But there were so many childhood firsts Patric never got to, his life snuffed out during a Columbus Day weekend outing with his father, Stephen McCarthy, his stepmother and stepbrothers."He never had his first kiss. He never had his first car. He never had his first girlfriend," Murray said.The last couple of weeks have been difficult, Stephen McCarthy, said. "You just think about what he could be doing at 20 years old," he said.Kevin Reardon, 19, of Bourne, who was friends with Patric since they were babies, said he can imagine that Patric would be one of a group getting together this weekend to watch football and the Red Sox in the playoffs."I miss him every day," said Reardon, a student a Cape Cod Community College. "I wrote a poem when he died and spoke at his funeral. It was the hardest thing I ever did."What happened in the White Mountains of New Hampshire 10 years ago remains in dispute between Patric's family and law enforcement officials in New Hampshire.Patric's family, backed by a collection of experts, is convinced the boy was killed and moved to a mountainside location 2.2 miles from his father Stephen's condominium in Lincoln, N.H. Family members say the shy, reserved boy would not have wandered that far away from the condo, making his way to a remote area of Whaleback Mountain.Not possible, said Reardon, who played Little League and went to Cub Scouts with Patric. "He just wasn't that type of kid to wander off," he said.Law enforcement in the New Hampshire Attorney General's Office and the Office of the U.S. Attorney are steadfast that the evidence does not point to foul play. They stand behind the conclusion of New Hampshire Medical Examiner Dr. Thomas Andrew that Patric's death was accidental by hypothermia.Law enforcement has left open the door that it would reopen the case if compelling evidence is brought forward.Terrance O'Connell, a Cape defense attorney and private investigator who has worked on the case for 10 years for Stephen McCarthy, said much of the evidence compiled has been ignored, including a fairly recent admission by a law enforcement official that there was an "uh-oh" moment when Patric's body was brought down from the mountain by searchers from the New Hampshire Department of Fish and Game without state police detectives ever going to the scene where Patric's body was found."We have spoken to a former New Hampshire state trooper who was present when Patric's body arrived at the water tower," O'Connell said. "The trooper said they all knew they made a mistake once they saw the obvious signs of foul play. They should have gone to the scene. There were numerous phone calls made and it went very high up. Four days later, after a massive search that captivated Cape Cod and much of the Northeast, Patric was discovered dead, his partially clothed body found in the leaves."I remember watching it on TV," Reardon said. "My father went to search and I wanted to go, but I was only 9. I remember sitting there, and I would cry."By now, the inconsistencies in how Patric's case was handled are well-documented. Andrew, the medical examiner, ruled the boy's death accidental by hypothermia, even though his assistant indicated there was dirt on the boy's face in her initial examination of his body. News outlets were reporting the death as accidental, even before Rosemary Swain, Andrew's assistant at the time, examined Patric and indicated the presence of "petechiae," which are small spots on the skin that suggest broken blood vessels -- an indication Patric could have been asphyxiated, forensics experts have said.Patric was also found in the prone position, not the typical fetal position normally associated with hypothermia victims, experts have said. His hat, coat and Game Boy have never been recovered, despite the hundreds of people who searched the mountainside.In documents obtained by the Times through a Freedom of Information Act request, an FBI investigator wrote that she could not conclude that the boy's death was accidental after interviewing dozens of witnesses and conducting an independent review.And the Times has reported that a key official in the Boston Office of the U.S. Attorney, Laura Kaplan, attempted to wrest control of the case because she was convinced Patric was killed.As they remember Patric this weekend, Stephen McCarthy and a group of family and friends will go to New Hampshire as they have every year and hike to the spot where his body was found. For McCarthy, it's therapeutic and a reality check."It reinforces that (Patric) couldn't have gotten there by himself," McCarthy said. "We keep going. We've got to keep going as long as we can do it -- until there is justice and even after that."Back in Bourne, Murray will try to keep his daughter, Deanne, Patric's biological mother, occupied to avoid things that jar her memory. Working-class people, his point was, do not have the resources or job flexibility to get elected."Who can afford to be on this council?" Ross said. "Retired people. People with money who can move around their (work) hours."By at least one measure, Ross is correct that the seven City Council members are living better than the typical Iowa City resident. And the same goes in Cedar Rapids, Marion and Coralville.The mayors and city council members in those four towns have a median home value that is higher than the typical home in their communities, according to a review of property and census data.For example, the median home value of the eight City Council members and the mayor in Cedar Rapids is $186,211, according to data from the City Assessor's Office. That's 44 percent higher than the city's median home value of $129,200, according to the U.S. Census Bureau.That trend largely extends to candidates for municipal office, too. When adding people running in this fall's city elections to the list with current elected officials, the median value of their homes is above that of their towns'. The exception is in Marion, where it is only slightly lower.That leads to questions such as Ross's on whether local elected officials are out of touch with the average citizen and whether they can fully understand issues facing the less fortunate, such as affordable housing.It also raises the question of whether people of higher incomes have a better chance of getting elected."That's true," agreed Royceann Porter, a City Council candidate in Iowa City. "If you look at it, diversity" is lacking.Porter, a case manager at an Iowa City homeless shelter, said she received federal housing assistance before buying a manufactured home several years ago. The property is not assessed because she rents the land it is on.The wealth of elected officials at the federal level is well established. The median estimated net worth of the 535 members of Congress is about $966,000, compared with $66,740 for the typical U.S. household, according to the Center for Responsive Politics.No one seems to track this at the municipal level. And it may be unknowable in Iowa, where municipal elected officials do not have to disclose personal financial information, and in all but a few instances serve in part-time roles.The assessed value of a house, however, is a public record, and a home is an indicator of wealth and often the biggest purchase a person will ever make.The Gazette looked up current home values, as set by area assessor's offices, for the city council members, mayors and candidates running for those positions this fall in Cedar Rapids, Iowa City, Coralville and Marion. That's 58 people in all, and 53 either owned their home and the land it is on or lived with a family member who was a home owner.The U.S. Census Bureau estimates the median value of owner-occupied housing units for each town, with the most recent figures covering the years 2007-2011.Although the two sets of data are not from the same year, and homes often increase in value year to year, the recession hit the housing market hard and many of the properties on this list have seen their assessed values change little -- and in some cases not at all -- in the past few years.The biggest difference was in Iowa City, where the elected officials had a median home value $164,850 higher than the town's median.Coralville was next at $103,750 higher, followed by Cedar Rapids at $57,011 and Marion at $32,786.The results did not surprise Thomas Gais, director of the Nelson A. Rockefeller Institute of Government in Albany, N.Y. If there's any consistent finding in analyses of political officials, it's that they are usually more educated and more affluent than citizens in their