First day of new exchanges tough to gauge, says Blue Cross
Source: The Times Leader, Wilkes-Barre, Pa.自存倉Oct. 02--WILKES-BARRE -- With numerous problems apparently reported in accessing the new federal online health insurance exchanges that launched Tuesday, gauging the first-day impact of the change mandated by the Affordable Care Act was difficult at best."It's like it was the opening day of baseball and nobody brought a ball," said Paul Holdren, chief marketing officer at Blue Cross Northeastern Pennsylvania. "When actually launched this morning there was a lot less activity than anticipated largely because of people's inability to connect with the federal system."Which, Blue Cross Leader for Health Care Reform Suzanne Fletcher said, was generally expected."It has not been an overwhelming day, or an overly surprising day," Fletcher said.Ready for callersAs an insurance company with high name recognition, Blue Cross had anticipated an increase in calls from people with questions about the exchanges, and "we prepared in advance to make sure we could handle these calls, and to reassure people that you have six months to enroll, and you have until Dec. 31 to enroll for insurance starting Jan. 1," Holdren said."Some people thought they had to enroll today (Tuesday)," he added, "while some thought if they enrolled today they would have coverage today."Four companies are offering insurance through the new exchange locally: Blue Cross, Geisinger, Aetna/Coventry and Health America, Holdren said.The number of plans offered may vary among companies, but all stick to a four basic levels the government has named after metals, with premiums rising as the patient pays less of the cost of services: Bronze, in which the patient is responsible for 40 percent of costs; silver, 30 percent; gold, 20 percent; and platinum, 10 percent.But most companies offer a variety of policies within each level that spread the patients' share around differently, Holdren said, typically by changing deductibles."We fashion plans in each category," Holdren said, "Say one plan has a $1,000 deductible but after mini storageou reach the deductible you have to pay 40 percent, another one may have a $1,500 deductible, but you only pay 20 percent after reaching the deductible."Maximum expensesThe law also sets maximums for out-of-pocket expenses, Fletcher added."The bottom line is that, within a metal level, you will see some slight variations between companies and policies, but at the end of the day a person selecting a bronze plan is going to have to pay 40 percent," he said.As has been the case with insurance in the past, premiums vary based not only on what metal level and what plan within that level you opt for, it varies based on age on some risk factors. Asked for an example of the range of premiums shoppers would see in Blue Cross policies, Holdren said that, for a 44-year-old non-smoker, the lowest cost bronze plan would have a $4,500 deductible and cost $187.64 a month, while the highest priced platinum plan would have a $250 deductible and sell for $439.39 a month.Other windowsPeople who have trouble getting into the exchange for Pennsylvania through the federal website healthcare.gov can usually visit the websites of the participating insurance companies to find out what plans that company offers, Holdren said. They can even buy the plan directly from the company if they believe they are not eligible for any tax credits offered by the federal government based on income levels.But those who want a policy and believe they are eligible for tax credits still must connect with the federal site to get those credits, Holdren said.The government has been setting up "health care navigators" to help people work through the system, but Holdren and Fletcher said they knew of no navigator in Luzerne County. There are, however, dozens of agencies in the area serving a similar capacity. Is 'revenge porn' site Texxxan.com coming back
Source: The Beaumont Enterprise, TexasOct.儲存 01--A person claiming to be affiliated with "revenge porn" website Texxxan.com said content from the shut-down site has a new home on the web and has started a Twitter campaign against the women who originally sued the site.On April 16, Judge Buddie J. Hahn of the 260th District Court in Orange granted an injunction preventing Texxxan.com's administrators from re-launching the site or sharing its content with other websites.But "James Smith" -- who has claimed responsibility for the site by email and defended the website on a telephone appearance on Anderson Cooper's talk show -- claimed via Twitter and email that Texxxan is back.Smith, whose identity has yet to be determined, isn't named in a lawsuit against Texxxan's administrators. Hunter Thomas Taylor, 25, of Orange, took responsibility for the site in an Aug. 14 deposition, saying he alone created and operated the site.In an email to the Enterprise, Smith claimed Texxxan's content has been re-posted to a document-storing website that can only be accessed using online anonymity software."I just thought you might want to know all (of) the Texxxan.com content has been rehosted," Smith said in the email. "I do not