do what Flagstaff is now. We've done a pretty good job."Lamberson said in his opinion there are other downtown issues, such as broken sidewalks, that should take priority over this code revision."No one wants a vending cart in front of their place," said George Averbeck. "We don't want vendors ...."Averbeck said the carts don't pay for advertising like the downtown businesses do. He said he did not want to compete with the vending carts.As the code is currently written, vendors are required to get 100 percent approval from all business owners within 145 feet of their location. Vendors are only allowed in permitted locations.Councilmember Mark Woodson said he knows of some businesses that have encroached onto the sidewalk without a permit. Flagstaff glass recycled at last
Source: The Arizona Daily Sun, FlagstaffOct.self storage 10--Where do you put that empty bottle after you've poured the last glass of wine or scraped the final dredges of tomato sauce into the pot?If you're like most Flagstaff residents, you simply throw the bottle into the trash.But an announcement from the city this week might make many change their minds.In a Facebook post, city officials announced that glass is no longer being crushed and spread on the landfill as cover. It is now headed to Phoenix and then on to Mexico to become new bottles.Unfortunately, that doesn't mean residents can just throw the glass into their green recycle bin.But they can pay an extra $3.55 a month and have their glass picked up at curbside, knowing now they will actually be recycled into bottles again."There's been a lot of confusion over the years," said city of Flagstaff community sustainability specialist McKenzie Jones. "People either thought their glass was being recycled and were upset that it wasn't, or they thought it wasn't (being recycled) and they were still upset about it."For years, a dedicated core of Flagstaff residents have collected bottles in bags and barrels and driven the dripping containers to drop-off locations around the city (see list).A few hardcore recyclers take the glass to other states and redeem it for cash.And a small but growing number of residents have elected to spend a few dollars a month to have the glass picked up curbside by the city from their homes.COSTLY TO PULVERIZEBut a common refrain from residents has always been that it is simply not worth the time to separate glass from trash if it will just end up in the landfill anyway. Because there wasn't a nearby glass recycler, waste managers say it was never cost-effective to ship the glass, so the city has used it as ADC -- or Alternative Daily Cover.To cut down on flies, rodents and windblown litter, the Arizona Department of Environmental Quality requires that landfills use a regular top-cover. Many town dumps use local dirt.However, the Flagstaff area is dirt deficient, said Steve Bergeron, solid waste manager for the city of Flagstaff."It would cost an enormous amount of money to truck dirt in," he said. "We try to keep our operational costs minimized because it keep the costs of curbside collection down," Bergeron later said.But the city has plenty of other sources of alternative cover without the crushed glass. The city has an agreement with SCA Tissue to collect its discarded paper pulp for that purpose.At Norton Environmental, the glass was previously pulverized and then combined with the SCA pulp and other green waste before being spread atop the city's trash.The pulverized product wasn't viable as a recycling material because the colored glass was mixed and it was too labor intensive to remove things like labels and bottle caps. Some locals picked up the crushed glass for use in landscaping or art projects, but the demand for the free product was lig迷利倉t.And even that process has been costly -- about a thousand dollars a month to maintain the crusher, several thousand dollars in labor to pulverize the glass and then even more to truck the tractor trailers to the landfill.For Norton Environmental, the only reason to reuse glass was because it was required in their contract.HAULED AWAY FOR FREEThen, earlier this year, General Manager Ray Sellards said he was approached by Strategic Materials in Phoenix about taking Flagstaff glass to the Valley to be recycled. He was thrilled."They offered to take the glass and haul it and it would cost us nothing to get rid of it," Sellards said. "They're not paying us, but it's going to a better place than just the landfill."He said the company also approached other cities in northern Arizona that previously had struggled to deal with their glass.Once processed in Phoenix, officials say the glass is now sent on to Mexicali, Mexico, to be rebottled by Fevisa, a Mexican company. There, Flagstaff glass will eventually become Corona, Budweiser and Coca-Cola bottles.So residents reluctant to recycle might now have the incentive to stop throwing bottles away and spend the extra $3.55 a month for a third curbside can.SEPARATE CURBSIDE CAN NEEDEDHowever, glass still can't be thrown in with ordinary recycling.Sellards says that