【明報專訊】內地互聯網已成為反腐利器,迷你倉出租但許多網上消息真假難辨,多個主要網站因此聯合推出數據互通的「辟謠平台」,希望令網絡謠言「無所遁形」。新華社報道,周四(1 日)上午正式啟用的「北京地區網站聯合辟謠平台」(py.qianlong.com,下圖),由千龍網、搜狗、新浪微博、搜狐、網易、百度等網站共同發起, 以「擔當社會責任」、「維護網絡健康」為宗旨。北京市網際網路信息辦網絡信息服務管理處處長陳華表示,聯合辟謠平台是北京市開展打擊網絡謠言專項行動的重要措施。他希望平台對謠言的曝光、展示與剖析,能夠讓更多網民增強對謠言的識別能力,提升安全使用互聯網能力,並成為中國最大的提升網民素養的教育基地。

Maine hospitals disband remote ICU program, citing costs
Source: Bangor Daily News, MaineAug.儲存倉 02--PORTLAND, Maine -- MaineHealth will discontinue a program launched eight years ago to improve treatment of critically ill patients by remotely linking hospital intensive care units to off-site medical specialists, the health system announced Friday.Budget constraints led the Portland health system and nine participating hospitals to discontinue the program, called VitalNetwork, effective Oct. 1, according to Mark Harris, MaineHealth's senior vice president of planning and marketing."We would be running a deficit of more than half a million dollars [a year] to run it," he said.The hospitals, including four outside the MaineHealth system, pay fees to participate.The computerized system tracks the vital signs and other medical information of patients in intensive and critical care units, then beams it to a Portland command center staffed 24 hours a day by specially trained doctors and nurses. The command center's staff communicate with medical personnel at the hospitals through a video connection at patients' bedsides.Rather than replace local medical personnel, "eICUs" or "teleICUs" are designed to give hospital staff, particularly in rural areas, access to doctors and nurses trained in critical care who can monitor patients for signs of trouble and step in remotely before complications become life-threatening.Many hospitals don't have ICU specialists working at night or on weekends."It's kind of like a second set of eyes," Harris said.TeleICUs first caught on in the U.S. in the early 2000s, as hospitals struggled to address the converging trends of an aging population, leading to more and sicker critical care patients, and a dwindling supply of intensive care specialists available to treat them.In Maine, some hospitals could no longer afford to participate because insurers don't reimburse them for the costs of providing the VitalNetwork service, according to MaineHealth. With fewer hospitals supporting the program, the fixed costs made it "impossible to run the program in a cost-effective way for the remaining organizations," Dr. Vance Brown, MaineHealth's chief medical officer, said in a Friday press release.Franklin Memorial Hospital in Farmington, which joined VitalNetwork more than four years ago, will save roughly $100,000 to $150,000 a year in fees it paid to participate, according to Chief Information Officer Ralph Johnson."While the service is fantastic for our patients, it's not reimbursable," he said. "As with most of the hospitals around the state ... we had to trim a number of expenses, and I'm sure MaineHealth faced the same thing."Franklin, which has four ICU beds, understood the reasons for disbanding VitalNetwork but is disappointed to see the program end, he said."The consequence of this will be that some patients that may have stayed in the local community may have to travel further for care that we won't be able to offer," he said.Other hospitals, however, have managed to save money while improving care using teleICU programs, according to Wendy Everett, president of the Massachusetts-based New England Healthcare Institute, a nonprofit health policy organization.Many health systems have found teleICU systems lead to fewer deaths and much