Pressuring with sanctions to keep things up in hostage negotiations
儲存 Just as there have been developments in the Manila hostage tragedy aftermath negotiations, Chief Executive Leung Chun-ying said that sanctions will be imposed unless "substantial progress" is made within one month. This reveals that Hong Kong is backed by Beijing to end this dispute that has dragged on for more than three years as quickly as possible. Aquino added salt to Hong Kong's injury, which was similarly unpleasant in the eyes of Beijing.Tough action against the Philippines with central government's support Aquino has low regard for Hong Kong people and hopes that the matter will fade with time, but things did not develop as he wished. It also triggered incidents at the Huangyan Island taking advantage of the backing from the US. Before and after the APEC meeting, President Xi Jinping and Premier Li Keqiang held bilateral meetings with different ASEAN country leaders, while only the Philippines was left out. Li, using the brief "casual meeting" with Aquino, asked him to settle the hostage issue. Aquino actually denied it afterwards and was publicly refuted by the Chinese Foreign Ministry. China being tough with the Philippines leaves less resistance to Hong Kong's launching sanctions, with only the need to consider the price it has to pay.The more destructive, the higher price to pay Of the various sanctions worth considering, the most instinctive thought is stopping the import of Filipino maids. Export of maids is an important source of foreign exchange for the Philippines and an important means to lower its high unemployment rate. But the stoppage will greatly affect Hong Kong's middle class. So, there is much more opposition. Another sanction is boycotting or banning imports from the Philippines. Hong Kong is the fifth largest export market of the Philippines while Taiwan is not even in the top 10. 陳Sir揚言(第1248期)既然“西朗”不能改回“西塱”,mini storage為什麼“越秀南站”又要改成“團一大廣場站”呢?即將公佈的新版地鐵線路圖有多個地鐵站改名,其中,“赤崗塔”、“歌劇院”分別改名“廣州塔”和“大劇院”,而之前備受關注的“西朗站”則仍沿用舊名,其“朗”字底部沒有加上“土”。理由據說是因為塱字非規範用字——— 連電腦字庫都打得出、且已進入最新《通用規範漢字表》的“塱”,不知為何無端遭受如此不公待遇?廣州有個瀝滘是否也要改名呢?謝天謝地,目前為止,瀝滘站還是瀝滘站,沒有因為某些人對“滘”字的不熟悉而被改成別的“窖”。地名只有一個但是地鐵站的命名卻有很多選項。是用地名街道名還是用標誌性建築物命名?真是各有各的道理。比如說農講所。這個建築物刨去意識形態不說,在那裡已經存在了半個世紀有多。廣州幾代人都知道農講所在哪裡,甚至有的人根本分不清楚農講所到底在中山三路還是中山四路,但就是知道它的準確所在,因此“農講所”用來做地鐵站的命名很合適。可見市民對站名所指的方位的認知很重要,而這種認知一定跟年月的沉澱積累有關。用標誌性建築做地鐵站命名的第二個理由是該建築物的顯著性。比如說赤崗塔和扭紋柴相比,歷史顯然不知要長多少,文物價值也不知道多多少,但是廣州人未必就知道赤崗塔在哪裡,而扭紋柴在半個廣州都抬頭可見,實在太牛氣沖天了,所以用來做地鐵站名也無不妥。講到底還是市民的認知程度最重要。這次地鐵站命名新聞之所以引起吐槽,最大的原因是加入六號線的新版廣州地鐵線路圖曝光,“越秀南”地鐵站更名為“團一大廣場站”成板上釘釘。天啊,越秀南!這個路名深藏了廣州人多少的記憶!請允許我在此給不熟悉廣州的決策者和學者說說。迷你倉人以為越秀南只是廣州老城區裡頭一條綠蔭如蓋彎彎曲曲的普普通通的小馬路。錯!越秀南最出名的是省汽車站,越秀南過去是火車站廣州東站(現已作廢),再過去就是大沙頭碼頭——— 廣州通往南海佛山東莞中山的客運以前主要由水路來承擔。也就是說,越秀南曾經是廣州的交通樞紐。現在火車站廢了,大沙頭碼頭的歷史使命也被密如蛛網的高速公路代替了,但是始建于1950年的越秀南客運站作為廣州市歷史最悠久的長途汽車客運站現在日均發送旅客約5000人。一說起越秀南,每個老廣州都有說不完的回憶,而對於新廣州人或者說來廣州打工旅遊的過路客來說,越秀南這個站名對於他們來說更是至關重要。客運站經營的線路遍達省內多個地區和江西、江蘇、廣西等省份多個市縣,現已開通了香港、澳門、深圳、珠海、中山等多條直達快車班線。人們有一萬個理由坐地鐵去越秀南站,但是不見得有多少理由坐地鐵去“團一大廣場站”。地鐵站名要承擔的任務只有一個,就是標簽標識。而標簽標識與乘客的認知度和需求度密切相關。“團一大廣場”畢竟是個新建築物,對於廣州的重要性我理解,對於這個廣場的宣傳的重要性我也理解。但是宣傳不是地鐵站命名所必須承擔的社會義務。設想一下,假如乘客聽到“團一大廣場站”的報站不曉得下車而錯過了越秀南,他們對於這個“團一大廣場站”是抱怨還是感激呢?弄巧成拙的事情不要幹。況且地鐵方面宣稱,“如要變更站名,需對全系統的重大設備進行改造或更換,工程複雜,不僅實施難度大,所需費用高,還可能對目前穩定運行的設備系統造成影響,增加安全運營風險。”如此看來,西朗站不改回“西塱”還是有理由的,既然如此,為什麼越秀南站又要改成“團一大廣場站”呢?真�乜都俾你講曬! □陳揚文件倉

頂新出包食藥署曾隱瞞 食藥署10月29日就接獲地方通知
頂新混用大統長基問題油品,儲存食品藥物管理署十月廿九日已接獲地方通知,但衛生福利部部長邱文達卻到十一月二日才得知此事。屏東縣衛生局十月廿七日,就已發現頂新屏東廠的桶裝橄欖油來自大統長基,並在兩天後向食品藥物管理署通報;然而直到十一月二日高振利向檢方坦承賣油給頂新前,不僅食藥署對外隻字未提,就連邱文達也被蒙在鼓裡。據了解,屏東縣衛生局廿九日與食藥署視訊會議,主持當天會議的衛生福利部次長許銘能,當場就裁示全案移送檢調,卻沒有第一時間報告邱文達。「後續有沒有向部長提起,已經記不起來。」許銘能表示,當時因為全案還在調查中,所以沒有向大眾公開,也沒有第一時間報告,「部長應該是十一月二日才得知迷你倉事。」由於食藥署早知頂新可能使用大統長基的問題油品,卻遲遲不對外公布,引發外界隱匿疑慮;食品藥物管理署北區管理中心主任馮潤蘭重申,所有事情都依照程序處理,「說我們隱瞞是不實指控,我們已經用最大力氣、最快速度處理。」另外,針對上周烏龍公文導致市售油品無端下架,衛生福利部昨天也發出聲明,堅決否認下架公文是邱文達指示;衛福部發言人王哲超表示,這整件事情是北區管理中心主任與副主任溝通錯誤,衛福部從未決定發文要求下架。當時負責發出這份公文的北區管理中心副主任,現已調任食藥署專門委員的許景鑫,對這件事情不願再多談;他說,當天北區管理中心主任潘志寬以簡訊通知發文,「所有的事情都是依照上級指示。」儲存倉
