Smartphone access is not enough to bridge the digital divide
Source: Pittsburgh Post-GazetteAug.迷你倉 28--While smartphones are bringing the Internet into the hands of people who otherwise would lack high-speed Internet access, experts question whether that is effectively closing the digital divide."We don't believe it really closes the digital divide in a meaningful enough way. There are so many essential things that people can't do on smartphones that they need a home computer for," said Stephanie Chen, energy and telecommunications policy director for Berkeley, Calif.-based racial justice policy and advocacy organization Greenlining Institute.Still current research shows big gains in access to the Internet.According to Washington, D.C.-based Pew Research Center's Internet and American Life Project, as of May approximately 70 percent of adults 18 and older have a high-speed broadband Internet connection at home, up from 66 percent in April 2012.A demographic breakdown of those users shows that income, education and age remain the strongest deciding factors: 80 percent of survey participants ages 18-29 had home broadband compared to 43 percent of those 65 and older.PG graphic: Poll: broadband in the home(Click image for larger version)Eighty-nine percent of college graduates surveyed had home broadband service compared to 37 percent of those without a high school diploma. And while more than half (54 percent) of participants making less than $30,000 per year had broadband at home, 88 percent of those making $75,000 or more were using the service.For smartphone users, the figures were a little less straightforward.The survey found 56 percent of American adults use a smartphone of some kind, with 46 percent having both a smartphone and broadband Internet at home. Twenty-four percent were found to have home broadband but no smartphone, while 10 percent have a smartphone but no home broadband.A solid 20 percent of respondents said they didn't have either connection.Although Pew acknowledges that it does not count smartphone users as broadband users -- due to concerns surrounding connectivity, speed and ability to conduct tasks such as updating resumes or viewing educational material -- it says that counting smartphone users as broadband users would bring the national broadband adoption total to 80 percent.The change also would put high numbers of black and Latino American smartphone users on par with broadband users. A Pew survey from July notes that 44 percent of black and Latino adults own smartphones, compared to 30 percent of whites, a difference that the Internet and American Life survey says levels the playing fiel新蒲崗迷你倉 for all."While blacks and Latinos are less likely to have access to home broadband than whites, their use of smartphones nearly eliminates that difference," reads the American Life survey.But lumping smartphone users into such a broad category dismisses significant shortcomings that mobile-only users face when connecting to the Internet, said Ms. Chen.Beyond the difficulties in handling basic tasks such as filling out online job applications, helping children with homework and filing taxes, she noted that in her home state the difference between a broadband connection and smartphone could be life and death. She said the Covered California Health Exchange, which is scheduled to go into effect next year as part of the Affordable Care Act, will let the state's residents enroll online but not through a mobile website.Benjamin Weaver, community programs and technology coordinator for Lawrenceville-based HandsOn Tech program, said mobile access could someday completely bridge gaps in knowledge between broadband and smartphone users, but not in its current state.HandsOn Tech -- a joint initiative of Lawrenceville-based Pittsburgh Cares, the Points of Life Foundation, AmeriCorps VISTA and Google -- provides technology training and assistance to nonprofits and low-income businesses.Mr. Weaver said the program encourages the organizations that it assists to develop mobile websites and strategies that will help them reach the low-income clients they serve. However, he said building a mobile infrastructure is a slow process that many organizations, including state and local government entities, are only beginning to take on."I never tried to renew a driver's license on a smartphone, but I can't imagine it works very well," he said.To truly address the divide, Ms. Chen said the federal government should give broadband access the same treatment given to land-line telephone access.She said land-line access reached more than 90 percent of the country by the 1970s thanks to federal initiatives dedicated toward building infrastructure, promoting affordability and an overall attitude that telephone access was more of a need than a luxury.The time is long overdue, said Ms. Chen, for broadband access to be given similar consideration."We need to start treating broadband like today's basic communications service because that's what it's become for society," she said.Deborah M. 南都訊 記者謝紅梅 每人交368元,新蒲崗迷你倉到連南油嶺村參加公益助學兩天游,是炒作噱頭還是真公益?日前,網友“珠海小黎”在論壇里組織連南助學游,引起網友議論。前日,記者採訪了活動策劃者“珠海小黎”,他說368元收費僅能持平來回食宿開支,以旅遊的形式組織助學活動,是為了吸引更多網友參與。組織者“珠海小黎”活躍于多個論壇在珠海多家論壇里,“珠海小黎”都是活躍人士。他喜歡隨手拍街邊扔垃圾、燒烤攤占道等不文明行為,並逐個@媒體或相關部門官微;也熱衷于組織網友們參加義賣、清理垃圾等活動。近日,小黎在網上組織公益助學兩天游,號召大家到清遠連南油嶺村助學,每人收費368元,引發網上議論。記者瞭解到,這並非他第一次策劃此類活動。兩年前,珠海某家公司內部發起到連南牛欄洞村的助學活動時,他偶然得知消息後加入。當時讓他很震撼,去了滿滿一車人,還專門用貨車拖了一整車市民捐贈的物資。“打印紙、書包、筆記本、衣服,5000多件打包到大半夜,學校的孩子們拿到禮物高興不已。”網友:做公益為何要打“旅遊”旗號後來,小黎覺得可以借助旅遊資源號召市民去偏遠山區助學,“順道”參觀千年瑤寨。今年4月,他和其他兩名朋友一起,自費開車到連南油嶺村考察,看到當地校舍落後,更加堅定推廣助學游的想法。6月1日,他策劃了第一次助學游活動,共59名本地網友參加,當時的收費是350元。除了參加活動的網友,一些熱心機構mini storage市民也募捐了文具和衣服等物資。到了連南油嶺村後,有的網友還自發給孩子包了紅包。對於小黎發起的公益助學活動,不少網友提出質疑,他們對“公益助學兩天游”這一說法以及368元的花銷提出質疑。有網友表示,“聽著像旅行社做生意,不知道是不是真的在做公益。”曬賬:車費食宿加門票 基本持平小黎說,他早已習慣論壇里的異議。對於花費,他給記者算了筆賬,按照40人參加活動計算,總費用是14720元,包括兩天的包車費用3200元、油費和路橋費1500多元、40人住宿費2400元,以及三正餐、一早餐的4200元(正餐餐標30元/人,早餐餐標15元/人),參觀千年瑤寨的門票費用2000元(50元/人),另外還有聘請導遊費用500元、3名工作人員、司機食宿費等近800元,收支基本持平。至於為何要請導遊,小黎說,在當地訂房和訂餐,有當地導遊協助價格會便宜,且更方便快捷。“收費不是為了賺錢”,小黎說,採取公益旅遊的方式,是為了吸引更多人參與助學活動,到了當地瞭解情況後,再開展點對點的幫扶。參加活動的網友到了當地貧困家庭後,除了送出攜帶的禮物,不少都忍不住資助對方,還有的和當地家庭建立聯繫,回來後向身邊人傳遞困難家庭的信息。這一次助學游活動計劃在9月7日出發,目前只有10人報名參加。面對各種質疑小黎說,“不理解的人總是不理解,但參與過的人不會說風涼話。”他希望質疑者可以親自去瞭解一下情況。self storage