districts, he wrote in an email.Gais said part-time state legislators typically are more affluent and educate存倉 than full-time members, and he thinks that could be applied to the local level, too."The reason is, of course, that only people with good jobs and work flexibility can take the time to work as a part-time political official for little pay," he said.University of Iowa political science professor Tim Hagle made a similar point and also noted that campaigns for local office tend to be less vigorous than state and federal races, and that often favors candidates who already are well known."Normally these things are pretty low key, and so you have to be more successful in the community already to win," he said.The elected officials from Iowa City, Cedar Rapids, Marion and Coralville do not have working -class, punch-the-clock-type jobs. They are business people, business owners, lawyers, a dentist, a physician. Several are retired.Cedar Rapids City Council member Justin Shields comes from a blue-collar background. He's retired after spending four decades at Quaker Oats, mostly in production at the Cedar Rapids factory before finishing as a labor union leader.He said there's no way he would have had time to serve on the council while he was working."I'm not indicating there are not people who work in factories or do manual work who are not capable of doing city council work," he said. "I personally know there are a lot of people who are capable. But do they have the ability to leave those jobs and give up wages when they are raising families? ... It makes it extremely difficult."Ross, the Iowa City resident, said Iowa City Council members should get paid closer to $15,000 rather than the $7,072 they get now, to increase the incentive for working-class people to run. The Iowa City mayor gets another $1,000.In Cedar Rapids, part-time council members earn $17,173, and the part-time mayor gets $34,338. Before voters in 2005 chose to change the form of government, Cedar Rapids had four commissioners and a mayor who worked full time as council members and department heads.But that almost always led to city employees running for the elected positions, said Jeff Schott, director of the University of Iowa's Institute for Public Affairs and a former longtime city manager in Marion. The new system seems to open up the council and mayor seats to a greater variety of candidates.Schott said his impression, as head of a program that works with local governments statewide, is that having city councils dominated by people of certain income levels has been trending downward. Twenty years ago, a lot of "main street-business types" were elected, he said.But as politics has become more contentious, those people are choosing not to serve because it could be bad for their businesses, he said.That has not stopped people from wondering about the ramifications of having elected bodies that, as a whole, are more affluent than their constituents.Cedar Rapids City Council candidate Anthony Brown, a staff member at Diversity Focus, said "someone who has lived a lifestyle of means and wealth" may not "understand the struggle of someone who does not have the same means."Brown, 29, noted that he and his partner were first-time buyers when they got their house, assessed at $90,036, and the traditionally middle-aged-or-older council member will have had more time to accumulate wealth.Marion Mayor Allen "Snooks" Bouska said having greater socio-economic diversity among elected officials could make them more informed on issues affecting lower-income people. 金風送爽，mini storage景色宜人，是外出旅遊的好時節。月前，筆者與家人來到“八百里秦川”的西安。筆者曾於兩年前，藉公司美食推廣活動來到臨潼華清 · 愛琴海國際溫泉酒店，逗留了四天，但因工作關係無暇外出。今次難得好友相邀，再度重遊此地，定要盡情遊園賞景，飽覽這座素有“立體歷史博物館”之稱的名城底蘊。西安古稱長安，是中國歷史上歷代建都最多的城市，先後有廿一個王朝建都於此，是中華文明古都之一。如今西安地區的人文旅遊資源極為豐富，中華民族璀璨文化的沉澱為古城遺存了大量的文物古蹟。在好友的安排下，我們遊歷了兵馬俑博物館、極度寬闊的西安城牆、淒美動人的歷史實景劇《長恨歌》及貴妃出浴的華清池等多處名勝，實在大開眼界。西安小吃也十分有名。筆者與家人來到位於北院門的回民一條街，街內的特色美食有麵花、肉夾饃、蕎麥涼粉、牛羊肉泡饃和鍋盔等，當中以“饃”為西安最具代表性的麵點。“饃”是一種圓形鹼性麵餅，做法是先將鹼麵搓揉成薄餅、烙熟、趁熱抹上水、醋和油，然後一張張疊起來，用布蓋好，約放半小時便可食用。饃捲上菜餚，吃起來更加酥香。另一種食法叫“泡饃”，不能直接拿來吃，需要費點力撕成小塊，再加上高湯、香菇、蔥花、粉絲、羊肉，饃吸收了高溫會凸顯麵粉香氣，沒泡軟的饃儲存起來還會帶點煙韌，這就是西安一道經典的回民美食“羊肉泡饃”。西安一行數天，品嘗了很多當地特色菜，回澳後便試想把部分菜式加以改良推出，今期首先向大家介紹一道“XO醬蜆肉手抓卷”。材料簡單，食法特別，從饃卷中取得靈感，但是利用春卷皮炸成脆雪糕筒狀，加入餡料，香脆可口，風味十足，大家不妨一試。做法：1. 先將圓形春卷皮一開二，用鋁質雪糕筒模捲成杯狀；落油鑊慢火炸至金黃取出，放在吸油紙上備用。2. 將雞蛋加入少許濕生粉，用筷子打勻，慢火煎熟，放涼切幼粒。3. 花蜆出水、過凍，去殼、洗淨幼砂，將蜆肉切幼粒。4. 將其餘材料同樣切細粒待用。5. 將油燒熱，先把杏鮑菇炸至金黃，倒起隔油。6.隨即爆香XO醬料頭，放入所有材料，加調味、雞粉、蠔油、砂糖炒勻，灒酒上碟，撒少許炸瑤柱絲便可。材料蜆肉3兩、杏鮑菇3兩、蝦米5錢、韭菜2兩、雞蛋2隻，松子、炸瑤柱絲、XO醬各少許、蒜子2粒、乾蔥1粒、春卷皮4塊。貼士鋁質雪糕筒模可用汽水罐做：剪開罐身、摺成雪糕筒形，然後用訂書機釘好摺口便可。杏鮑菇粒不用出水，用中溫油炸至金黃便較可口。各超市有售XO醬，如怕食辣者可選擇沙茶醬或沙爹醬代替，各有風味。呂兆祺酒店行政總廚世烹聯名廚專業委員法國廚皇會五星獎會員迷你倉