ear迷你倉沙田ier medical interventions when problems crop up, she said. Because patients are so closely monitored, they often avoid complications such as pneumonia and get better more quickly, leading to shorter ICU stays that save hospitals money, she said.TeleICU programs also allow community hospitals in rural areas to keep patients who would otherwise need to travel to bigger hospitals for treatment, Everett said."That's better for the families who don't have to drive three hours to see their mom or their kid, and you, as the community hospital, are able to keep the revenue for taking care of that patient," she said. "Hospitals who have done it, by and large, and who have implemented it appropriately, have also been able to save money."MaineHealth touted VitalNetwork's potential to save lives and dollars upon announcing its deal with VISICU, a Maryland teleICU provider and health technology company, in 2005.While some hospitals participating in VitalNetwork saw shorter ICU stays among patients, MaineHealth ultimately couldn't distinguish whether VitalNetwork or better local care was responsible, making it difficult to justify the program's expense, Harris said.TeleICUs are expensive to set up, anywhere from $6 million to $8 million to establish a command center, acquire and install the technology, and pay the staff's initial salaries, according to a 2010 study by the New England Healthcare Institute. Upfront costs for satellite hospitals ranged from $300,000 to $500,000.Hospitals recovered those costs in less than a year.Harris said he was unable to provide startup costs for VitalNetwork, and pointed to the program's continuing operating costs, primarily staff. MaineHealth and the other VitalNetwork hospitals considered spreading the costs among the remaining organizations, enlisting new hospitals, limiting hours of operation and reducing staff, but none of those options would have enabled the program to continue, according to the health system.Still, the years of collaboration among doctors and nurses has led to better ICU care for Maine patients, Harris said."The regional network of ICU professionals that came about as a result of VitalNetwork will continue to benefit patients as the group will keep on providing team-based care and sharing innovations in care," the release stated.MaineHealth said it has found other positions within the system for the 15 VitalNetwork employees whose jobs are being eliminated. Her daily schedule, however, is anything but glamorous.“I get up at 4.15 every morning,” she says. “I get to work around 5am, then read for a few hours before I have my make-up and hair [done] quickly. And then the show starts.”Born in China, Li moved to Hong Kong when she was two, before emigrating with her family to Canada a year later. It was as a young girl in Canada that she decided she wanted to go into broadcasting after watching an unexpected event on TV.“I was watching the events in Tiananmen Square,” she says. “I thought that I really wanted to be in the field one day and cover big events for the world, the things that change history. I thought it was very meaningful.”After graduating from university in Toronto, she worked at the Canadian Broadcasting Corporation for three years before moving to Beijing and working for China Central Television (CCTV) International as an anchor and editor. “I love Asia so much. I was excited about what was happening in Asia, what is still happening in Asia. I always wanted to be a Beijing correspondent and get some international experience,” she says.Being trilingual – English, Cantonese and Mandarin – gave