Source: The Seattle TimesOct.迷你倉 25--Have any last thoughts or advice for revisions to the Columbia River Treaty before the discussions shift from Sullivan's Gulch to Foggy Bottom?Since 1964, the treaty has shaped the river's 1,240-mile aqueous path from Canada into the United States and on to the Pacific Ocean.Created to ensure flood control and promote hydropower generation, the treaty is on the cusp of negotiated changes between the two countries. Or not.The treaty has no specified end, but either side can terminate with 10 years' notice in 2014. Otherwise, the treaty continues beyond 2024, with one significant change to flood-control protocols.The current system of "assured control," which has worked well for decades, would end in 2024 whether or not there is a treaty. A bad idea, in my opinion.The U.S. Army Corps of Engineers and the Bonneville Power Administration in Portland led the treaty review on behalf of the U.S. Entity. They consulted with a Sovereign Review Team made up of representatives from four states, 15 tribes and 10 federal agencies. Other designated stakeholders were involved.Both the U.S. and Canada have prepared drafts that point ahead. The U.S. draft will be finalized and forwarded to the U.S. State Department by mid-December, with the expectation of a decision by the feds on proceeding into international negotiations by mid-2014. The goal is to finish by 2015.Any operating manual that is a half-century old can be freshened up a bit. The list of priorities has expanded on the U.S. side to include flood risk management, ecosystem functions, water supply, hydropower, navigation, recreation and a need for flexibility in the face of climate change.U.S. interests view existing treaty language as significantly overpaying Canada for initial accommodations and expenses long since recovered.Treaty revisions seek to rebalance payments to reflect the current value of coordinated operations.Hydropower interests -- electric utilities -- want financial credit and an adjustment in the entitlement formula with Canada that reflects decades of expensive environmental mitigations in the Columbia power system.Canada's polite response is to roll its eyes at the notion that the coself storagepensation levels are too high, especially if the full range of downstream benefits for the U.S. are included and tallied.The U.S. power folks wag a finger back across the border -- or some similar gesture -- and say that if treaty changes do not produce an equitable outcome for their ratepayers, then start the 10-year clock running on treaty termination.I cannot accept that significant, coordinated improvements in salmon survival, water supply, navigation and recreation cannot be negotiated without the implosion of a treaty that works.Canada is a reliable neighbor, a solid ally and vital trading partner. I doubt the U.S. State Department is eager to provoke the folks across the table, be they from Ottawa or Victoria.A recent headline in The New York Times speaks to our neighbor's growing world view: "Canada and Europe Reach Tentative Trade Agreement."A core purpose at stake remains flood management. Assured control has worked. A "called upon" flood-control regime, the prospective model, cannot be defined by either side as to "effective use" or how to confidently "rely" on the approach.The change fuels disagreement about how many reservoirs the U.S. has available to employ for flood control, or who has the authority to dictate their use. Without treaty protections, assured control morphs into, "Gosh, it's been kind of rainy." Tiers of bureaucracy. Tears of remorse.If the Columbia River fills with water, the Willamette River, which feeds into it, backs up with more water. Portland knows this all too well.I do not believe the U.S. overpays for a system that works. One massive flood and any annual savings look ridiculous. Could the payment regimen be modestly revised? Make the case, U.S.Treaty revisions coming out of the Pacific Northwest must be focused and selective. Otherwise, I wonder if the State Department will be an advocate.Termination of the treaty?   