“總投資30億元的海天二期增資項目已經動工建設，迷利倉將融入海天多項變革性的自主研發成果；陸地方舟電動汽車項目的電驅動大樓已投入使用，預計明年可正式投產……”前日召開的高明區骨幹工業項目建設推進工作會議，公佈了一大批關乎高明產業全局的項目進展情況。為實現“要素驅動”向“創新驅動”轉化，高明設計了“傳統產業高新化”與“新興產業規模化”的實施路徑。海天二期增資項目與陸地方舟項目正分別是兩大路徑的實施成果及突出樣本。高明科技創新走過了什麼樣的發展道路？科技創新如何從量的增長走向質的提升？在此過程中如何強化人才的支撐？11科技創新進化史對一座常住人口僅為42萬，高等院校、科研院所等創新資源並不豐富的縣區級城市而言，實現由“要素驅動”轉向“創新驅動”，不可能只憑借自己的力量。建立以企業為主體、市場為導向、產學研相結合的區域創新體系，是高明建設國家創新型城市的必由之路。回顧高明科技創新發展歷程，2009年是一個重要的分水嶺，自這一年開始，該區企業與科研院所“聯姻”打造產學研平台呈井噴之勢。僅在2009年，高明區政府就分別與北京科技大學、四川大學、中科院過程工程研究所簽訂產學研合作協議，建立起“高效軋製國家工程中心高明分中心”、“高分子材料分析檢測中心”、“中科院（高明）新材料專業中心”三大公共科技創新平台。“2008年爆發的金融危機使企業意識到沒有創新難生存，倒逼企業自主創新。”談及2009年產學研“聯姻”頻頻的背景，高明區經濟和科技促進局常務副局長譚志東說，原來企業並沒有花大力氣做自主品牌，而多承接代工業務，按照客戶需求進行生產。因此客戶好，企業好；危機來了，客戶不好，代工市場也就沒有了。以發力建設產學研平台為開端，五年來，高明科技創新發生了怎樣的變化？在區域創新體系建設上進步了多少？在創新平台建設上，增加了綠色建材實驗室、楊和鎮金屬材料技術創新中心兩大公共科技創新平台，使全區公共科技創新平台數量達到5個，並且以此為依托建成院士工作站2個；企業科技創新平台從不到30個增至45個，以此為依托建成博士後工作站3個。在產業發展載體建設上，高明先後被認定為“廣東省新能源汽車推廣應用綜合示範區”、“廣東省戰略性新興產業（新能源汽車）基地”、“省市共建戰略性新興產業（新材料）基地”、“廣東省戰略性新興產業（新能源）基地”。“一區三基地”的落戶，標誌著高明新興產業發展取得階段性成效。在體現地區自主創新能力的關鍵指標專利授權量上，2009年至2012年，高明專利授權量增幅連年居五區首位，且2010年的增幅是佛山平均增幅的3倍多。而自2011年以來，高明“百萬人口發明專利授權量”僅次于順德、禪城，居佛山五區第三位。綜合省知識產權局的統計顯示，2011年高明發明專利申請量高于省內7個地級市，發明專利授權量高于省內8個地級市。這對經濟總量五區最小、工業企業數量僅占佛山3.4%的高明來說，成績來得殊為不易。高明區域創新體系建設為區內企業提供了技術創新、質量檢測、人才培訓等服務，帶動企業提高自主創新能力。以中科院過程工程研究所與海天調味品進行的院企合作為例，雙方在醬油生產過程中融入超濾—納濾技術，不僅產品質量可與代表國際先進水平的日本產品相媲美，而且為企業創造了超過6000萬元的利潤。而根據該區2012年進行的一項摸底調查，截至2011年底，高明75%的工業企業已擁有自主品牌，52%的企業擁有專利。2從單打獨鬥到協同創新然而，高明“創新驅動”所走過的艱難發展之路，遠非表面的數字增長所能概括。不同于南海、順德等先發地區工業企業數量多、產業分工與合作緊密，後發的高明主要依靠承接先發地區產業轉移發展起來，產業整體呈現工業企業少、分佈散、集群效應不明顯等特點。反映在科技創新上，高明企業多在單打獨鬥，或依靠自身的工程中心從事新技術研發，或與科研院所單線聯繫實現科技成果轉化。該區科技部門在調研後發現，這某種程度上造成“一企獨大”的局面，比如創新成果集中于廣東溢達紡織、海天調味品等龍頭企業。這種結構的不合理，並不利於激發高明自主創新的活力。另一方面，部分具有科技成長性的中小企業與院校產學研合作雖然取得了一定成效，但也遭遇既耗費成本又不易見效的瓶頸。比如企業和科研院所時常出現“公說公有理、婆說婆有理”的情況。一邊是企業下大決心花大成本投入某項科研成果，盡管實驗室試驗乃至小試、中試結果都是好的，但真正產業化時卻出現了很多問題，企業認為投資打了水漂；另一邊是，在科研院所看來，科研成果經過實驗室試驗乃至中試後，就已完成了自身在產學研中的使命，後續的產業化過程應由企業去完成。“在2012年以前，至少有三分之一以上的產學研項目，企業和科研院所磨合不好。”譚志東說。高明區塑料協會會長曾鐵球認為，出現這些情況的根源在於單個企業和單個科研院所的自由結合天然受到成本投入和技術實力的制約，很多時候只是參與技術開發某一環節或幾個環節的工作，而不足以承擔全流程環節的技術開發任務，所以技術成果產業化過程艱難，效率不高，風險很大。怎樣讓更多中小企業貼上創新型企業的標簽？從而建立龍頭企業引領、中小企業齊頭並進的企業自主創新格局？自2012年開始，高明在全區推廣建立行業性的技術創新聯盟，希望以若干企業和若干科研院所的聯合，來共同突破和解決行業面臨的共性技術難題。2012年7月，高明塑料產業技術創新聯盟宣告成立，成立之初便有18家企業、9家科研院所參與。當年12月，涵蓋全區三分之一製造業門類、共設十大專業委員會的高明家居產業聯盟成立，首批共有60家成員企業和12家科研及企業服務機構參與，將致力于推動科技成果產業化，並主導制訂各類行業標準。在此帶動下，今年6月，高明區多家功能粉體材料企業與中山大學、高明新材料專業中心、佛科院等相關院校組建了“粉體功能材料產業技術創新聯盟”。此外，高明科技部門還計劃在金屬材料、新材料、新能源等產業著手建立行業性的技術創新聯盟。不過，廣州市社科院產業經濟與企業管理研究所所長尹濤就此提醒說，“從美國的發展經驗看，產業聯盟開始很熱鬧，但發展到第三年保持正常運作的只有40%，到第五年時只有不到20%，當中龍頭企業主導的聯盟更容易獲得成功。”他指出，在行業技術聯盟發展的過程中，企業須警惕“這山望著那山高”、“吃著自存倉里看著鍋里的”，尤其要注意分清多元化經營和多元化生產的區別。