her an advantage when it came新蒲崗迷你倉to communicating with the locals. “Though culturally very different, CCTV was burgeoning at that time,” she says. “China was still developing, but it was a very exciting time. You’re sweating in the heat to get the story, the shot, the interview.”Li says a lot of hard work goes on behind the screen and those who want to work in the industry should be prepared for sacrifice. “You have to be really willing to put in the long hours,” she says. “Early wake-up calls and strange working hours are the downs of this industry. The ups, though, are that you get to talk to such amazing people every day and you get to learn so much. I think there are so many more ups than downs.”Li says live broadcasting is a challenging field, especially in this new age of scrutiny where just one mistake can find itself plastered across internet sites and social media.“You get one take and there’s no going back. 豪擲300億大堡礁開賭場 股壇壞孩子變身 賭業大亨

Golfer trying to be first to win city event three times in a row
Source: The Record, Stockton, Calif.儲存Aug. 02--STOCKTON -- Josh Stone hopes to put the finishing touches on his amateur career by making history this weekend.The 23-year-old Lincoln High and Delta College product is going for a record third consecutive victory at the Stockton City Golf Championships with shotgun starts at 7:30 a.m. Saturday and Sunday at Swenson Park Golf Course."It's important to me that I defend my titles, especially since no one has won three in a row," said Stone, who plans to turn professional at the end of this month. "I would love to do that and it would be a great way to end my amateur career."Stone already is in select company, as only four others ever have won two consecutive city championships: former Stockton resident and PGA Tour and PGA Senior Tour player Bob Eastwood (1966-67), Larry Silveria (1984-85), Tom Cole (1992-93) and Matt Hollinsead (2006-07). With a win, Stone would be just the third player to own three city championships, joining Cole (1992-93, '95) and Tony McBroom (1990, '96, 2000).In 2011, Stone was the leader heading into the final round but had to rally after falling behind by one stroke on the back nine to claim his first city title with a two-day total of 4-under 140. Last year, he lapped the field with rounds of 67 and 68 (9-under 135) to win by nine strokes.Stone definitely is comfortable at Swenson Park, the course he grew up playing and where he has worked the past several years. But familiarity, he said, hasn't bred overconfidence heading into this weekend."I still approach it like other events," Stone said. "I take it like my other events and stay focused on my practice and warmups and not take things for granted."Tom Nelson, who manages Swenson and Van Buskirk Park golf courses, said work crews have prepared the course the last three to four weeks for the tournament, which had 75 entries in the championship and handicap flights as of Wednesday."They've been working real hard on the definition of the fairways," said Nelson, who's running the tournament for the seventh year. "They mowed the rough (Tuesday) and it's been sunny, and that's perfect weather for Bermuda (grass). So by Sunday, with five days of growth, you sho新蒲崗迷你倉ld see some pretty tall rough."Stone has ramped up his playing schedule this year, entering more three- and four-round events, plus NCGA and USGA qualifiers, to prepare for what lies ahead. And he's been up to the challenge.In April, Stone finished second in the Alameda Commuters held over two weekends at the Chuck Corica Golf Complex. In May, he won the three-round