範徐麗泰 1945年9月20日生于上海,迷你倉1983年,獲港督尤德委任為立法局非官守議員。1989年,又獲任行政局議員。1992年,因與末代港督彭定康政見不合,辭去所有公職。1993年,獲任香港特區籌備委員會預備工作委員會委員。自1997年至2008年,先後擔任香港臨時立法會及立法會主席。2008年3月15日,在第十一屆全國人民代表大會第一次會議上當選為常務委員會成員至今。穿著樸素的白色外套,範徐麗泰悄然走進辦公室。她曾叱�香港政壇數十年,如今兩鬢已斑白。她習慣性地翹起嘴角微笑著,用含笑的眼睛看著你。範徐麗泰位於中環的辦事處安靜而低調。前日,南都記者穿過幾條小街,找到這棟略顯陳舊的大廈。簡單的會客室內,結束採訪的當晚,作為全國人大常委的範太即飛抵北京,就即將開幕的全國兩會參加預備會議。今年全國兩會上,範太關注兩個方面的話題。全國性議題上,如何將反貪汙反腐敗制度化;城鎮化過程中,農民工子女接受教育的議題。在香港與內地的關係上,範太則更關注香港社會對內地旅客的爭議。遊客與港人應相互諒解南都:內地赴港自由行人數不斷增加,部分影響香港市民日常生活,香港社會如何應對,有何調解措施?範徐麗泰:對於自由行旅客,應區分為兩類。一類內地旅客來港目的主要是購物,這類旅客主要是廣東省內居民,絕大部分即日往返,不在香港過夜;另一類,就是既消費購物,也旅遊觀光,需要在香港過夜入住酒店。對於純粹購物旅客,港府應該考慮在上水等靠近邊境地區,增建購物中心和商場,讓旅客就近購物,無須長途跋涉來到市中心購物。而對於來港過夜旅遊的旅客,香港應該增建酒店,解決客房不足和住宿費昂貴的問題。有遊客喜歡來港觀光消費,其實是香港之福,但前提是旅遊設施要跟上。同迷你倉,港人也應該禮貌對待旅客。易地而處,如果你前往外地旅行,被人不禮貌對待同樣不開心。香港應該發揚作為一個文明、理性、包容、多元化社會的精神,同時也希望內地旅客理解,香港人多地少,是個非常擁擠的城市,無論坐地鐵還是逛街購物都是“人頭湧湧”,也希望能夠相互諒解。南都:有議員提出自由行人數設立上限,你怎麼看?範徐麗泰:這建議實際上無法實施。政府可以每日發佈,今日有多少遊客抵港,但要設立一個人數上限這並不現實。我認為,在香港目前遊客接待能力有限的情況下,自由行暫時不再增加新城市,不再新增一簽多行的地區,已經足夠。大家都是來香港玩,沒必要玩得不開心,沒必要玩得人擠人嘛。港年輕人買房看不到希望南都:你怎麼看待香港年輕人的上升空間問題?範徐麗泰:20年前的香港,社會上升空間更大。一個初出社會的年輕人,只要努力工作,很容易一步步晉升。但現在,香港有能力的青年不少,但香港經濟增長不夠快,導致晉升渠道被堵塞。一個剛畢業的大學生進入企業,可能他的上司只比他大幾歲,職位空缺少。現在的年輕人看不到前途看不到希望,確實有怨氣。以前香港的年輕人,每月存錢,因為他們相信存足首期,可以置業或者創業。當然這個過程很漫長,至少十年才能存夠首期款。我21歲畢業,也是到30多歲才第一次買房。但現在的年輕人不願存錢,因為無論怎麼存錢,不管存十年,還是存二十年,可能都無法存夠首期款,青年人就看不到希望。這個不僅是香港的問題,我相信在北京上海廣州等,都一樣存在類似情況。我也必須承認,現在香港的年輕人壓力確實比上幾代都要大,要靠自己努力置業,也幾乎是不可能的任務。我的子女,也是全部租房,沒有置業的。(深圳地區讀者詳見AⅡ疊讀本)採寫:南都記者 康殷 攝影:王子榮迷你倉沙田