33以人才帶動科技創新從物資到投資，再到人資，是經濟發展不同階段所依賴的不同要素。高明未來能否在人才競爭中占據優勢，決定著建設國家創新型城市的成敗。這已成為政府和企業家的共識。記者發現，在高明近年召開的各類與企業相關的座談會上，呼籲政府加大力度引進人才、留住人才是企業家必不可少的呼聲。高明基業冷軋薄板有限公司的一位高級工程師曾表示，公司年初招進數十名應屆大學生，到了年底起碼走掉一半的情況已經持續了數年，且“走一個，帶動了一批，大多往大城市跑”。他認為，怎樣留住人才，以人才帶動科技創新才是可持續之路。在全區層面，每年究竟有多少人才流動，記者未能從高明人力資源部門獲得確切統計數字。但該部門有關負責人提到，目前已在著手制訂新的人才政策，希望有助于吸引和培養更多高層次人才。“今年1月召開的高明區委十一屆四次全會提出了建設‘人才高地’的目標，要求制訂出台更加靈活的舉措和更加優惠的人才政策。”該負責人說。社會學上有個人口遷移的“推拉理論”，即遷移行為發生的原因是遷出地與遷入地的推力（排斥力）和拉力（吸引力）共同作用的結果。那麼，高明對人才的推力是什麼，拉力又是什麼？高明區政協經濟委員會在今年9月出爐的一份報告中如此剖析高明引才留才的制約因素：高明缺乏現代城市的環境、設施、人文氛圍和現代服務業，用工、生活、休閒、教育、娛樂等環境有待提升。事實上，高明近年在上述各領域正在發力追趕。依托珠三角保存相對完好的生態環境，高明目前正在推進以西江新城為主要載體的廣東省現代服務業集聚區建設，在老城區則重點推動荷城商圈建設以及濱江景觀改造提升等一批三舊改造工程，並且著力發展大文化大旅遊，將全區三鎮一街道一新城劃分為不同的旅遊功能區。對此，廣東溢達紡織有限公司的多位高層次人才指出，他們是否紮根一座城市，不僅看重城市的硬件，更看重城市的軟件，比如教育水平。“我們自身能否安居樂業固然重要，但子女教育是我們最大的事業。”該公司公關部負責人提到，她的不少同事就因為高明中小學教育水準與外界的差距，或將子女送到區外就讀，或甚至跳槽到了廣州、北京等大城市。“提升教育水準看起來很難，實際上也很容易，比如高明教育部門引進了一位北大畢業生任某小學校長，我們就感受到了教育質量的顯著改觀。”她說。個案專利官司倒逼企業覺醒高明銀通機械有限公司，一家規模和產值遠遠不如高明“工業50強”的企業，如今已在專利領域將不少“工業50強”甩在身後。而在2008年之前，銀通機械只是一家不知專利為何物的“零專利”企業，是一場專利官司警醒了它：不拿專利當“盾”，就可能被別人拿專利的“矛”刺傷甚至倒地不起。設備被搶先申請專利對一場專利官司，銀通機械總工程師黃晉山記憶尤為深刻。據他回憶，2008年，禪城南莊某塑料企業（下稱A公司）接到深圳中級法院的開庭通知書，深圳一家貿易公司（下稱B公司）以機械設備侵犯專利權為由將A公司告上了法庭。而這兩家企業都曾為銀通機械的客戶，B公司2002年從銀通購進了一台設備，A公司也在2007年購進相似的一台設備。黃晉山後來得知，B公司早在2004年便對購進設備的一個關鍵裝置申請了專利並獲授權，2008年也正是根據這一授權專利將A公司告上法庭。銀通機械生產的設備涉嫌侵犯了專利權，為何不以銀通為訴訟對象，而是將其客戶列為被告？黃晉山認為，這恰恰顯示出B公司對專利策略的嫻熟運用。“B公司雖然獲得了專利授權，但畢竟是拿我們生產的設備進行申請的，官司很難贏不說，即便贏了對它也沒多大好處，頂多我們更換一個裝置就是了。”黃晉山分析說，“而起訴A公司則不同，如果A公司輸了，要麼面臨生產線停產，要麼向B公司支付巨額的專利使用費。而對於當時年產值約9000萬元的A公司而言，經受不住停產的打擊，選擇支付專利使用費的可能性很大。”用專利保護自身和客戶深圳中院一審判決B公司勝訴，A公司不服上訴至省高院，並邀請銀通機械幫忙舉證。銀通機械最終提供了強有力的證據，證明2007年賣給A公司的設備比B公司2004年獲得專利授權的設備技術已有大幅升級，B公司看到二審勝訴無望，最終與A公司達成了庭外和解。“如同一個國家落後就要挨打，一個企業沒有專利也可能任人宰割。”黃晉山表示，一場官司也是當頭棒喝，催促企業儘快醒來，“無論是保護企業自身，還是保護客戶，均要實施專利戰略。”鎮街轉型樣本明城鎮次中心今朝欲引領“新興產業規模化”明城鎮歷史上是高明老縣城所在地，有高明“次中心”之稱。但在經濟總量及財稅收入上，明城鎮不僅比不上中心城區荷城街道，也不能比肩最靠近荷城的楊和鎮。但明城近年在科技創新與新興產業發展上，卻呈現出迅猛的勢頭。歷史上，明城以建材產業集聚在佛山專業鎮中佔有一席之地。但隨著國家產業政策及環保門檻提高，特別是2008年高明關停陶瓷企業和立窯水泥企業，不僅該鎮當年工商稅收收入銳減五分之一以上，而且產業也步入調整期，次中心曾一度沉寂了兩年時間。2010年之後，隨著陸地方舟新能源汽車、德方納米等戰略性新興產業項目先後進駐，以及蘊含強大科技創新能量的中科院新材料產業園落戶于此，明城已初步完成了傳統產業與新興產業的起承轉合，並且在新能源汽車、新材料領域顯現獨特優勢，有望引領高明的發展。楊和鎮傳統產業高新化初見成效2008年的落後產能調整提升及緊隨其後的國際金融危機，使楊和鎮金屬材料產業“一家獨大”背後所潛藏的弊端暴露無遺。經歷多年發展，該鎮金屬材料技術創新中心不僅成為高明五個公共創新平台之一，推動了金屬材料企業技術進步。此外，該鎮近年引進了萬和電氣等十數家高技術含量、高附加值的裝備製造企業，金屬材料產業與裝備製造產業互相融合的趨勢已經凸顯，從而互相提供上下游產業配套支持。其中，僅兩家裝備製造企業達產後預計就可實現年總產值37.9億元，年納稅額約3億元。而據楊和鎮政府報告披露的數字，該鎮2010年 Source: Pittsburgh Post-GazetteOct.