Memorial Amateur at Ancil Hoffman in Sacramento and set the tournament scoring record with rounds of 67, 66 and 67 (10-under 200). He qualified for the NCGA Public Links with an eighth-place finish at Bayonet Golf Course in Seaside and Spyglass Hill in Pebble Beach, and was medalist at the U.S. Open local qualifier with a 3-under 69 at Ruby Hills in Pleasanton. In June, he qualified for the U.S. Amateur Public Links at Roddy Ranch in Antioch and advanced to the second round of match play at the championships in Virginia with a first-round win over the stroke play medalist. That month, he also played in the U.S. Open Section qualifier near Newport Beach but didn't advance after starting slowly in the second round."Without playing in many of the city tournaments this year, when I played against better competition, I felt like I played really well," Stone said. "And I feel like I'm moving forward and I'm ready to play professionally."Later this month, Stone will compete in the first stage of PGA Tour Qualifying (Q-School) at San Juan Oaks Golf Club in Hollister, then take the stage in his first tournament as a pro at the NorCal Open in September at Whitney Oaks in Rocklin. He also plans to play the Monterey Open at Del Monte Golf Course in Pebble Beach, the Nevada Open at the Palms and CasaBlanca golf courses in Mesquite, Nev., and mini-tour events between Q-School stages. If he doesn't earn his PGA Tour card, Stone said he hopes to enter events on the Gateway and Canadian tours next year.But before all of that, he'd like to earn one more city title. 她們本來應該在陽光明媚的南加州享受一個快樂的遊學夏令營:參觀加州常春藤大學的校園,自存倉學習英語俚語、到當地主題公園看看、游游泳,並且到知名企業穀歌公司一游。然而,一切隨著一場空難戛然而止。7月6日,一架韓亞航空的客機在美國舊金山國際機場著陸時發生事故,截至7月12日,已造成3名中國學生遇難。失事飛機上,有141名中國公民,其中,中國師生70人,屬於3所國內中學的3個海外遊學夏令營。一次突發的災難,將近年來頗為火爆的海外遊學呈現于公�面前。赴美加遊學的市場規模達百億元每年七八月份和春節期間,在加拿大溫哥華一家旅行社工作的Jane就成了“超級孩子王,外加保姆”。Jane所在的旅行社相當于地陪,要全面負責來自中國的遊學生在加拿大的一切行程。“前些年是韓日的遊學團比較多,這幾年幾乎全是中國學生來遊學。”“每個團隊的要求都不一樣,根據價格不同,我每次都要量身定做不同的‘中加少年國際交流行程單’,短短15天,要從溫哥華到渥太華,再趕赴蒙特利爾,參觀4所大學、8處景點,安排到當地家庭住宿一晚,還要留出一天的時間供孩子們血拼(購物),不經過精心設計根本不行!”Jane說。遊學(StudyAbroad),號稱“微留學”,是一種邊學邊玩的國際性文化體驗模式,自上世紀90年代開始興起。據外媒報道,2012年中國赴南加州遊學約15萬人次,比2011年增長50%。因中國遊學人數激增,每年暑期,加拿大發放簽証的時間都在成倍延長。Jane告訴記者,遊學已經成為近年來加拿大一些旅行社的主打項目,按照人均3萬元人民幣的團費計算,每年來自中國大陸的夏令營和遊學團已超過10萬人。據估算,僅中國赴美加遊學的市場規模就能達到人民幣上百億元。“每年到了暑假,加拿大當地的遊學團就呈現井噴,能借得到的教室幾乎都滿了,以往由院校老師來上課的內容不得不變成請當地一些大學生來做臨時代課老師。同時還要協調各方的時間。”Jane說。對於旅行社來說,遊學的利潤很可觀。遊學學生團基本報價是一個人3萬元人民幣,行程一般是15∼20天,每個團20人左右,兩三個老師帶隊。遊學期間,大多數團只安排一兩天時間在當地聯繫一所大學或中學交流,其他時間以旅遊為主。美國和加拿大的很多景點都屬於免費參觀,沒有任何費用。在加拿大包一輛大巴的費用在500美元左右/天,15天費用加上司機小費也不到8000美元,折合下來,人均不到400美元(約人民幣2500元)。而住宿一般都是不到100美迷你倉新蒲崗的經濟型酒店。一個團下來,實際每人的食宿和交通花銷平均在人民幣1萬元左右,再加上學生每個人身上都會帶著零用錢在當地購物,旅行社和組織方能賺到三分之二的利潤。價格不透明可操作空間大“他們的家長花了很多錢,讓孩子們親眼看看並體驗美國,他們的第一目的就是為大學做準備。”此次遇到飛機失事的遊學團接待方、西穀基督學校(WestValle yChristianSchool)的德里克·斯維爾斯說。而已經有3次遊學經歷、號稱“遊學達人”的小林這樣向記者描述遊學的感受:“我覺得遊學挺好的,除了每天必須的英文課學習,還安排了精彩的主題課程:藝術、科學、自然、高爾夫球、馬術、自制冰淇淋、擊劍、瑜伽、健身運動及遊戲等,這些�多的課程也不是一般夏令營所能及的。每次出去也很開心,都是和同學做伴一起去的,就像一年一次旅遊一樣。”從事微留學的張先生向記者透露,目前國內旅行社和教育機構針對外國遊學、歐美的語言培訓學校、國際夏令營的項目操作已經非常成熟了,產品都是設計好的套餐。這種定制式的留學項目,遊學簽証因為周期短、成功率高,更容易辦理,而留學至少要折騰一年,還有可能申請失敗,要退費。加上一些發達國家放寬簽証政策,助推了國內學生境外遊學熱潮,如英國增加了“學生訪問簽証”的新種類,部分國家對於有過出境經歷、記錄良好的學生可以免面簽,遊學簽証的辦理時間也大大縮短。最初開拓遊學市場的都是旅遊公司,以“看名校”為噱頭帶學生旅遊。之後隨著留學中介、教育機構陸續進入市場,這些機構因為自己的海外學校資源優勢而逐漸成為留學市場的主角。目前,提供“遊學”服務的主要有兩類機構,一類是旅行社。另一類是教育培訓機構和咨詢服務公司。一位不願透露姓名的旅行社從業者向記者透露,這種以培訓為賣點的旅行團利潤都非常高。“比起機票+酒店的那一類產品,遊學或者培訓里的項目價格都很不透明,你說參觀一下名校在總費用中算多少錢?你說聽個老師講課需要付多少錢?你說帶著你做個遊戲要花多少錢?這裡面可操作的空間都很大。”小林的爸爸則直言不諱地說:“現在的獨生子女太嬌氣,與人交往能力差,把孩子扔到一個陌生的環境,讓他學會自己解決問題,學會與同齡孩子交流,遊學能起到家庭旅行不同的效果。至於什麼能讓孩子深入當地瞭解各國的文化、培養國際化視野、高端商務夏令營、歐洲藝術之游、少年領袖考察,這些名字玩的是文字遊戲,能讓孩子心動,讓家長出錢,旅行社和主辦方錢自然就賺到了。”(據《中國經濟周刊》)迷你倉出租