Homeless bank robbery suspect caught three miles from bank in truck reported stolen, police say
Source: The Florida Times-Union, JacksonvilleAug.迷你倉出租 28--BRUNSWICK -- The suspect in the robbery of a Brunswick bank just before closing Tuesday was caught within two hours and is the Glynn County jail, police said.About 4:40 p.m. Tuesday, a man entered the South Coast Bank at 1500 Newcastle Street in Brunswick and handed a note to a teller demanding money, the Brunswick Police Department said.The teller handed over an undisclosed amount of cash to the man, who fled the bank, police said.About 6 p.m., a Glynn County sheriff's deputy spotted a man in a truck at Citgo store on U.S. 341 about three miles north of the bank who matched the description of the suspect, police said.The deputy stopped the truck and took the man into custody, officials said.Gary Joyner, 52, was charged with robbery by intimidation and theft by receiving stolen property, the Brunswick police said.Joyner was driving a Chevrolet S10 pickup truck that had been reported stolen from Fernandina Beach and had crack cocaine in his possession, police said.Some of the money taken from the bank was recovered.Joyner is considered homeless but has family in the Brunswick area."It was a job well done,'' Sh迷你倉riff Neal Jump said of his deputy's actions."To be safe, we ran a traffic stop. Bond trial program set to expand
Move can help ease banks’ risksBy GAO CHANGXIN in Hong Kong and AN BAIJIE in Beijing China will expand a trial program that allows the sale of bonds backed by bank loans, according to an executive meeting of the State Council presided over by Premier Li Keqiang on Wednesday.迷你倉 The meeting gave the green light for the first time for high-quality securitized assets to trade on stock exchanges as a way to boost bank liquidity, though it did not elaborate on the timing and scale by which the trial will be expanded. Analysts believe the move will help quench liquidity demand in China’s economy, which is going through a pivotal transformation. The transformation is guided by the framework “de-leveraging, no stimulus and structural reforms”. High-risk assets will not be included in the trial, according to a statement released after the meeting. “Expanding the credit securitization trial is a specific measure to let the financial sector support structural reforms and economic transformation,” said the statement. “It can optimize allocation of financial resources, activate existing capital and better support development of the real economy”, which refers to manufacturing and services sectors. China started bank loan securitization in 2005, when China Development Bank issued bonds based on loans totaling 4.7 billion yuan ($765 million). Further moves were stalled by the 2008 financial crisis, which was triggered by asset securitization. The gate was reopened last June, when the central bank authorized a 50 billion yuan quota for the country’s lenders to securitize their loans on condition of regulatory approval. The 50 billion yuan quota is about to run out. Banks: Asset securitization to boost liquidity Asset securitization is still in its infancy in China. The quota is a pittance compared with the balance of various loans from Chinese banks, estimated at around 67 trillion yuan at the end of 2012. In a research report published in June by China Research & Intelligence, the room for China’s credit assets securitization was about 300 billion yuan. Chen Ruiming, an analyst with Haitong Securities, said that loans totaling 2 trillion yuan need to be securitized at the moment, given Chinese lenders’ eagerness to shrink their loan books. Currently, Chinese banks are eager to strengthen their financial positions, in face of pending market competition to be brought about by the central bank’s further liberalization of deposit and lending rates. The People’s Bank of China scrapped the lower lim自存倉t on the bank lending rates in June. But the upper limit, which is widely believed to be riskier and more conducive to competition, has yet to be loosened. Last week, People’s Bank of China Governor Zhou Xiaochuan said he is ready to do more. “We’ve got the technical arrangements and other conditions in place for realizing such liberalization as soon as possible,” he said in an interview with China Central Television. Wang Peng, research head of Fortune Guide, told the Securities Times that bank loan securitization will help lower banking system risks. “Securitization re-prices and moves the assets, and that increases bank liquidity and dissolve risks,” Wang said. China’s new leadership has been trying to rein in credit growth, which has run rampant over the past few years as the