迷你倉最平 16--City planning commission members have come down in favor of a historic designation for the produce terminal in Pittsburgh's Strip District, but they weren't all that happy about it.The commission voted 7-1 Tuesday to recommend that the terminal, a Strip landmark, be designated as a city historic structure, a decision that would make it tougher to alter or demolish the building.Members took the action even though they generally were supportive of plans by the Buncher Co. to raze about one-third of the building and redevelop the rest as part of its $450 million Riverfront Landing residential and office project. The commission had backed the creation of a specially planned district for the development last year.Nonetheless, they said the terminal, opened in 1929, met four of the criteria for the city historic designation and that they felt obligated by law to recommend its approval. But the decision was a source of angst for some of them."It should not be lost on anyone that Buncher has tried for a very long time to take a lot of considerations and make them work -- access to the river, riverfront trails, lots of shopping -- but I just don't think that I here can say it's not historic, because it is," member Kirk Burkley said.Commission member Todd Reidbord, whose company redeveloped the former Nabisco factory in the East End, chastised Preservation Pittsburgh for "coming in at the 11th hour" to nominate the building for the designation."That's not the right way to do it. I don't think any of us appreciate that. It puts everybody in a very difficult position," he said.Chairwoman Wrenna Watson, who cast the only no vote, decried what she called "back-dooring a developer" by nominating a building for a designation at the last minute to thwart a developer's plans and suggested that the law be changed to prevent that."This is unfair to this developer to come in at the last minute and say, OK now we want you to be historical, which changes every plan that they've made at this point -- with time, money, not just the developer's money, the city's investment and time and money," she said."I'm not in favor of it, not because I don't think it's a historic building. I love the building. I love the Strip District. I think what they've done to show us that they are actually preserving the building and chopping off a little portion of it, I think they're doing an excellent job in preserving the building."But Peter Margittai, Preservation Pittsburgh president, called such comments "unwarranted." He said advocates were asking for the preservation of the structure as far back as two years ago.They did not believe the terminal was "at risk" until Buncher filed for permit last spring to demolish th迷你倉 western third of it, he said. "We felt we had to take action immediately. Otherwise