give two (expletive) about Judge Buddie Hahn. He is a powerless old (expletive) with no ability to enforce his court orders beyond the confines of his courtroom."As of Monday night, Texxxan.com remained defunct, though photos and information from that site have appeared on similar revenge porn websites. On one such site, an entire thread is dedicated to sourcing images of women from Beaumont, Orange and Port Arthur.On Jan. 18, Beaumont attorney John S. Morgan filed a lawsuit on behalf of dozens of local women whose photos -- mostly nude and semi-nude -- appeared on Texxxan.com without their permission. Morgan later amended the suit to name four Orange residents he believed to be responsible for the site.In an Aug. 14 deposition in his lawyer's office, Taylor took responsibility for the creation and administration of Texxxan.com. Although he said he was the site's sole operator, he maintained he was "never the uploader of any photographs."Taylor's parents, Kenneth and Sandra Taylor, and longtime friend Austin Ray Ponthieu also were named as defendants. In the deposition, Taylor said neither his parents nor Ponthieu had any knowledge of thmini storage website and its operations.So who, then, is the mystery man claiming responsibility for Texxxan.com?"He could just be an absolute nobody that's coming in and posting the stuff just to cause trouble," Hahn said.Hahn said he had never heard of James Smith nor was he aware of any threats to re-post Texxxan's content, which would violate Hahn's injunction. Denise Gremillion, Hunter Taylor's lawyer, declined to comment on Smith or his claims about re-hosting Texxxan's content.At one point, Morgan said he believed Taylor was James Smith. Now, he's not so sure."I believe this person is a friend of Hunter Taylor and Austin Ponthieu," he said.Smith has, in emails to the principals' lawyers, demonstrated some knowledge of the case."Say (expletive), I'm still here and still unserved with process," Smith said in an email to Morgan. The time stamp on the email indicated it was sent about 20 minutes after Smith emailed the Enterprise. "Your brief in the GoDaddy appeal is due Oct. 1st, and that's only a couple short days away when your extension of time to file it runs out, (expletive)."Smith was referring to an Oct. 1 filing deadline for GoDaddy.com's interlocutory appeal, an appeal that is heard before a trial result. GoDaddy -- which hosted Texxxan -- filed for dismissal from the lawsuit at the April 16 hearing, but the motion was denied.This next ruling will determine whether GoDaddy remains a part of the lawsuit or whether the host will be dismissed under section 230 of the Communications Decency Act, which provides immunity for internet service providers.In late January, a man with his voice disguised called into the talk show Anderson Live to defend the website. In the Aug. 14 deposition, Taylor denied calling Anderson Cooper. When asked if he knew who did, he said no."I wish I did," Taylor said.Meanwhile, someone posing as Texxxan's administrator has been repeatedly Tweeting at women named in the lawsuit, calling them "sluts," "whores" and "pieces of human garbage."One Tweet claims that the new Texxxan.com is "bigger, better and more revengeful than ever! Sky-high ambition on a plate
By Wang Wenwangwen@chinadaily.迷你倉最平com.cn‘Chicken rice or beef noodle?”It may be the most familiar question for passengers on flights in China, and most frequent flyers are sick of the dull in-flight food.The poor taste of airline food is coming under renewed criticism.“I did not even want to smell the in-flight meals, during the period I traveled a lot,” said Li Qi, a 28-year-old businessman who usually travels in North China.Business insiders attribute the bad taste to the cold-chain processes, as the meal must be made in conditions below 20 degrees Celsius.“It is very hard to make the in-flight meal delicious, because of the production process,” said Liu Zhiqiang, general manager of HNA Group’s food business division, which is the largest shareholder of E-food Group Co Ltd, the only listed in-flight meal maker in China.Hot food is cooled to below 20 degrees as soon as it is cooked and reheated by an oven in the air for service.“The oven-heated meals taste worse than the fresh, definitely,” Liu said. Oven-heated is even worse than the microwaved food.But the microwave oven cannot be used a lot in the airplane, as it may interrupt the communication systems, he added.Imperial Airways, the predecessor of British Airways, introduced meals on its flights in May 1927.Chinese airlines prepare their meals following Western processes, which is not suitable for Chinese food, Liu said.“Most Chinese food needs to be reheated, which will destroy its good taste,” he said.But airline food is set to improve, as food manufacturers are experimenting with normal-temperature processes to keep the meals fresh.The life of meals, which will be irradiated through high temperature and pressure facilities, can be prolonged.