economy has become less responsive to credit stimulus. The country’s total social financing, the widest measure of credit, has fallen for four consecutive months to a 21-month low in July, when society as a whole raised 808.8 billion yuan, down 23 percent year-on-year. Lu Zhengwei, chief economist at Industrial Bank, said he expects the figure to stay at a low of around 800 billion in August. Loan securitization offers a new source of funding in the tightening credit environment. The State Council meeting stressed that liquidity generated by securitization should go to weak links and core areas in the economy, especially the agricultural sector, small and micro businesses, shantytown renovation and infrastructure investment. Health services Meanwhile, China will encourage social and overseas investment in the health-service sector, as people’s demands for such services have been increasing rapidly in recent years, according to the executive meeting. Health services cover industries such as medical treatment, care for the elderly and rehabilitation training. Officials at the meeting agreed that developing health-service industries will help improve people’s livelihoods and provide more job opportunities. The meeting called for building more service centers for the elderly in urban communities and rural areas. Commercial health insurance products should be diversified to meet public needs, and growth in health-related industries such as pharmaceuticals, medical equipment and traditional Chinese medicine should be encouraged. Companies are recognizing that moderated communities create a commonality of interests that links participants, which fosters further customer engagement; and they find they have better co迷你倉trol over messaging and information accuracy when they oversee social interactions relating to their business. Companies are also starting to offer a mix of public and private social interactions. For instance, B2B firms that have traditionally used moderated social communities that reside behind their firewalls have added presences on consumer services like Facebook and Twitter. Meanwhile, B2C firms, which have tended to rely on consumer channels like Facebook and Twitter, are now establishing on-domain social collaboration communities. Partners and suppliers also collaborate with companies on social media. Yet Frost & Sullivan research shows that the vast majority of these interactions are with customers. And while there has been a negligible decline in social customer interaction, from percent in 2011 to percent in 2012, there have been steeper drops for partners, from percent to percent, and for suppliers, from percent to percent, over the same period 4. This pattern can be attributed to organization learning curves with social media and social collaboration as they move from being novelties to becoming valuable business tools. Companies are also using social collaboration to interface directly with CRM systems, rather than using customer interaction management applications. For example, firms are opening Facebook and Twitter as support channels and then routing the messages received on them into their internal help-desk applications for collaboration, solution generation, and training. Contact center agents can log into social collaboration solutions to search internal corporate CRM systems for information on customers, product status, down time, bug fixes, and so on. They can turn questions and answers into internal knowledge base articles in a click, and create tickets in the CRM system for questions that were not answered by the community. With this interest on the external customer-facing side, not surprisingly there is a degree of convergence between external social community and social intranet solutions. While most social collaboration products have been aimed at internal processes such as work groups, some now permit connectivity to external customers and users, including partners, and allow employee to switch between, but keep distinct, internal and external networks. Here are several other social collaboration trends: -- Integration between on-domain collaboration communities and other social media sites. As moderated communities rise, competition between company-hosted social communities and consumer sites like Facebook is disappearing. Social collaboration software vendors have created links between their applications and public sites, and/or have added collaboration overlays to their technology. When a customer posts on Facebook or Twitter, his comments are automatically populated on the corporate social collaboration site. Companies are alerted to those comments and can monitor and track the resulting discussion. -- Private social community expansion and morphing. Companies are using private communities for a wide range of purposes, including customer loyalty enhancement and market research. In fact, private communities are emerging as competitors to traditional focus groups. Private communities offer several benefits, including freer, richer, and more open discussions; increased camaraderie and trust among participants; greater privacy and security; and compliance with confidentiality agreements and regulations such as the U.S. Health Insurance Portability and Accountability Act (HIPAA). But companies are changing the way in which they set up private communities. Some firms can now create ad hoc, on-demand private communities as part of their social intranet solutions.