we might lose the opportunity," he explained.Mr. Margittai said the issue is not so much what should be done with the building but in ensuring that those interested in preserving its historic qualities will have a say and "not leave that just to the developer to make those final decisions."The designation would make it much more difficult, though not impossible, for Buncher to demolish part of the building. The company would have to convince the city's historic review commission, which already has voted in favor of the designation, of the need to do so. One of the building's key defining features is its 1,533-foot length.Buncher is seeking to raze 529 feet of the structure so that it can extend 17th Street to the Allegheny River. It also has pledged to spend up to $22 million to turn the rest of the building, once the hub for produce wholesalers but now nearly vacant, into offices and restaurants.Company officials have argued that the building itself is obsolete, decaying, and in need of major repairs and that their plan offers the best chance of preserving it. They also said they have studied other alternatives -- such as "cut throughs" or tunnels through the building, as some have proposed -- and found them to be impractical or too costly.In arguing for the designation, Mr. Margittai said his group was not trying to "throw up roadblocks" but simply wanted a thorough review of potential options and that the city's HRC was the best vehicle for that."[Preservation Pittsburgh rejects] that the extremely important decision of how to best re-purpose the one structure which was most responsible for giving birth to the Strip District as we know and love it today should be trusted solely in the hands of the developer," he said, "particularly one who has characterized this building simply as a loss leader."Buncher officials declined comment on the commission's vote. They floated notions about adding an additional option that could include everything except the fitness area, which Vazquez said could be better left to a future phase. The reasoning, he said, stems from concerns about negatively affecting private fitness clubs in town and possibly acting as an unfair competitor.While everyone on the board agreed coinciding with already-existing businesses remains a priority, the board debated about whether local business would be negatively affected.Jeff Ratajczak from GreenPlay LLC -- a group that worked on the initial feasibility study -- maintained that while it would seem intuitive that a new and bigger subsidized gym would run smaller facilities out of town -- as Vazquez