“But the facilities will cost a lot, therefore normal-temperature processes cannot be a popular method,” Liu said.The civil aviation industry has to consider cost, since the industry’s margins have been dropping.All Chinese airlines made 388.98 billion yuan ($63.56 billion) in revenue in 2012, a 9.1 percent year-on-year increase, but their total profit was only 21.1 billion yuan, decreasing by 6.21 billion yuan during the same period, according to the Civil Aviation Administration of China.The drop in airline income also affects the meal manufacturers. E-food Group, which has seven in-flight meal factories across the country, received only 368.75 million yuan from the in-flight meal arm of their business in 2012, down 4.59 percent year-on-year, despite the group producing 10.39 percent more in-flight meals, according to its financial report.“Some of the airlines cut backups and some of them just cut the whole budget directly,” Liu said.The civil aviation authority also released a new policy in January stating that flight attendants are only allowed to begin work 20 minutes after take off and must stop work 30 minutes before landing.The new policy means flights under two hours in length no longer have time to serve meals.In-flight meal manufacturers have to search for other ways to expand their business, although their market share is relatively stable.The growing market in chartered business flights and budget airlines provides opportunities for in-flight meal providers.“The business jet operators usually spend three to five times the price on the meal than the normal flights,” said Ji Xingzhuo, chairman of Air Taxi (Hong Kong) Business Jet Co Ltd.Beijing Air Catering Co Ltd supplies most of the meals in his jets, but sometimes he has to provide meals according to passengers’ requests, which cost even more, he added.But insiders said chartered busines儲存 flights remain limited, and the in-flight meal manufacturers also have ambitions closer to the ground.E-food Group, which has three companies supplying meals for high-speed trains, received 236.81 percent more income from the railway market in 2012 compared with 2011.“High-speed rail is already an important client for us and the ground market, such as restaurants and some company canteens, are also our target,” Liu said.Beijing Air Catering, the subsidiary of China National Aviation Holding Group that has a 75 percent market share in the Beijing in-flight meal market, has already received business from some cafe chains, including Starbucks, Costa Coffee and Sculpting in Time.But the in-flight meal manufacturers have developed quickly thanks to China’s soaring air traffic in recent years.Beijing Air Catering, which was established in 1980, has almost 1 billion yuan in assets and supplies meals for an average of 450 flights every day.Beijing Xinhua Airport Catering Co Ltd, a subsidiary of HNA Group, the fourth largest airline group in China, also plans to double its workshop area. The company occupies 15 percent market share in Beijing.“The plan is based on HNA Group’s development strategy, since the group’s airlines are our main clients,” said Xu Hao, general manager of the company.Beijing Air Catering and Xinhua Airport Catering represent the most important category of in-flight meal enterprises in China, which were invested directly by airlines.There are also two other categories of air catering enterprises. One is associated with local airports and the other is totally independent.Every airline has their own standard to choose meal suppliers, especially the foreign airlines.“We do have requirements to choose our local providers abroad,” said Thomas Brockenauer, Lufthansa’s culinary expert for the Asian region.Brockenauer said the airlines checked the quality of food, infrastructure such as human resources, trucks available and security, as well as hygiene standards.“The budget is also important for the airline,” he added.Emirates Airlines, well known for its high standard of service, has strict processes to choose third-party suppliers.“Suppliers are selected only after Emirates’ catering management team has visited and evaluated premises for food product and hygiene standards: kitchens, purchasing, storage and handling of raw materials are all appraised,” a spokesman from the carrier told China Daily.The airline also evaluates its meal contractors at least every three months and they are generally renewed every three years to ensure quality and standards are maintained, he added.The carrier’s menus are planned for each individual route to make sure the meals are appropriate for the different destinations.“Emirates ensures that the menu includes congees and Chinese dishes on flights from Dubai to Beijing or Shanghai,” the spokesman said.Three Chinese companies provide food to Emirates, Beijing Air Catering, Pudong International Airport Gate Gourmet Air Catering Co Ltd in Shanghai and LSG Sky Chefs in Guangzhou.Although different manufacturers make the meals, the airlines are confident about their global unified standards.“We are really sure the product and services that our caterers offer are always at very high, consistent, standard regardless of where the caterer is located,” said Cathay Pacific, which has suppliers in Beijing and Shanghai.Most Chinese food needs to be reheated, which will destroy its good taste.