地鐵5號線宋家莊站為一卡通公司官網退卡點。10月18日,迷你倉該窗口貼著“不退卡”字樣。經詢問,工作人員表示可以退。  ■ “損毀一卡通退餘額 跑兩趟等7天”追蹤  針對“退卡難”問題,一卡通公司表示,年內普通卡退卡網點將由目前的69個增至100個,壞卡退卡網點由12個增至20個。  前日起,新京報在網上發起調查問卷。截至昨日,至少257位網友參與答卷。近八成網友希望新增退卡點設在地鐵公交站、超市及便利店。  近日,一卡通公司稱,目前退卡網點實際退卡業務量分佈非常不均衡,將統一優化調整退卡業務網點分佈。前日,記者走訪發現,一卡通公司列出的69個退卡點中,至少22個無法辦理退卡業務。(本報連續報道)  僅4.54%受訪者知道銀行、客運站可退卡  一卡通公司提供的退卡網點列表中,共有退卡網點69個,含一卡通公司客服中心、公交網點、地鐵網點、銀行網點、長途客運站網點共五類。  其中,一卡通公司客服中心網點1個、公交網點10個、地鐵網點26個,中信銀行網點9個、農業銀行網點9個、郵儲銀行網點8個、長途客運站網點5個及駿馬順義客運站。除公交、地鐵網點都能辦理退卡外,長途客運站、銀行網點等大部分退不了。  網點種類雖多,但從“你知道哪兒有一卡通退卡點”一問中收到的答案來看,僅7位受訪者知道退卡點含銀行,僅10人知道長途客運站可退卡。  探訪中,當詢問無法退卡的地鐵站工作人員哪可退卡時,得到的絕大多數回答,都指向西單、草橋、動物園等公交、地鐵和西單客服中心網點。幾乎沒有工作人員知道銀行、長途客運站亦可辦理退卡。  “哪辦哪退”呼聲最強  “我希望辦卡點即為退卡點,全市分佈應均衡一些。”媒體特約評論員、九三學社社員程京生稱。  在調查問卷“新增退卡點,你希望設在哪裡”一問中,近八成受訪者希望新增地鐵站、公交站、超市及便利店退卡網點。  “哪辦哪退”的呼聲,在此問中表現明顯:43.32%受訪者希望在地鐵站新增退卡點。但目前,北京全部215個地鐵站均可辦理新卡,能夠辦理退卡業務的地鐵站,僅26個。此前專業人士曾表示,辦卡點退卡無技術難度。  昨日15時許,就是否在地鐵站新增設一卡通退卡點,北京地鐵公司新聞發言人賈鵬稱,此事由一卡通公司負責。一卡通公司市場部副經理徐凱稱,其正在核實“22個退卡點無法退卡”一事,具體事項應聯繫該公司新聞發言人。但14時至17時,記者多次撥打一卡通公司官網標示電話,均無人接聽。  ■ 案例  上海模式:合作便利店投入不太多  “之前關係也不錯,充值退卡,又能幫他們帶去客流量。”昨日,上海公共交通卡有限公司一位負責便利店代理業務的人員稱,與便利店合作是基於互惠互助的模式。  目前,上海公共交通卡在全市範圍內共有171處退卡點,其中包括分佈于各個社區的50家好德便利店。  2011年,上海公共交通卡公司與全家便利店開展合作,在全市設立38個退卡代理點。  一年後,其調整退卡網點,因業務到期停止與全家便利店合作,改與好德便利旗下50家門店開展退卡業務,並“將退卡點重點分佈在社區及軌道交通附近”。  該人員介紹,由於便利店帶有收銀結算等硬件設備,因此公司只需給便利店提供一個卡片讀寫器,同時添加或升級軟件系統,與其公司系統聯網即可實現辦理退卡業務。“總的來說,不需要投入太多。”  她認為,該公司將充值資金留給便利店,用作退卡預付金,由便利店負責收卡後,再定期與其核算。這樣避免了因沒有劃錢給便利店,而導致“只能充值,不能退卡”的情況出現。  ■ 探文件倉  退卡網點分佈不均  中信銀行西單支行距一卡通西單客服中心約兩百米,是一卡通公司所稱的69個退卡點之一。探訪發現,該退卡點已在一個月前停止退卡業務。門口保安稱,有市民前來詢問時,他一般都會指向西單客服點。  而一公里外,中信銀行總行營業部,也是退卡點之一,西單區域已有3個退卡點。  一卡通官網顯示,整個海澱區只有3個退卡點,兩個為中信銀行退卡點。其中中信銀行上地支行明確告知,“一直都不能退,網站上說這可以退,我們反映過很多次,但都沒有把信息改過來,其他銀行很多也都不能退了”。  整個海澱區,中信銀行的網點少為人知。這意味著大部分海澱退卡市民,都會去知春路地鐵站。  更嚴重的是,原本為方便遠郊區縣而設立的郵儲銀行及農業銀行共十幾個退卡點,調查發現,多數已無法辦理退卡業務。  退卡點業務量冷熱不均  前日,多個退卡網點可見,退卡業務量冷熱不均。部分網點每天退卡一兩百張,給人感覺“隨時在排隊”。另一些退卡點則稱“一天也退不了10張”。  前日中午,300路草橋站網點工作人員稱,“每天至少(退)100張還是有的。”  在335路阜成門站和403路北京站公交站亦是如此。“節假日就更多了,兩三百張都有。”403路北京站退卡點工作人員稱。  不僅公交站點退卡忙,地鐵站也同樣。16時04分,西直門地鐵站共有7人排隊。工作人員稱,每天至少退卡上百張。  16時37分,5號線雍和宮站退卡點,工作人員稱,平時每天至少有六七十張,“今年十一收了200多張”,她查了查電腦說,“今天已經56張了”。  比起這些忙碌的點,T3航站樓退卡點工作人員則稱,一天也退不了10張。車公莊西工作人員稱,平均每天20張。  ■ 專家說法  應在每個地鐵站都能退卡  “每個地鐵站都可以退卡,是未來的遠景,也是方向所在。”同濟大學鐵道與城市軌道交通研究院教授孫章表示。  孫教授認為,在退卡點的規劃中,應優先考慮機場、長途客運站和地鐵換乘站等交通樞紐。這些地方對應著經常出行的人群,能最大程度發揮作用,便利市民。  “讓所有地鐵換乘站都實現退卡是第一步,方向則是讓所有地鐵站都可以退卡”。  孫教授稱,一卡通是為公�提供服務,設置辦卡退卡點是便民措施,應以“方便給別人,麻煩給自己”來規劃設計。從現有條件看,在地鐵站增辦退卡業務基本不會花費成本,實現以後,還能盤活巨額沉澱資金,激發社會活力,也能對外塑造北京“公平透明”的公�形象。  ■ 數說一卡通  ●一卡通公司稱,目前累計已發放6000萬張卡片。  ●一卡通退卡,全市只有69個網點可以辦理;“壞卡”退卡,只有12個網點,且卡內餘額需等待7個工作日後再次返回網點領取。  ●卡內餘額超百元,只有1個地方可以退卡:位於西單的一卡通客服中心。  ●據新京報調查,約60%受訪者稱退卡排隊超過1小時。  ●據新京報調查,近80%遊客離京未退一卡通,因不知在哪退及沒時間排隊。  ●政協委員7提議案,要求公開一卡通押金流向。  ●退卡須排隊,且磨損卡片有被扣除押金的風險,導致市民退卡點外多找黃牛,後者收3-5元手續費,餘額押金全退。  ●經新京報連續報道後,一卡通公司表示,年內退卡點增至100個,壞卡退卡點將增至20個。  ●據新京報調查,一卡通公司列出的69個退卡點中,至少22個無法退卡  ●新京報發佈問卷調查,僅4.54%的網友知道銀行、長途客運站有退卡點,而據調查,這些退卡點多已名存實亡。  本版採寫/新京報記者 楊鋒 胡涵  本版攝影/新京報記者 楊鋒存倉