the Norton Facility was not designed for recycling glass and glass included in ordinary recycle bins must be separated on conveyor belts, where it can harm workers and equipment."The belts get cut up and people's hands get cut up by broken bottles and sharp edges," Sellards said.The glass can still be dropped off directly at Norton Environmental at 1800 E. Butler Ave., or any of the longstanding glass collection sites around town.The city of Flagstaff has also been offering curbside pickup in special blue containers since 2011 for an additional fee.Since the city started doing curbside pickups, about 600 or 700 households have signed up for the subscription service. But that number still pales in comparison to the 17,000 residences with curbside trash pickup. Bergeron says that the city is also providing commercial glass pickup at businesses.City officials weren't completely clear on why they didn't make the information public initially, adding that they weren't certain about how the new deal would work out."It's hard to say, 'Hey, we're recycling,' when half the town thinks you are already," Jones said. "This was the big notification -- initially we were making sure that it was going through and it was successful."Residents interested in adding curbside glass pickup can contact the City of Flagstaff Solid Waste office at 213-2110. But instead, they have chosen to build some parts of their network and lease the rest from SingTel."OpenNet, too, chose to house its systems in SingTel facilities and make use of SingTel's existing ducts and telephone exchanges," said the IDA spokesman.An OpenNet spokesman said it was "commercially and technically impractical" to build a network where every premise is served by two fibres through different ducts to separate central offices. Rand Paul of Kentucky, who have used the high-profile stage of the Senate to make early waves -- the government shutdown has moved things back into the wheelhouse of Mr. Ryan, Wisconsin Republican.This week, the 43-year-old penned an op-ed laying out a path out of the mess, and is one of the key negotiators for House Republicans if Democrats agree to the talks Republicans have proposed."It is hard to overestimate the role that Paul has had in shaping the intellectual policy positions of the contemporary Republican Party," said Rep. Tom Cole, Oklahoma Republican."That is a very different way of going about business than some of his colleagues in the Senate who have not done the hard intellectual work. 【明報專訊】前日小米創辦人雷軍接受路透社問時才表明,迷你倉最平5 年內不會上市,不過無礙小米繼續積極擴張。據內地《中國金融網》引述消息人士稱,小米的最新發展是將入股先思行(0595)成為戰略投資者。據報小米看中先思行自家品牌耳機,以及由其控股的韓國指紋認證公司的專利技術。先思行聘得韓國歌星PSY 來港為其耳機產品拍廣告,股價近日熱炒,昨日大升7.7%,收報0.7 元。入股金額傳高於梁伯韜衛哲先思行昨日未有評論小米入股的消息是否真實。翻查資料,先思行剛在7 月向包括「紅籌之父」梁伯韜及阿里巴巴前總裁衛哲等在內的7 個投資者,以先舊後新方式配股集資4270 萬元。《中國金融網》昨引述消息人士稱,小米亦會加入成為戰略投資者,但暫時未知具體入股金額,但價位將高於早前衛哲、梁伯韜等人的迷你倉.6 元入股價。另外,蘋果最新一代iPhone 5s 附帶的指紋認證技術,或成為未來智能手機的必備功能。報道又指出,先思行控股的韓國指紋識別上市公司Nitgen,擁有近百項指紋識別專利,小米亦希望借機引入相關技術打造自己的指紋識別手機。先思行擁韓指紋識別專利小米為內地熱捧的智能手機品牌,第二季在內地市佔率已達5% , 超越蘋果iPhone。小米在8 月時完成最新一輪融資,集團估值在不到3 年半時間內,由最初2.5 億美元躍升至高達100 億美元( 約780 億港元) , 已經超過加拿大黑莓手機(BlackBerry)的75 億美元市值。至於小米創辦人雷軍更是內地著名科技企業家, 被小米粉絲稱為「雷布斯」,即堪比美國蘋果教主喬布斯。雷軍同時亦是金山軟件(3888)的主席。儲存

聯想追落後 買Call(25409)

The right job for the right person - across a global workforce.self storage That's the 'true North' that LinkedIn CEO Jeff Weiner seeks. By Amit Roy ChoudhuryAS boss of a social networking site for professionals, Jeff Weiner, LinkedIn's CEO, has set a goal of opening up economic opportunity for every member of the global workforce, irrespective of their level of skills and education.Today, this is more of a vision than something that will be achieved within a fixed timeframe because the numbers are staggering - northwards of about three billion people.Mr Weiner admits that such an endeavour would take more than a decade to achieve. As such, the company's more immediate goal is connecting up the world's approximately 600 million professionals, or "knowledge workers" as LinkedIn likes to call them.With about 230 million registered users - growing at the rate of two per second - and 190 million active users per month, LinkedIn is on track to becoming the social network of choice for professionals."Our mission statement says that our goal is to connect these 600 million knowledge workers via LinkedIn and we are in a pretty good trajectory to realise this."The vision is the dream - that's true North. We want to think about the full potential of the platform and how we can create economic opportunity for every member of the global workforce."And in that respect there is a lot of growth still to happen but for now we are very focused on the realisation of the mission of connecting the world's professionals," says Mr Weiner.LinkedIn hasn't done too badly for a company that started out a decade ago as a social network to connect recruiters with job-seekers. In 2008, it had revenues in the region of US$76 million and this year it's on a run rate of around US$1.5 billion. Mr Weiner joined as president late in 2008 and became CEO in 2009. Interestingly, LinkedIn