In his welcome address for the opening ceremony, the President of the ICAO Council, Mr. Roberto Kobeh Gonz�lez pointed out that the rapid increase in air traffic will pose significant challenges to system safety, efficiency, security, economic viability and environmental protection. The Assembly therefore urges all member states and administrations to collaborate with the industry to take measures to improve both oversight and operations in order to manage the upcoming capacity expansion without sacrificing the overall system safety and convenience.In aviation safety, the Assembly defined runway safety, controlled flight into terrain and loss of control as the three main focuses for the next three years. The Assembly also reviewed and approved the two revisions of the Global Aviation Safety Plan (GASP) and the Global Air Navigation Plan (GANP), both of which have already been endorsed by the ICAO Council previously.The GASP is a framework for guiding and assisting the Aviation Safety Groups in different regions, ICAO’s member states and administrations, as well as the airlines worldwide, in the formulation of their aviation safety plans, for improving international safety. All parties will continue to implement a broad range of measures including operational refinements, alternative fuels, new technologies to significantly improve protection capacity.The ICAO Assembly is held every three years with the participation of all contracting states and major international and industry organizations. About 1,400 delegates from a total of 231 delegations, who are coming from 181 states and 50 international and industry organizations, unions and associations, are now attending the event.Election for the new 36-seat Council took place on 28 September 2013, which will run for three years till 2016. Source: Tulsa World, Okla.儲存倉Sept. 30--When Nancy Day retires as executive director of the Oklahoma Center for Community and Justice at the end of the year, she will count her part in the survival of the human relations organization as her greatest accomplishment -- and her greatest challenge.Nine years ago, the organization's future was in jeopardy.At that time, what is now OCCJ was a local chapter of NCCJ, an organization that began in 1927 as the National Conference of Christians and Jews, but most recently was called the National Conference for Community and Justice.Day had been at the helm of the local NCCJ chapter for more than 20 years when she got a crisis phone call in the fall of 2004 from the national headquarters in New York City.NCCJ was broke and was shutting down.Local chapters had the choice of closing their doors or trying to raise enough money to stay in existence as independent local organizations."We decided that NCCJ was too important to this community, and we would do all we could to keep an office here," said Day, who will be honored Oct. 10 for her 32 years of service."There was a tremendous outpouring," she said.A lead gift of $100,000 from the Williams Cos. jump-started a campaign that raised more than $600,000 in three months, enough to save the local organization.On May 1, 2005, NCCJ's Tulsa chapter emerged as a new independent organization, now called the Oklahoma Center for Community and Justice."We came out on the other side stronger and better than ever. That's one of my greatest joys," Day said.Tulsa was one of about 25 chapters that survived, out of some 65 chapters in NCCJ's heyday, and one of about a dozen former chapters that have formed a loose federation.Ask her about other accomplishments over the years, and she talks about the myriad programs sponsored by OCCJ, reaching 16,000 people a year from grade school through high school and into adulthood.And she talks about the young people who came through those programs with a new appreciation for the value of getting along with other people across racial, religious, economic and cultural lines.She is especially proud that some of those young people, now adults, are on staff at OCCJ."There's an energy and freshness that comes with having these young people as program staffers ... an excitement and creativity," she said.Day said she was privileged to head OCCJ during a time when Tulsa has been a national leader in human relations and interfaith work.The national president of NCCJ visited Tulsa in the 1980s and reported that in all her national travels, she had never seen a city with Tulsa's level of cooperation between re迷你倉最平igious groups, Day said."We've always worked closely with the Jewish Federation and the Islamic Society."Day said she believes there are several reasons for Tulsa's strong interfaith community.In the mid-20th century, she said, Tulsa had strong interfaith leaders who saw the value and importance of bringing people together across religious and racial divides. One example from that era was the creation of "tolerance trios" -- a Jewish rabbi, Catholic priest and Protestant minister who traveled together to small communities in Oklahoma promoting tolerance."We are still building on that foundation," she said.Second, she said, Tulsa has long been a community in which religious faith plays a big part.And third, Tulsa has organizations whose core mission is to bring people together for interfaith, interracial dialogue, she said.While interfaith work in some parts of the nation is weakening, OCCJ is not."In recent years, we've more than doubled our staff, enabling us to target more age groups and demographics," she said.Day said the values that OCCJ has worked to instill over her career are needed now more than ever."I can think of no more urgent mission than that of helping people learn to live together with their deepest differences," she said."We don't have to agree, or even like the other person, but if you don't have some level of respect ... That's a compelling argument for the work we do in Tulsa, and that's being done around the world."It's my hope that the message and values that we have instilled in young people all over the state will stay with them for a lifetime and create future generations of respectful, compassionate, culturally competent leaders," she said."I like to think that in some small way, I've been able to make Oklahoma and Tulsa a better place to live."Day said she and her husband will stay in Tulsa in retirement. She wants to be able to help her "amazing parents," Bill and Clare Caldwell, ages 91 and 85. Workers categorized as "nonessential," meanwhile, are told to stay home.Although the realization that their jobs are not mission-critical may be a blow to some workers' self-esteem, it also means a forced, though possibly paid, vacation."I'd prefer to be employed without a break. I'd prefer to have a paycheck," said Steve Bruno, a project officer at the Department of Energy.He said he figures he will be deemed nonessential, though his department hadn't informed him one way or the other as of Friday afternoon.Mr. Bruno, who said he worried about the financial security of his family, said he would rather avoid an "end of fiscal year vacation."Mike Yea, a Department of Health and Human Services employee, said he has been deemed nonessential and will not report to work if the government shuts down Tuesday.He bristled at the idea that some government jobs are unimportant just because they are deemed nonessential."I think everyone's essential," Mr. Yea said. "We work in business management at the Department of Health and Human Services; we're not practitioners."When asked whether he was essential or nonessential, he also corrected the lingo, saying he is "non-excepted." The less-harsh term was used in a Sept. 17 memo from the Office of Management and Budget for those who are not excepted from a furlough. Those who are "excepted" will be exempt from the furlough."I think because so many employees felt that was a demeaning phrase to the work they do every day, they changed the terminology," said Jessica Klement, legislative director for the National Active and Retired Federal Employees Association.Federal agencies have the power to designate their employees' status in the event of a government shutdown. "It's gotten to the point where Congress continues to play politics without realizing the real effects this has."Some federal workers outside department buildings in Washington declined to answer questions about the looming shutdown Friday, saying they were not authorized to speak for the agency or did not know whether they would be reporting to work if the government shuts down.Two young women said they were nonessential before bolting away, showing the sensitivity of the topic. Source: Pioneer Press, St.儲存倉 Paul, Minn.Sept. 30--The state's new health insurance exchange under the national Affordable Care Act is still scheduled for an Oct. 1 launch, but it won't be an early start.One of the final checks for MNsure, the name of the state's new insurance marketplace, is to make sure it can communicate with a federal data hub that's key to determining whether people qualify for tax credits.The final check of the link won't happen until Tuesday morning, said John Reich, a spokesman for MNsure."Assuming that all goes well, we likely aren't going to be up until later in the afternoon," Reich said in an interview.Minnesota is creating a health exchange to implement the federal Affordable Care Act, which requires almost all Americans to have healthinsurance next year or pay a tax penalty.State-level exchanges will make federal tax credits available to many health insurance shoppers. People who buy individual policies rather than getting insurance through an employer, as well as small businesses with fewer than 50 workers, can start shopping Oct. 1."Generally speaking, people should be able to enroll in insurance, have an eligibility determination, shop for plans and pay their first month's premium," Reich said of the system that's expected to go live on Tuesday.In the days leading up to the launch, MNsure officials have been downplaying the idea that lots of consumers will be purchasing new policies on Oct. 1. At the same time, they've acknowledged that not all health exchange functions will be available immediately.Health insurance shoppers might want to look at the network of doctors and hospitals covered by a particular health plan, as well as the "formulary" of medications covered by an insurance policy. But navigators apparently won't be ready to go on Oct. 1."A number of them have made it through the training, and at this point we're in the final stages of getting contracts out," Reich said. "We could have folks on as early as Wednesday."People also will use MNsure to enroll in the Medicaid and MinnesotaCare public health insurance programs.