After an uneventful hour of watching this windy gabfest, here's what you're thinking: "Shoot somebody, already."I mean, there's not much doubt about what's to come. Among the first images? A couple of swells (Cameron Diaz, Javier Bardem) mix Manhattans and watch their pet cheetahs chase down jackrabbits in the border country desert.It's foreshadowing to a fault, and in case you miss the implication, here comes a small army of prestigious actors to drop eloquent hints -- via the language of screenwriter Cormac McCarthy -- about the carnage to come.Michael Fassbender has the title role as an ambitious lawyer who wants to buy his girlfriend (Pen幨ope Cruz) an expensive diamond, financed by a onetime drug deal investment via a shady client (Bardem).The latter tries to warn the lawyer away, and, more memorably, so does a money launderer played by Brad Pitt. He finds wonderful words to convey the sticky ruthlessness of the drug trade.The speeches are quintessential McCarthy -- lyrical, evocative, but spare and uncannily to the point. Where the movie departs from classic McCarthy is in its lurid sexuality, never a subject the author has addressed with much gusto. Here, Diaz mini storageamps her way through a role that has her doing something to a Ferrari (car-nal knowledge?) that heretofore she's done only with Justin Timberlake in "Bad Teacher."I found it a bit ridiculous, and a bit too literal as an expression of her desire for material things. Also obvious are the movie's big themes -- if you expect the spreading moral stain of drug murders to stop at u嫫ez City, says "The Counselor," you're kidding yourself. There are no bystanders.Ridley Scott tries to build a movie around one, and it's hopeless. Fassbender's lawyer is a peripheral player, an investor whose job in the movie is to field increasingly anxious phone calls as details dribble in of faraway complications.Fassbender doesn't even get any good lines. He sits and listens, for instance, as Bruno Ganz delivers a wonderful soliloquy about the romantic meaning of diamonds. It's great stuff.But in movies, dialogue exists to serve action. As John Huston put it, action is the language of film. Language is the language of books.What action we do have -- backloaded, I must warn you -- is colorfully delivered by Scott, who, by the way, is 75. McCarthy is 80. 為讓澳門市民認識本澳旅遊與歷史文化之間的關係,迷你倉深化青年對澳門文化遺產旅遊的認識,2013年的文化遺產系列講座特意加入旅遊認知的元素,由澳門文物大使協會、旅遊局聯合主辦合共四場的“旅遊認知系列-旅遊認知文化遺產系列講座”。首兩場已於本月12及13日順利舉行,反應熱烈。而第三場講座將於本周六(10月26日)下午2時至5時假澳門博物館演講廳。是次文化遺產系列講座特別邀請美國、香港、台灣及澳門四地的專家學者就澳門旅遊認知及文化遺產保護等議題進行交流演講。澳門文物大使協會代理事長廖嘉豪表示,第三場旅遊認知文化遺產講座由台灣國立臺北藝術大學建築與古蹟保存研究所嚴銀英小姐主講,而其演講的題目為“從澳門歷史城區列為世界遺產看經營管理與旅遊環境的轉變”。澳門歷史城區於2005年7月登錄為世界文化遺產。從1999年澳門有意申報世界遺產至2005年7月登錄成功,澳門經歷了近6年的準備工作。從對世界遺產只有初步的認識,到努力遵循世界自存倉產的規範與標準,並列為世界遺產,澳門經歷了不同程度的轉變。是次講座將從三個方面進行探討:(一)透過“文宣與教育推廣”、“經營管理機制:保存、修復、再利用、核心區與緩衝區的劃分、環境與開發衝擊、旅遊承載量”、“旅遊推廣計畫與旅遊環境”三個層面觀察澳門歷史城區在登錄前後的轉變;(二)澳門經驗可作為參考與借鏡之處;(三)澳門面對的挑戰與課題。廖嘉豪續表示,期望透過講座,加強本地青年對旅遊認知及文遺保護的認識,了解台灣學者如何分析旅遊與文化遺產管理的關係,開拓視野,發揚“愛護文物.傳承文化”的理念,以及推動本地旅遊業發展。是次講座詳情可瀏覽澳門文物大使協會網站(.mhaa.org.mo),歡迎有興趣的青年及市民報名參與。報名日期由即日起開始,登入上述網站的網上系統報名,費用全免。承蒙各界支持,第三場講座已額滿,故歡迎報名第四場講座。查詢請致電6238 6441、62904546或電郵至info@mhaa.org.mo。迷你倉

Fresh human cases in eastern China of a deadly new strain of bird flu signal the potential for “a new epidemic wave” of the disease in coming winter months, scientists say.自存倉The strain, known as H7N9, emerged for the first time in humans earlier this year and killed about 45 of the 135 people it infected before appearing to peter out on the mainland during the summer.But a new case in October in a 35-year-old man from the eastern province of Zhejiang shows that the virus “has re-emerged in winter 2013” and “indicates a possible risk of a larger outbreak of H7N9 this winter”, according to mainland and Hong Kong researchers writing in the online journal Euro surveillance.Professor Benjamin John Cowling, who heads the Division of Epidemiology and Biostatistics at the University of Hong Kong, said that in this new H7N9 case the virus was very similar to the virus that caused the spring outbreak, indicating that it had persisted in an unknown reservoir during the summer.