is one of the few Internet start-ups which has managed to keep Wall Street happy after it had its IPO. From a listing price of US$45, the share price has been hovering around US$220-US$225 this month. This gives LinkedIn a market value in the region of US$20 billion, making it one of the most valuable technology companies in the US.Mr Weiner feels mobile technology will play a large role in LinkedIn's endeavour to reach out to more people and eventually to the the three billion-strong global workforce. "Mobile will ensure that people who have access to digital technologies will also have access to the information and knowledge they need to accrue expertise and skills so that they can realise economic opportunities once they become available."In terms of social networks, LinkedIn has always been seen as the smaller brother of the much bigger Facebook. The social network with about one billion users is more than four times bigger than LinkedIn. In terms of revenue generation, Facebook is around four times bigger. However, if share price is a barometer of market expectations of future growth prospects, then LinkedIn is way ahead of Facebook.Social media has really changed the way that people can connect, says Mr Weiner. Historically there was great cost in terms of time and energy that was required for staying in touch with family, friends and colleagues. As a result, one could not share with other people as often as one would like. Now one can connect with even long-lost acquaintances in milliseconds.Share and share alikeNow social media has radically changed behaviour. "We are now sharing things on social media, which if people did 10 years ago, they would have been thought as being crazy. People share what they had for lunch, what they are watching on TV while they are watching it. They are talking about what they have been up to at work. They share everything. As a result, there is this never-ending stream of content that we are constantly exposed to."Mr Weiner isn't worried about Facebook's or for that matter Google's looming presence online in adjacent marketplaces to LinkedIn's."I don't think it's easy for a Facebook or Google to move into our area because context matters. More than 80 per cent of our members want to keep their professional and personal lives separate."Less inane postings happen in LinkedIn because it's a professional site and there is no anonymity. People understand that whatever you post represents who you are professionally. Since this is tied to their livelihood, people think before they post."I don't think a company which is focused on one context (that could be either professional or social) can move easily to another context and this is one of the reasons why we have had success in keeping a focus on the professional context. If you look back on the consumer Web, it's important to clearly define what the site is about. In a situation of multiple options, you have to self-organise these options and this creates enough friction to make people turn to a single focused option. So context is important for companies who have reached scale."Mr Weiner notes that people now represent themselves online with their ideas, ambitions, goals and experiences, skills and ambitions so that opportunities can accrue to them. "It's not just about job opportunities, they could want to collaborate on a project for example. How do they find you? Can they get a warm introduction with you? It's this ability to connect with other people which has forever changed because the friction of connectivity has gone."Just as Facebook has its social graph which has invaluable data on relationships between individuals, LinkedIn has an equally ambitious idea of building a world economic graph once it gets to its goal of connecting the world's three billion workforce. "Right now I would describe LinkedIn as a professional graph as we connect professionals, enabling people to find others and be found themselves," the LinkedIn CEO observes."The economic graph goes beyond that. We want to map the global economy and digitally represent every economic opportunity, both full-time and temporary and the skills required to obtain one of those opportunities."The graph would also include a profile of every company in the world, have a profile for every higher educational organisation and have a profile of every one of the three billion global workers. "We will then overlay the professional knowledge of every one of these professionals, educational institutions and companies to the extent they want to sharemini storage And once that's done, we want to get out of the way and we want to allow capital, all forms of capital - intellectual, working and human - to flow to where it can be best leveraged," says Mr Weiner.Once that happens, you can start to predict which economies are growing and which are declining and the skills of the aggregate workforce by geography, the fastest-growing jobs in those geographies and the size of the gap between them, he adds."You can predict how you can best prepare the workforce for the jobs