存倉   Before the northeastern New Territories land recovery disputes die down, a regional conservation group has suggested that the government change its plan to take back the Fanling golf course for housing. The heritage advisers commissioned by the government proposing historical site status for two structures in the golf course comes at this rather sensitive moment.  The two structures are the Fanling Lodge and the Fanling golf course clubhouse. The expert team under the Antiquities and Monuments Office suggested listing the clubhouse as a Grade 2 historical site, that is a building of special merit and efforts should be made to selectively preserve. As for the Fanling Lodge, it was even suggested to be listed as a Grade 1 historical site, that is a building of outstanding merit, which every effort should be made to preserve if possible. The Antiquities Advisory Board will be meeting on Wednesday to discuss the recommendations.Historical structures favour retaining of golf course  The Fanling Lodge will be 80 years old next year, witnessing the presence of several governors and chief executives, while the golf clubhouse will be even a century old next year.Both meet the requirements for historical site status. Under separate consideration, conserving them should not be too disputable. Now that it involves the future of the golf course, there will be more sensitive associations.  Just because uncertainties concerning the future of this 170-hectare golf course arise, the assessment of whether there are other structures in the course worth conserving needs to be sped up to avoid demolishing them, which will make recovery impossible in the future. In the past, the authorities gave priority to grading structures with potential conservation values at risk of demolition. The King Yin Lei at Stubbs Road, Mid-levels is an example of such structure that the public is more concerned about.  No matter what the future holds for the golf course, experts said the Fanling Lodge and golf clubhouse possess conservation values. From the "revitalization" perspective, now the two structures are being utilized. Though the Fanling Lodge has been less used in recent years, sometimes receptions and banquets are held there, while the golf clubhouse, as part of the course, will give added marks to its preservation. It is just like in the case of the West Wing of the Central Government Offices being conserved by completely maintaining the original configuration of the Government Hill.  Since a group suggested using the golf course for housing, there has been expert analysis of the difficulty involved from the planning perspective. It has been pointed out that there are many ancestral graves of the villagers as well as old trees within the course, which should not be removed without due consideration. The snack kiosk inside was listed as a Grade 3 historical site three years ago. Together with two more historical structures in the future, there will be more restraints, especially the Fanling Lodge which will become a declared monument that cannot be easily changed when given a higher grading.Majority unhappy with minority's privilege  Hence, there are many things to consider carefully in whether or not the golf course should be taken back for housing. Even if there are plans to change the land use, it will require years of planning and consultation. In timing, it cannot replace the northeastern New Territories new development scheme that is nearing completion in planning. The two should be considered separately.  Some groups have proposed using the golf course for housing instead of farm land in the new development area, which, though a bit slow in relieving the "land and flat scarcity", has drawn much support from the people. The reason is that it has touched upon the majority's dissatisfaction with the minority enjoying privileges, while many clubs that solely serve upper-class functions have come under fire.