“It is concerning that we still have not identified that reservoir. If H7N9 follows the pattern in other influenza viruses, we expect an increase in transmission during the winter, and if the prevalence of H7N9 increases in poultry then we would expect an increase in the number of human cases resulting from exposure to infected chickens,” he said.“The Chinese government still has time to implement control measures to avert a potential major epidemic this winter.”But drawing from past experience, animal surveillance was unable to provide early warning of areas at increased risk of human infections with 迷你倉7N9.“In the longer term it would be important to consider a more comprehensive restructuring of the poultry production and distribution system in China,” Cowling said.“In the short-term, interventions such as live poultry market closures, or at least regular rest days [as practiced in Hong Kong and some mainland cities] may be the best available intervention to reduce the risk of human infections.”Flu experts have been warning that despite the marked drop off in cases during the summer months, the threat posed by H7N9 bird flu has not passed.Ab Osterhaus, a leading virologist based at the Erasmus Medical Centre in the Netherlands who has been tracking the virus, said earlier this month: “We’re bracing for what’s going to happen next.”The new H7N9 case in Zhejiang differed from previous ones in that it was a severe case in a younger patient “with no obvious underlying diseases and no obvious recent direct contact with live poultry”, according to the paper.Most laboratory-confirmed cases in the past had been people over the age of 60, many of whom said they’d had recent exposure to poultry, generally at live bird markets.The case of the 35-year-old man, plus another H7N9 infection confirmed just a day ago, suggest the virus “has apparently continued to circulate in an animal reservoir during the summer”, the researchers said.Zhejiang Provincial Centre for Disease Control and Prevention said yesterday health authorities expected the occurrence of sporadic cases in the coming winter and spring seasons, but there would not be large scale, human-to-human transmission.mini storage

Source: Post-Bulletin, Rochester, Minn.文件倉Oct. 25--A large percentage of teenagers in southeastern Minnesota who were killed or seriously injured in car crashes failed to buckle up, according to crash data from the Minnesota Department of Public Safety.In Olmsted County, only half of the teenagers killed or seriously injured in car crashes between 2008 and 2012 were wearing seat belts. It's a similar story in Fillmore, Goodhue, Mower and Winona counties, where 50 percent or those ages 13 to 19 involved in serious injury crashes were buckled up. Winona had the worst track record, with only 25 percent of those killed or injured in crashes wearing a seat belt.And it's not just a problem in southeastern Minnesota. Gordy Pehrson, a traffic safety coordinator with the state's Office of Traffic Safety, said, of the 165 teenagers killed in motor vehicle crashes between 2008 and 2012, more than 40 percent were strapped in. Those numbers are particularly disheartening given the state's overall seat belt compliance rate of nearly 95 percent, he said. While overall traffic deaths have declined sharply in the state, Pehrson said the lack of compliance among teenagers remains a serious concern."When you combine the poor seat belt