that will be as opposed to the jobs that once were. We would be able to enable students to select schools based on outcomes. They can check the schools where the top professionals went to and reach out to them for advice and mentorship. Economists can use this data and pose questions; all of this is not possible now."Mr Weiner agrees that companies like LinkedIn are riding the cusp of the tectonic shift that is happening in how technology is both perceived and used."It goes way beyond LinkedIn or any single company. By virtue of technology and the rate of innovation, we now are faced with a situation where innovation is happening at a rate that exceeds our capacity to be trained at how best to leverage it. If you look through human evolution and history, innovation has unfolded at a pace that enabled people to retrain so that they could best leverage the new technology and create productivity gains. Until now."He gives some examples of past technological innovations. The agrarian age unfolded over a millennium. That's a long time to learn how to use new farming equipment."The industrial revolution happened over two centuries and people learned to take advantage of things like the steam engine and printing press. Then we had the information age which also unfolded over decades."With digital technology, however, you now see new innovation and companies coming up within years, if not months. So what's happening is a growing divide between economic opportunities that are being created by these innovations and the skill sets of the aggregate workforce capable of taking on these opportunities."So it's very important that we keep on retraining the workforce with the skills necessary to take up the roles that are available today, as opposed to the roles that were available yesterday."Mr Weiner asks a rhetorical question: "How do you do that?"His answer: "I think there's a number different ways. The most important of this is education and it's not just primary school reform. We need to recognise that the way in which we have taught children historically has largely become antiquated."We need to do a better job of leveraging new technologies and teaching kids how to collaborate in a world that is increasingly networked and inter-dependent. We need to inculcate in them critical reasoning, a habit of challenging assumptions and not just learning by rote and develop creative problem-solving capability. So primary school reform is going to take some time."He adds that Singapore does an unbelievable job in education and has become a model for the rest of the world. "But in markets like the US there's a lot of room to improve."Mr Weiner feels that new technologies can be used to help kids learn at their own pace and according to their own requirements.Along with better education, immigration reform is a must in order to make it easier for people with unique skills to take up jobs within markets that most need them, he adds.And lastly, digital infrastructure has to be built up rapidly. The more ubiquitous access to digital technology becomes, the more people can tap the knowledge and information that exists today so that they can be trained to take on new roles, he notes."So education, immigration reforms and the build up of digital infrastructure are the three ways we can start to close the digital gap."The dual passion for education and technology has had a great influence in shaping Mr Weiner's career. "I have been very fortunate to have had an understanding with what I've wanted to accomplish at a pretty young age and I haven't veered from that, it has evolved somewhat but it's remained pretty much on course."He has always been interested in the education reform. Mr Weiner notes that when he finished university, he could have chosen a public sector career path where he could have opted to teach or become an education administrator. "Or I could go down the private sector path and amass enough influence and resources so that I could make change happen. I opted for this path."After graduating with a bachelor of science in Economics from the University of Pennsylvania's Wharton School, Mr Weiner became an analyst in a strategic management consultancy arm of Deloitte & Touche in 1992. After a couple of years there, he joined Warner Brothers. After working his way up to become VP at Warner Brothers' online division, he joined Yahoo! as an executive VP in its network division. His next stop was a stint as executive-in-residence at Accel Partners and Greylock Partners, top Silicon Valley venture capital firms. Around this time, he met Reid Hoffman, LinkedIn's founder, who brought him onboard LinkedIn in late 2008.It may not come as a surprise that the LinkedIn CEO is an information junkie. "I like reading and consuming information. And so for me, believe it or not, it's an unwinding experience. To decompress I like to consume information and lots of it."But he's no workaholic. "When I'm working, I concentrate on my job. But when I'm with my family I don't want to be using my device, especially when I'm with my daughters.