And, of course, she's 76 years old.The regional economy is booming, but where does that leave Hamilton? At Catholic Charities' food pantry, collecting the food she says she can't afford."I have to pay $600 a month for my place and that's all of my Social Security check," Hamilton said during a visit this week.Because of all the people moving here to work in the oilfield, the cost of living is more than what Hamilton can afford. She's moved 12 times in a year, most recently to a rented home on Patterson Avenue in South Odessa. On this visit to the food pantry, she leaves with chicken, bread, muffins and essentials like toiletries."I'm a widow. I don't have my husband. I don't do this for people to feel sorry for me but I have to look out for myself and do the best I can," Hamilton said. "I'm not gossiping or anything like that. I'm just telling you what's happened to me: hard times."She represents part of a population of hungry people that has grown with the oil boom, according to data kept by the West Texas Food Bank, which supplies the food to Catholic Charities and 80 or so other partner organizations through the 19-county region. Often hunger stays secret, says Libby Campbell, the executive director of the food bank. The simple reason is that hunger can be embarrassing."That whole demographic is really just getting hammered," Campbell said. "They are on a fixed income and they can't just keep up with the cost of living."The food bank's Jose Trevino, who works in social service and outreach, said nearly half a million meals were served to individuals in the last year.In all, Campbell estimates the food bank serves about 75,000 people -- 11,000 of whom aren't under the poverty line but still can't keep up."Not all tides raise all ships," Campbell says often when the topic comes up.And sometimes, that reality is overshadowed by the area's status as having the highest growing Gross Domestic Product and the lowest unemployment rate in the country; and projections of a more long-term boom driven by more than just price and geopo儲存itics, but by technological innovations of horizontal and hydraulic fracturing that allow producers to pull directly from the rock."We have people suffering, because people who are not part of the oil and gas bounty are living with the consequences of a place where their rent's gone up $300 a month," said Waco economist Ray Perryman at a recent Odessa College luncheon.Over time, Perryman said some relief might come as housing supply catches up to demand, noting a rapid increase in residential building.In 2012, households with a resident 60 or older made up 29.8 percent of Ector County's population, according to data of the U.S. Census Bureau. But seniors made up 37.8 percent of people living below the poverty level. People with disability status made up about 27.5 percent of the population but 46.8 percent of people living in poverty.The WTFB is in the early stages of planning a program for senior citizens similar to its Food for Kids program, Trevino said. Food for Kids provides weekend sack meals through the Ector County Independent School District. Many are latchkey kids, Campbell says, another rising group whose parents leave them at home while they go to work.Hunger has grown with the oil boom, Campbell and other aid workers say, especially among three groups of people: Single parents who are struggling and kids who stay home while they work; New arrivals to town in search of work; and, in perhaps the greatest numbers, senior citizens."There's lots of great things going on in our community. There's growth. There's new schools being built, performing arts centers. There's new retailers, restaurants. I mean I grew up out here. I remember when we didn't have a Walmart," Campbell said. "So to see all the growth is absolutely amazing, and it's powerful, and it's wonderful, and we want it here, but sometimes with all those good things there does come some ugliness too.