use along with their inexperience, the risk taking opportunities that they take sometimes, distractions and all those things, -- you combine all those things together, it's a pretty dismal recipe for teen drivers," he said.As a result, the state's Office of Traffic Safety has stepped up its efforts to educate the parents of teen drivers. They have partnered with 50 driver safety programs across the state in offering a 90-minute program for parents and soon-to-be drivers. The idea is to make sure parents understand the state's Graduated Driver Licensing system, which prohibits teenagers from driving from midnight to 5 a.m. and limits the number of passengers younger than 20 who can be in the vehicle.Driver's ed for parents?Assistant Majority Leader Kim Norton, DFL-Rochester, said she is drafting legislation that would require all driver's education schools in the state to offer the class. She said details are still being worked out, but she is looking at giving parents a choice: attend the class or pay for their teenage driver to complete more behind-the-wheel training before being eligible to take the driver's license exam. She also is planning to talk with insurance companies about the possibility of offering a premium discount for those who take the course."I do think parents don't always understand what the laws are. The存倉 know there's a teen law, and they are given a booklet, but do they read it? Or does the child bring it home and give it to them? You don't know," said Norton, who authored the Graduated Driver Licensing legislation in 2008.Winona-based United Driving School began offering the parent awareness class a year-and-a-half ago, according to instructor Jason Rosenbush. As part of the class, a state trooper talks to students and parents about the laws and why they are in place. Often, he said, parents don't know very much about these teen driving laws."They don't know too much, and they learn about it and it's kind of an eye-opener for them," he said.So far, he said the program has received positive feedback from parents, and he thinks it would be worthwhile for all driver's education programs to offer the class.So, what keeps teenagers from fastening their seat belt? Pehrson said teenagers' brains are still developing, and they don't always understand the risks and consequences of their actions. Another factor is peer pressure. If friends decide it's not cool to wear a seat belt, that can deter a teenager from buckling up.Ultimately, Pehrson said parents play a critical role in setting an example for teenage drivers and for setting boundaries."If the parents don't wear their seat belts, if the parents demonstrate poor driving behaviors, whether it's texting, speeding, whatever, when the kids become teens, they will have a tendency to mimic what the parents have done," he said.For Kathy Cooper, the seat belt numbers are particularly disheartening. She spent a decade fighting to get the state's primary seat belt law passed, which allows law enforcement officers to pull over a driver if someone in the vehicle isn't wearing a seat belt. She also spends her time talking to teenagers about the dangers of failing to wear a seat belt -- something the Northfield mom knows all to well. In 1999, her 15-year-old daughter, Meghan Cooper-Murphy, was killed in a car crash. The Kenyon-Wanamingo High School student had jumped into the back seat of a friend's car and failed to buckle up. A drunken driver later got behind the wheel and crashed the car.Cooper, coordinator for the Rice County Safe Roads Coalition, said she is not about to give up her fight to warn students."I can't stop," she said.