said -- the opposite was true. He stressed that different people will use the rec center for different things and some people will always prefer their own private clubs."What we have found is that one doesn't affect the other," Ratajczak said of the public and private fitness options. "You would think that it would, but in retrospect, what we have found nationwide is it does not and is actually quite the opposite."He said the purpose of major community recreation centers is to get people to try new things and cater especially to families on a budget. Then, if someone really gets serious about weight-lifting or a special class, he or she often seeks a private club to focus especially on that activity, thus creating a harmonious relationship.Board members Jeremy Rose and Ivan Adams agreed, adding that they go to their own respective gyms and don't necessarily want to work out arou儲存d families and won't leave their gyms, even if the complete rec center build-out proceeds.Robert Bishop-Cotner added in every regional rec center the board toured earlier this year, private gyms in the area remained open and some even increased their number of clients after the rec center doors opened."People in all communities are looking for a one-stop shop destination for their recreational needs," Ratajczak added, saying that if certain chunks of the first scenario are removed, it would reduce the overall cost recovery model for the center.The discussion was the second of four aimed at finding the best course of action moving forward. Last month's meeting ironed out details about the specific components in the center and ranged from what types of activities could be accommodated in the new gym to how windows would be aligned within the pool areas. Those meetings are in addition to others throughout the spring and summer where architects held a straw poll for community members to weigh in on which of four phases should be pursued. After eight meetings around Windsor, 104 unofficial votes were tallied with about 61 percent supporting the full build-out.Even still, Vazquez said he is opposed to the current setup regarding funding and vision but said he would go along with the majority wishes of the board.In light of Monday's discussion, Vazquez and Melendez along with board member Don Thompson requested additional outside studies that have already been completed around the nation regarding the effect a government-subsidized center has on local businesses.The next rec center work session is slated for Monday and will focus on sales tax structure and other potential resources or partnerships.
